Communication Policy Research: south (CPRsouth) intends to build human capacity in the South by reinforcing and developing the knowledge, skills, and commitment of ICT policy and regulation scholars in the region or with substantial interest in the region. The overall objective is to create policy intellectuals capable of informed and effective intervention in ICT policy and regulatory processes in specific country contexts.
 
CPRsouth8/ CPRafrica 2013 provides a forum for policy-engaged scholars to meet face-to-face to exchange ideas, network and improve the quality of their scholarly work. It fosters the next generation of active scholars and in-situ experts capable of contributing to good ICT-related policy and regulation in the region.
 
Location
The conference will be hosted at the Infosys Campus Mysore India. The state-of-the-art Campus has been set up and is managed by the Indian global technology services company, Infosys, for the purpose of training its staff and recruits.  The Infosys Bangalore and Mysore campuses inspired Thomas Friedman to write the international bestseller The world is flat.  
 
Content
The conference will accommodate ~30 paper presenters from Africa and the Asia-Pacific over the course of three days (Asia-Pacific papers will make up around 60 percent of total).   The conference includes sessions on cutting-edge developments on policy and regulation in the South and discussion of the research-policy interface.  The audience will be made up of 70+ scholars on ICT policy and practice. Each of the paper sessions will be chaired by a senior scholar.  Substantive discussant comments will be provided. 
 
Mentoring
Paper presenters will have opportunity to be mentored on their paper, policy brief and the presentation prior to the conference.


CALL FOR PAPER PROPOSALS  

Paper proposals on ICT policy and regulation research carried out in the Asia Pacific or relevant to the Asia-Pacific may be submitted for review and acceptance. The paper proposals must be classifiable with at least three keywords from the list below (if you have trouble doing so, it is an indication that your work may not fit this conference).  The keywords will be used to assign papers to reviewers in a double-blind process which will yield a short list of approximately 30-35.  Completed papers based on the shortlisted paper proposals will be judged by two senior scholars and the authors of the highest ranked papers will be invited to present at the conference.

Submission Guidelines
Paper proposals should be submitted electronically at www.cprsouth.org on or before 08 February 2013 and must contain the following:

1. 500-word paper proposal, including a minimum of three and a maximum of five keywords from the list given above.  Include at least three, but preferably more, references to prior work.  The references and keywords are outside the 500-word limit.
2. Curriculum vitae (one page)

The document must be named CPRsouth8_paperproposal&Bio_YourLastName.doc. It should be in MS office word format. Please note that the paper proposal and bio must be in a single document.
 
Notification of shortlisting of paper proposals will be emailed on or before 16 March 2013, and authors will be given time to submit their completed papers – i.e., full papers have to be submitted for final review by 25 April 2013. Only full papers of acceptable quality that are received by the deadline will be considered for partial travel and accommodation support.  It is expected that the papers will be improved based on substantive comments provided in the run-up to the conference. All paper givers are required to develop a policy brief based on the final research paper.  Mentoring on writing a policy brief will be provided prior to the conference.  Policy briefs will be judged in a policy-brief competition.
 
Paper presenters who make the cut will be notified by 03 June 2013 with contact information for the assigned chair and discussant and instructions on travel arrangements.
 
Review Criteria
Paper proposals will be reviewed according to the following criteria:
1. PRINCIPAL RESEARCH QUESTION: (15%): Captures the essence of the proposal in no more than 50 words
2. POLICY RELEVANCE (15%): The relevance of the proposal to identified decision-makers in the ICT space is explicated
3. COMPONENT RESEARCH QUESTIONS (15%): Breaks down the research question further and is linked to the research plan
4. RESEARCH PLAN (45%): Includes a literature search, method and data sources sections
5. LIST OF REFERENCES/SOURCES (5%):  Identifies the key documents.  APA style is used
6. TITLE (5%): Is clear and communicates no more and no less than the content given in the proposal.
 
Please note: Only the authors whose papers that are delivered by the 25 April 2013 deadline AND who meet the quality standard will be allowed to present at the conference.
 
The papers selected for presentation at the CPRsouth Conference will be uploaded onto the Social Science Research Network (SSRN) database.  Please note that the submission of the final paper implies consent to upload them onto the SSRN database. Funding
Selected paper givers who are passport holders of, and travelling from, low, lower-middle and upper middle income countries within the Asia Pacific (as classified by the World Bank http://data.worldbank.org/about/country-classifications/country-and-lending-groups#Low_income) will be provided with:

• Lowest-cost economy airfare to India (less USD 200 registration fee).
•  Twin sharing accommodation on bed and breakfast basis, 3 lunches and 1 dinner for the duration of the conference (5-7 September 2013).  Not all meals are covered.

