Call for Research Papers 2023

It is well established that economic freedom and economic performance have a very high positive correlation. Countries having a high level of economic freedom generally outperform the countries with not-so-high levels of economic freedom. It has, therefore, been the endeavour of countries to have better business regulations that make it easier for firms to do business in the economy. It was in this vein that the landmark Insolvency and Bankruptcy Code, 2016 (Code / IBC) was enacted on 28th May, 2016. Starting from the implementation of the Code, setting up of new organisation and complete infrastructure to handle insolvency activities, the Indian regulatory environment for insolvency and bankruptcy of corporates, has witnessed a remarkable transition from an archaic resolution and liquidation process to a modern one attempting and facilitating faster resolution of distressed companies and assets. It is a well known fact that evidentiary or research-based foundations for policy making, devoid of discretion, fosters transparency and helps in bringing complete harmony between policy initiatives and market expectations. To bridge the gap between theory and practice, it is important to analyze the practical cases and examine the need to make changes in theory. In an evolving area of insolvency and bankruptcy, there is a need to analyse literature and market information to assist future policy making. Research plays a great part in this. Study of the practices in jurisdictions across the world would further help to understand the situation and to build best practices under the law. Academic knowledge, empirical evidence from rigorous analysis and expertise can help inform, design, improve and test policy and ultimately make government policy better. Rigorous research can bring evidence to support policy makers in addressing challenges. Thus, this conference is a forum for academic researchers, professionals, stakeholders and policy makers to discuss the impending issues on making IBC more effective institutional mechanism. This conference is inviting research papers in the area of corporate finance, distress, resolution mechanism, valuation issues and protection of multiple stakeholders.

Topics for the conference:

This conference will bring together an exciting programme with the right mix of expert guest speakers/ knowledge leaders and academics from the field(s) of corporate distress, restructuring and insolvency. The international conference will bestow us with an opportunity to understand the importance and impact of IBC in its totality through multi-disciplinary research papers. In addition, the proposed theme lecture(s) by eminent resource person(s) will set the tone of the conference and the panel discussions will enlighten us with latest insight, knowledge and thought leadership, focusing not only on financial and legal aspects but also on artificial intelligence (AI), ethics, the future of the IBC and more. Interdisciplinary research that aims to understand the financial, legal, economic, behavioural and management aspects of the IBC are encouraged. A field wise classification of potential research topics under the Indian insolvency and bankruptcy space i.e., in relation to the IBC is listed below. Several studies may be inter-disciplinary in nature and therefore cannot be isolated to fall under a single field of study and researchers are encouraged to explore the interdisciplinary nature as well. The suggested groupings of proposed studies are as under:

  • Economic / Financial, Legal,  Behavioural,  Management,  Miscellaneous

Research scholarship: A limited number of funding is available for PhD (Doctoral) scholars who are currently working on insolvency and bankruptcy topics associated with universities and institutes. Those who wish to avail the funding are requested to write to research@ibbi.gov.in. The research scholarship is worth ₹ 10,000 consolidated per research paper. PhD students researching in the insolvency and bankruptcy space will have to submit the following documents: PhD enrolment letter on college / university letterhead duly signed by the PhD student and the supervisor; The enrolment letter should state your full name and details of the PhD course being pursued; It should be duly stamped with the university seal; A no objection letter on university letterhead duly signed by head of department with university seal. The sum shall be awarded on completion of conference; and meeting all submission as per timelines.

  • Proposal submission: 15th September 2022
  • Acceptance notification: 7th October 2022
  • Submission of full papers: 16th December 2022
  • Final Paper acceptance notification: 16th January 2023

Welcome to the August 2022 IFLA Newsletter!

I'm very happy to have the opportunity to provide this editorial, my first as IFLA President-elect 2022-23.

I mentioned at the opening session of our fantastic World Library and Information Congress, I'm really looking forward to working with all of you to help IFLA continue to make the difference for libraries and librarians around the world.

As a past Professional Council chair, I know how essential our volunteers are to IFLA's success. I will be doing all I can to ensure that our Federation goes on providing the structure and support necessary for them to make their ideas a reality.

Our Congress is always a great showcase for the work of our many units and committees, and this was evident from the sessions which were livestreamed from Dublin. I, like many others, appreciated the work of the IFLA team to make the Congress accessible to all.

Five years of the Library Map of the World

This week, we celebrate the 5th anniversary of the IFLA Library Map of the World (LMW)! If you haven't done so already, take a deep dive into library data for 135 countries and territories, 28 full country profiles, and 56 stories.

The LMW website went live on 21 August 2017 with library data from 75 countries and a small number of stories illustrating how libraries contribute to the United Nations Sustainable Development Goals.

We would like to thank our 190 established contributors in 170 countries and territories – every national library association, national library, and other organisations.

Your work, dedication and ongoing commitment is making the LMW heart beat strong!

IFLA Guidelines for Professional LIS Education Programmes Released

The IFLA Professional Council endorsed the IFLA Guidelines for Professional Library and Information Science (LIS) Education Programmes on 1 April 2022. Released just prior to WLIC 2022, the new Guidelines serve as a framework for developing LIS education programmes. The Guidelines were authored by the LIS Education Framework Development Sub-Group of the BSLISE, under the leadership of Professors Clara M. Chu and Jaya Raju.

Help shape the future of internet governance: share your views on an IFLA submission on the Global Digital Compact

The United Nations is calling for inputs to its Global Digital Compact, a major new initiative which will shape its work on internet governance in the years to come. In order to prepare a response from the global library field, IFLA has launched a survey in order to bring together the insights, ideas and priorities.

Assessing the value of cultural heritage and special collections: contribute your ideas!

IFLA's Rare Books and Special Collections Section is investigating what standards, norms, practices, laws, Return on Investment (ROI) studies, and research exist around the world to measure the different values of Special Collections, and identify the gaps where such information does not exist.

This will provide the basis for a report that can be a guide to cultural heritage institutions to formulate the questions to ask if they want to measure the value of their Special Collections as a tool for advocacy. Your input is needed!

Now available: Guidelines for Parliamentary Libraries, 3rd edition

The Guidelines for Parliamentary Libraries, 3rd Edition, is a joint publication between the IFLA Library and Research Services for Parliaments Section (PARL) and the Inter-Parliamentary Union (IPU