The airfare will be reimbursed less USD 200, the registration fee for the conference.
 
The cost of transportation to and from airports in home countries, visa fees (if any), meals not provided and incidental costs have to borne by the participants.
 
Visas
Visas are required to enter India, with a few exceptions. Letters will be provided for this purpose after participant selections have been made. Participants are strongly advised to initiate visa approval procedures immediately thereafter.

• Masters/PhD students in Economics, Public policy, Communications and Journalism

The 32nd edition of the International Energy Workshop (IEW) will be held at the International Energy Agency, Paris, on June 19–21, 2013.

About International Energy Agency
The International Energy Agency (IEA) is an autonomous organisation which works to ensure reliable, affordable and clean energy for its 28 member countries and beyond. Founded in response to the 1973/4 oil crisis, the IEA's initial role was to help countries co-ordinate a collective response to major disruptions in oil supply through the release of emergency oil stocks to the markets. While this continues to be a key aspect of its work, the IEA has evolved and expanded. It is at the heart of global dialogue on energy, providing authoritative and unbiased research, statistics, analysis and recommendations.

Call for Papers - The deadline for paper submission is February 1st, 2013
Researchers and practitioners in developed and developing countries are invited to submit original papers with new and innovative results on scientific or practical experiences on the economics of energy and climate change. As is customary for the IEW, papers should be quantitative and rigorous. A (non-exclusive) list of potential conference topics is:

•    Climate change – mitigation and adaptation
•    Economics of low-carbon technologies
•    Energy access and poverty
•    Energy and economic growth in emerging economies
•    The role of renewable energy in developing and developed countries

Selected papers will be presented and discussed in thematic sessions, circulated during the meeting and also posted on the meeting website.

Full papers or long abstracts (minimum 1000 words) in .pdf version should be submitted online here before 1 February 2013.

Please note that paper selection has become increasingly competitive in recent years. Submissions that fully describe a complete analysis are often more likely to be accepted than long abstracts. In particular, when submitting a long abstract, please ensure that the study and results are sufficiently described to allow comparison with full paper submissions. Each person can present only one selected paper, although multiple submissions are allowed. Please kindly fill in one online form for each paper.

Information policies in Asia: development of indicators

The scope of information policy is broad. For the purposes of this report, information policy can be defined as the collection of policies and strategies that are designed to promote the development of a better-managed information society. These policies include, but extend beyond, those that are concerned with processes, management, promotion and use of information and communication technologies (ICTs).
Across the Asia-Pacific region there has been a steady development in the information policies that support the information sector. This sector is expected to grow if policies keep abreast of needs. In most of the countries of the region, the acquisition of technology, creation of infrastructure and improving the quality of human resources are significant engagements, but a lot has yet to be achieved. Lesser-developed countries like Bhutan, Lao PDR, Kazakhstan, Mongolia and Tajikistan, among others, appear to be putting together blueprints for the development of information sectors.
This report focuses on assessing country information policies on seven broad dimensions in the context of achieving the goals of information-based societies. These cover (a) overall national policies; (b) telecommunications infrastructure and networks; (c) the content and delivery of information; (d) the information industries in the public and private sectors; (e) legal and regulatory frameworks; and (f) the skills and competencies of human resources – providers and consumers.
The report is divided into two parts where Part I covers three sections. The first section contains the objectives and methodology of the data; the second focuses on indicators contributing to information policies across seven dimensions; and the third section concludes the report. The report provides an organizing framework that can be adapted to the needs of information policy initiatives in any given national context. The significance and results of such an analysis provide a blueprint for state interventions to promote an information-rich environment, the efficient running of government and other development projects of the country. Part II is on implementing the indicators and some examples of measurement including a questionnaire for household access to information given.

An Institutional Analysis of Transition to Market: The Case of Shifting Cultivators in Mon, Nagaland

Abstract
Shifting cultivation (or locally called Jhum) is widely practiced in Mon district of Nagaland. Health-wise, the district ranks among the best in the state. However, establishment of a rural market has been very inadequate despite various policies introduced by the state government to promote commercialization of agriculture. Policy makers often blame the lack of infrastructure as the main deterring factor. Interestingly, such 'mainstream' arguments miss the roles of social norms and historical trajectory of the communities in accepting the logic of 'market'. Drawing upon the conceptual framework of institutional and evolutionary economics for our analysis, we intend to offer an institutional view to understand the problems of establishing a market in rural areas of Nagaland based on a field survey of six villages in Mon district of Nagaland. We argue that the logic of a market is based on individualistic values and rights, while their existing system of governance–production and education focuses on collective rights and patronage, making transition to market difficult. We propose that a smooth and effective transition to market would depend very much on the way interdependent system of governance–production and education can be altered. Only relying on shortterm incentives may prove to be ineffective to ensure such a transition.

Recent Paper "Unpacking the International Technology Transfer Debate: Fifty Years and Beyond"

Gehl Sampath, Padmashree and Roffe, Pedro (2012). Unpacking the International Technology Transfer Debate: Fifty Years and Beyond; ICTSD Programme on Innovation, Technology and Intellectual Property; Issue Paper No. 36; International Centre for Trade and Sustainable Development, Geneva, Switzerland.

This paper captures the political economy of technology transfer negotiations since the 1960s to address two key questions. The first question is whether the debates cater to country level technological needs in developing countries. To find answers to this, the paper critically reviews the progress made in understanding the role of technology and innovation capacity for economic development over the past decades and whether these find a place in the negotiations and deliberations as we have them today. The second question that the paper seeks to address is more forward looking, with a view to make a constructive contribution towards resolving some of the most longstanding issues in technology transfer. How and through what ways can international discussions on technology transfer be made to reflect the lessons learnt up until now on how countries build technological capabilities and the challenges posed by the changing global environment for knowledge and technology?
The analysis places a particular emphasis on the technology transfer-intellectual property rights (IPRs) nexus which, in many ways, has been at the heart of the international discourse on technology transfer. The authors conclude by identifying the main issues that remain outstanding in this discourse and propose some thoughts for the way forward.

This Visiting Research Professorship aims at promoting research into education for sustainable peace with particular focus on educational media. The appointment is for three to six months per year and offers distinguished scholars from various disciplines (e.g. from the humanities, political and social sciences, education sciences or law) the opportunity to conduct research projects and/or finish major publications in a stimulating research environment without teaching or administrative obligations. The visiting professor is however expected to participate in a one-week international summer school for young scholars and to develop the concept for an international symposium to be held at the end of the visiting professor's stay. The organization of both activities will be carried out by the program's coordinator at the GEI.

Applicants must demonstrate outstanding professional achievement in their fields and should hold a PhD in a relevant discipline. Individuals with extensive high-level international experience in government or non-governmental organizations may also apply. Applicants should demonstrate interest in interdisciplinary studies, commitment to and respect for open dialogue on potentially polarizing issues, and a willingness to engage with a variety of academic and non-academic groups including political stakeholders.

The professorship includes a stipend of up to 6.500 Euro per month (paid as a lump sum to cover all costs for the stay at the GEI and travel within Germany), round trip airfare to Germany, as well as research and administrative assistance.

Prayas and several friends and well-wishers of Girish Sant, a pioneering policy researcher and public interest advocate in the energy sector who passed away unexpectedly in February 2012, have set up a Young Researcher Fellowship (YRF) to encourage young researchers to imbibe his values and approach of high quality analysis, commitment to social equity and emphasis on policy impacts. Applications are invited from interested candidates to avail of the fellowship, whose details are given below.

Objectives
The objectives of the fellowship are to encourage young Indian researchers to take up public interest oriented research and advocacy in the Indian energy sector, and to provide some financial and professional stability to youngsters at an early stage of their career.

Details of the Fellowship

1. One fellowship would be awarded each year.
2. The fellowship work would be mentored by a senior researcher at Prayas (Energy Group).
3. The researcher receiving the fellowship will primarily be based at Prayas (Energy Group) and would also be encouraged to develop additional affiliations and spend time at other institutes and with other mentors to develop diverse perspectives. However, at least four months of the fellowship must be spent at Prayas (Energy Group).
4. The fellowship amount would be Rs. 30,000 per month plus some provision for other expenses such as travel.
5. The fellowship would be for one year and is likely to begin around April 2013.
6. The fellowship program would be managed by the Girish Sant Memorial Committee and administered by Prayas (Energy Group).

Eligibility Criteria

1. The fellowship would be open to all Indians below the age of 30.
2. Applicants should have at least an under-graduate degree in a relevant discipline.
3. We are looking for candidates with strong analytical skills, multi-disciplinary interests and ability and willingness to learn.
4. Upon selection, applicants should be willing to work full-time on the fellowship.

Selection Process

SAGE instituted the Tejeshwar Singh Memorial Fellowships in 2009 to honour Tejeshwar Singh, Managing Director of SAGE India for 25 years and doyen of the publishing industry in South Asia. SAGE invites applications for the award of The Tejeshwar Singh Memorial Fellowships for 2013 in the following categories

• Social Sciences
• Business & Management
• Media & Communication Studies

Starting this year the fellowships will have a central theme. This year's theme is POVERTY.

Presiding Panel: T N Madan, Surendra Munshi and Romila Thapar

Duration: One year

A stipend of Rs. 50,000 a month (50,000 X 12) with an additional amount of Rs. 50,000 can be claimed for travel during the tenure of the fellowship. Total value of the Fellowship is Rs. 6,50,000.

Eligibility: Open to nationals of South Asian (SAARC) countries, including those currently resident overseas. Candidates must be below 40 years of age as on 1 April 2013.

Submission Guidelines: Applicants are invited to submit their curriculum vitae, a research proposal and a 5000 word sample of their writing. The last date for receipt of applications is 31st March 2013.

Award of Fellowship: The applications for each fellowship will be vetted by a jury of four experts including one representative of SAGE. The award of the fellowships will be announced on or before 30th June 2013.

Scope of the Fellowships

Proposal Presentation:

• The proposal must be understandable with clear aims and scope
• The proposed methodology must be sound

Substantive Merit:

• There must be conceptual and theoretical clarity
• Relevance to South Asia
• It must make a potential contribution to the concerned subject area

Publication Potential:

The proposal must be such that the required research can be completed in a year. It should have the potential to be published as a book. The final book manuscript can be completed in 12 months subsequent to the end of the Fellowship. Greetings from the Journal of Scientometric Research!

You will be glad to know that a new journal Journal of Scientometric Research (www.jscires.org) has been launched. This journal comes from SciBiolMed. Org.which has around 20 journals with 16 journals in Scopus and 1 in SCI. From the second issue onwards, it will be published with MedKnow which has merged with Kluwer Health. The objective of this journal is to provide a platform for scholarship in Scientometrics and also act as an exchange between Scientometrics and other closely connected research domains i.e. Science Technology Studies, Innovation studies etc.  To attract scholars from interdisciplinary research traditions and also keeping in view that scholars within Scientometrics are themselves from heterogeneous disciplinary traditions, we have created different categories for contributions. Along with Research Paper and Review Paper, the journal has Perspective, and Commentary, Webliography and Research-in-Progress paper for providing platform to young promising researchers or scholars announcing important work in progress.

We are bringing out two special issues of the journal. They will be inaugural issues. We are inviting peers/experts and promising researchers to publish in the Special issue. The first special issue is now online (please visit www.jscires.org/v1i1).

IMPACTS WORLD 2013 is designed to provide a platform for lively exchange and constructive discussion on the key challenges for climate impact research in the coming decades.

The visioning document(1) provides a framework for the conference by outlining the key challenges on the road to a strong and clear agenda for climate impacts research in the next decade. If you are interested in attending the conference, we therefore kindly ask you to submit an abstract addressing one of these five key challenges, and to express your interest in joining the associated discussion at the conference.

Abstracts should be submitted by 15 December 2012 using the online registration form below. Received abstracts will be reviewed anonymously according to scientific rigor and relevance to the conference goals. Notification of acceptance will be sent by 15 February 2013.

Please note: The registration process requires submitting an abstract which addresses one of the key challenges outlined in the visioning document1. Registration must be completed on the conference website after you received the notification of acceptance from the organisers.

Upon acceptance of your abstract, you will be invited to prepare a short paper(2). Papers will be subject to a peer‐review process. Never has the Triple Helix mission been more timely. Globally the economy faces significant challenges – unemployment, low or no growth, spiralling healthcare needs, rapidly emerging digital business models, on stainable changes to the environment. The need for universities and businesses to take action alongside governments is critical. The 2013 Triple Helix Conference will integrate highly topical contributions from world class academics and researchers with business and policy forums to address the key question:
'How can the Triple Helix approach build 'the enterprising state' in which universities, businesses and governments co- innovate to solve global economic challenges?'
The 11th Triple Helix conference is organised by the Big Innovation Centre, Birkbeck, University of London and UCL Advances, UCL University of London. It will be held in historic Bloomsbury at Birkbeck, UCL and Senate House, University of London.

3. Instructions for Authors
Abstracts: These have a minimum of 1,000 – maximum of 1,500 words, excluding references. They should include 1) Name of author and institution; 2) Theme; 3) Title; 4) 1-5 keywords; 5) Brief presentation of the state-of-the-art, methodology, findings and interpretation, conclusions, implications for business management or policy. Abstracts submitted to Strand A (Academic) will be double-blind refereed. Abstracts submitted to Strand P (Policy/practitioner) will be open reviewed.
Full papers: maximum 8,000 words, excluding references, including: 1) Theme; 2) Title; 3) Author information (institutional affiliation, contact details, 150 words bio); 4) up to 5 keywords; 5) 0-4 JEL Classifications, 6) Introduction, state-of-the-art, methodology, findings and interpretation, conclusions, policy implications and directions for further research. Full papers can be submitted with the abstract. Any papers submitted at this stage will not be read as part of the review process, and if submitted to Strand A should be anonymised.
Document format: PDF file, Arial 10 or Times New Roman 12 font, double spaced.
The submitted final papers for Strand A will be considered for special issues of journals, in which case the final paper will be subject to further editorial processes.
 
4. Evaluation
Evaluation criteria for abstracts include: (i) Relevance to the conference themes; (ii) Methodology; (iii) Originality; (iv) Clarity of the argument; (v) Paper structure and coherence; (vi) Policy relevance. Final non-anonymised full papers can be submitted at any stage after notification of acceptance of abstracts.

IIST is celebrating its second Research Scholars Day, a two day event scheduled on 17th & 18th December 2012.

The event is conducted to provide a platform for research-scholars to showcase their ongoing research-work in the form of presentations and discussions. Apart from IIST, participation of research scholars from renowned research institutes across the country is expected. This programme will provide an opportunity for the research scholars to exhibit their innovative research ideas, get feedback from eminent faculty members, and to collaborate with experts.

Mapping Triple Helix Innovation for Developing and Transitional Economies: Webometrics, Scientometrics, and Informetrics

Since Etzkowitz and Leydesdorff (1995) introduced the Triple Helix (TH) model of university–industry–government (UIG) relations to explain structural developments in knowledge-based economies, many scholars, entrepreneurs, and administrators have attempted to extend the TH model. According to the recent special issue of Scientometrics (edited by Khan and Park in 2012), the cumulative employment of the TH model in the study of knowledge-based economies and the application of new webometric, scientometric, and informetric research methods have provided many opportunities for stimulating intellectual discussions on the direction of the TH model and its methods. The growing importance of the TH model has led to the emergence of a rich body of theoretical and empirical research discussing new methods for knowledge creation. In particular, the emergence of research on the TH model in Asian contexts has been noteworthy (Meyer, 2012). The beauty of TH research lies in its diversity and innovativeness, reflecting the dynamic characteristics of the approach.

The TH model and its indicators have been evolving and thus have invited scholars to suggest new ways to operationalize UIG relations in various contexts. In this regard, the social network analysis (SNA) method has been effective in mapping and measuring relationships within/between academic (U), market (I), and political/regulatory (G) systems. Under the SNA framework, one may raise the question of what roles the three institutional actors (UIG) play in TH innovation and how they are related to one another. Further, the emergence of data-driven research methods has enabled researchers to examine the roles of actors beyond UIG through TH relations. That is, analyses can be more specific than generalized TH analyses. Therefore, one can discover the emergence of Quadruple Helix or n-tuple helix relations, which can be extended from "mode 2" to "mode 3" knowledge production systems through the use of public, social, or local-global components for the fourth (or higher) dimension. All these important questions have not been systematically raised and made to attempt to address beyond North America and Western Europe.
This may lead to a global gap in the literature on science divide. This special issue attempts to fill this gap and contributes to the growing body of TH knowledge by considering developing and transitional economies.

Objective of the course
The Institute for Studies in Industrial Development (ISID) is organizing a two-week Training Programme on Research Methodology & Project Formulation during 7th January — 19th January 2013. The objective of the course is to expose the participating young Ph.D scholars and lecturers to the recent developments in the Indian economy and to familiarise them with techniques and methods used in contemporary research on the subject.  The course is a multi-disciplinary one that seeks to: i) introduce the participants to conceptual issues relating to their research interests/topics and emerging areas for research; ii) improve their skills and ability to undertake research on those issues with appropriate data and statistical tools; and iii) develop research methodologies using advanced estimation techniques.

Target Group and Selection Process
Young researchers/teachers in academic institutions, colleges and university departments – who are primarily from social science disciplines and who are interested in pursuing research form the target group of this programme. A batch consisting of 25 participants will be selected based on merit of the scholar. A nominal fee would be charged from the selected participants: @ INR800/- for lecturer or equivalent; @ INR400/- for scholars getting fellowship, @ INR200/- for those without any fellowship or financial support and no fees for SC/ST scholars. The selected scholars will be reimbursed railway fare equivalent to 2nd sleeper class travel (to and fro) from the place of study/work. For outstation participants there is a provision for boarding and lodging in Delhi for the duration of the programme.

Objective of the course
The Institute for Studies in Industrial Development (ISID) is organizing a six-day Workshop on the Audio-Visual Media as a Tool in Research during 4th to 9th February 2013. Print media is a format with which most researchers and scholars use extensively to bring out their findings and to raise issues. In recent years, Audio-Visual Media (AVM), and the technology needed for its production, is becoming increasingly accessible, both in terms of ease of use, as well as cost. Digital media is being used by government departments, corporate houses, NGO's and other organizations. However, social scientists and researchers in academic institutions have yet not fully realized the potential of integrating audio-visuals in their work. The course is sponsored by the Indian Council of Social Science Research (ICSSR), New Delhi.

The focus of the workshop is to familiarise the participants with AVM tools and motivate researchers and academics to use this medium as a tool, to not only enhance the content but also reach a wider audience and have greater impact of their research. Broad elements of the programme are:
i) understanding AVM -- mass media in India, corporate communication, development communication;
ii) AVM as a tool in research -- providing visual insight, supplementing other data, confirming or refuting findings, collecting video based data-subjectivity, authenticity and ethical issues;
iii) presentation and dissemination -- effective communication of research findings, presentation skills and the new technology, integrating audio-visual data into powerpoint presentations, the internet;
iv) AVM production techniques -- understanding the technology, basic camera equipment, editing software, streaming video; and
v) hands-on production of AV output.

Target Group and Selection Process
Young researchers/teachers in academic institutions, colleges and university departments who are primarily from the social sciences discipline and whose work requires field surveys are eligible to apply. The batch will consists of 20 participants and selection will be India basis based on relevance of research topic. A nominal fee would be charged from the participants @INR800/- for lecturer or equivalent; @INR400/- for scholars getting fellowship and @INR200/- for those without any fellowship or financial support. The selected scholars will be paid to and fro 2nd class railway fare from the place of study/work. Papers covering any other important issues relating to environment and natural resource will be selected after examining the academic merit.

Call for Paper

The conference will have both invited and contributed papers. Full length papers with an abstract within 150 words on the above mentioned themes are invited from academics, researchers, working in the field of environmental economics and natural resource management.

Paper Submission

The paper contributors have to send the complete paper with an abstract (max 100 words) to the Organizing Secretary on or before December 10, 2012 preferably by e-mail (aaecouu@gmail.com). The paper should describe the motivation / rationale, related literature, objectives, data and methodology, results and conclusions and the length should not exceed 7000 words including tables and reference. The authors may kindly send the papers in word or pdf format and follow Harvard style of referencing.

Is 'malnutrition' about food?: Height and stunting in India and early life disease

Why are Indian children so short, compared with children in other countries?  Childhood stunting is often called "malnutrition," but is it really all about food?  Could other factors, especially early life disease, be an important part of explaining stunting among Indian children?  What is the role of sanitation?  Above all, should stunting be a policy priority, and if so what should be done about it?
In partnership with the World Bank Water and Sanitation Programme, SHARE at the London School of Hygiene and Tropical Medicine, and NCAER, rice is hosting a conference in Delhi in the summer of 2013, organized around these questions.  Papers from the conference will be published together as an edited volume.
Although we already have many invited papers and presentations lined up from experts from India and around the world, we're waiting to hear from you, too.  We have reserved some places in our conference and publication for the best submissions from an open call for papers.  We're especially interested in papers from early-career researchers and from scholars based in India.
If you want your paper to be considered for the conference and publication, please email it to rice.institute@gmail.com by March 31st, 2013 with the subject Conference Submission.  Earlier submissions are welcome and encouraged.  We would be happy to respond with an indication of preliminary interest in abstracts received by December 31st, 2012, although an indication of interest is not a promise to accept a paper.

National Seminar on Transformation in Villages: Implications and Outcomes

The shift in development strategy from the early 1990s has impacted on different sectors in varying degrees.  It is widely reported that rural India has witnessed changes in every walk of economic life and the neoliberal package has left a deep mark on socio-economic profile of villages. Farmers of different categories and other small producers in the village also have experienced transformation on an unprecedented scale in the post-independent era.  Important changes in the commodity production sector are manifested in cropping pattern, cattle rearing, land, labour and credit (informal) markets.  While such changes are considered to be an expected outcome of the policy shift, some of the policy induced transformations in villages (environment, water, and common property resources) remain not so explicit or partly hidden.  The perceptible changes and transformations in villages have not been uniform across social and economic groupings within villages.  To put it differently, there has been a class and caste bias in the delivery of positives and negatives of the shift in the policy paradigm.

Although macro and micro level studies, to a certain extent, do inform broadly the changes in rural India, findings so far have been inadequate to bring into focus inter-intra village differences.  Case studies supply information on prominent sample, but does not sufficiently reveal manifold dimensions of the impact on diverse social and economic groupings. It assumes importance how the conclusions drawn out of macro and micro level studies differ within villages, how the economic, political and social life in villages have changed over the last two decades of economic reforms and its induced changes on  production, distribution, consumption and exchange relations in the village. However, the emphasis on villages does not overlook the fact that village is a part of the multi-scaled structure and integral part of local, regional, national and international socio-economic order. In other words, village is not a self contained production unit and, therefore, problems at the village level can scarcely be resolved at the village level.

The primary objective of the two-day seminar is to capture the transformations (through field observations) in political, economic and social life of villages during the last two decades. Also, highlight possible outcomes and implications of the observed transformations in the villages.

Village studies (field visit based) research papers are invited on the following themes:

Objective of the course
The Institute for Studies in Industrial Development (ISID), New Delhi is organizing a two-week Training Programme on Research Methodology & Project Formulation during 7th January — 19th January 2013. Target Group and Selection Process

A batch consisting of 25 participants will be selected based on merit of the scholar. A nominal fee would be charged from the selected participants: @ Rs. 800/- for lecturer or equivalent; @ 400/- for scholars getting fellowship, @ 200/- for those without any fellowship or financial support and no fees for SC/ST scholars. The Institute for Money, Technology and Financial Inclusion at the University of California, Irvine is soliciting proposals for original scholarly research on mobile money services and platforms, the harnessing of new and existing social and technological infrastructures to promote savings and other forms of value storage and the facilitation of payments at scale for poor people in the developing world. How is mobile money, as a hardware and software architecture, serving as a foundation for new services and functions? Or, how does it have the potential to do so?

For this call, IMTFI is most keenly interested in the following broad topics:

• cash and cashlessness
• mobile money as a distribution channel for other services, and other product distribution channels as a gateway or opportunity space for mobile money
• mobile technologies for payments (at the point of sale and/or remotely)
• data, privacy and the new information ecosystem being developed around mobile money

A two-day workshop for PhD students examining the transformations of place-making and cultural citizenship in the era of Asian influence

 

In March 2013, Hong Kong Baptist University, the University of Amsterdam, the International Institute for Asian Studies and the Institute for Culture and Society of the University of Western Sydney will hold a two-day workshop examining the transformations of place-making and cultural citizenship in the era of Asian influence.  During the first day, leading scholars in the field of cultural studies from different localities in Asia, including Hong Kong, Japan, Indonesia and South Korea, will explore the notion of place and citizenship in the context of the geopolitical shifts that are taking place today. In the second day of the workshop, PhD students are invited to present and discuss their work with these scholars. This call for papers is for PhD students to submit their abstract. The best proposals will be selected; students from outside of Hong Kong will be fully funded for their travel and accommodation expenses. There will be no workshop fee.

The Workshop

How to feel at home in a world that seems so much in flux? Where is our home now that a financial crisis is haunting the world? Confronted with the limits of neoliberalism, can we imagine a different home, a different sense of belonging? And given the shifting geopolitical ordering of the world, what role can and does Asia play in such re-imaginations of home? And what does "home" mean when it is constantly under the threat of demolition, as is the case in today's China? What constitutes a home when you are forced to migrate in search for a better life? These are the questions this workshop engages with.

 

The "rise of Asia" in the changing global context of the 21st century engendered real and imagined shifts in geopolitical power relations. While scholars have attended to the consequences of such shifts in economic and political terms, less attention has been given to the role of social and cultural processes in the "making of Asia" or to the ways in which such world-making constructions affect our sense of place and belonging: How does Asianization affect conceptions and practices of place, belonging and citizenship? A question that may well be formulated in a more banal way:  How does Asianization affect our sense of home?

 

Questions of place, belonging and citizenship have been high on the intellectual agenda since the early 1990s, yet most of these studies take "the West" as their focus point. The Asian turn may urge us to rethink these notions. With the emergence of what may be termed a Global Modernity, or better: Global Modernities, "Asia" and its citizens are reconfigured in new ways. Although citizenship has always been defined as a legal and political relationship between the subject and the state, recent studies propose a broader concept of citizenship. The dynamics underpinning the way in which globalization affects place-making can be seen as articulating new definitions of "cultural citizenship." What does it mean to be Asian today, how does one feel at home, in for example, Hong Kong? What does belonging mean in a place like Jakarta? And how can culture – be it art or popular culture – help to foster alternative imaginations of place, home and belonging, beyond the confines of the authoritative discourses of nationalism, capitalism and religion?  

 

We aim to address these questions through the notion of "home." What makes us feel at home in a specific locality? How is the sense of home connected to the production of place? And how are such constructions of home implicated in the already mentioned authoritative discourses of nationalism, capitalism and religion / philosophy (for example Islam or Confucianism) – the three interlocking discourses that seem to constitute the current rise of Asia? Can one construct a sense of home that moves beyond these discourses, or that challenges them? Or may a move towards homelessness, one that gestures towards a sense of cosmopolitanism, be a possible tactic to resist Asianization?

Concept Note
Development has generally been identified with economic growth and the consequent growth in per capita income. The social, human and environmental aspects of economic development remained on the margins of the development discourse for a long time. It was only after the 1990's,that there was a perceptible shift in the focus of development planning from mere economic growth to development as the process of enhancing people's capabilities for improving their quality of life.

It is in the context of this development paradox that this two day conference seeks to engage in an interdisciplinary exploration of the development discourse in contemporary times.  

Objectives

• To explore the colonial legacy of the post independence international development aid industry
• To engage with and explore ways in which an upward development strategy can be maintained without compromising on principles of equity, inclusion and sustainability
• To debate and deliberate upon issues of governance in development

The abstract should not exceed 500 words. The full length papers of accepted abstracts should be between 4000 to 5000 words and typed with double line spacing in Times New Roman 12pt. in MS-Word. GIDR is hosting a four-day Training Workshop on Ecology and Economics during November 29 to December 02, 2012 at the Gujarat Institute of Development Research (GIDR), Ahmedabad. The Workshop is jointly organised by GIDR, Indian Society for Ecological Economics (INSEE) and the South Asian Network for Development and Environmental Economics (SANDEE).

The Workshop will focus on three themes in the broad domains of Ecology and Environmental Economics, viz., Ecosystems Management, Economics of Climate Change, and Policies and Instruments for Green Growth. The central aims of the Workshop are:

• To give orientation to the young scholars/PhD Students on the foundations of ecological economics and domains of interdisciplinary research.
• To provide practical guidance to the scholars for pursuing the specific research issues identified by them.

Who should apply: Young scholars and teachers engaged in research, having MPhil/ PhD degree (or registered for PhD) in the relevant disciplines of Ecology, Environment and Economics and below the age of 35 years (relaxable under special circumstances) may apply.

Application requirements: Applicants should send a short CV along with a write-up (not exceeding 1000 words) and a statement of purpose (with respect to participation in the Workshop) and evidence of prior/ on-going work in the field of Environmental and Ecological Economics. PhD students will also have to send a brief outline of their proposal (not exceeding 2000 words) including the research questions and methodology, along with a statement about the current status of their PhD.  
There is no Workshop fee. Out-station participants will be provided with partial travel support up to Rs. 1000 (or the actual cost of train fare for III tier AC to cover the shortest route). Boarding and lodging will be provided to the participants. Short-listed candidates will be required to submit a confirmation fee of Rs. 1000 by draft to GIDR, otherwise the seats will be offered to the waitlisted candidates. This fee will not be refunded in case of non-participation. It will, however, be re-funded on course completion.
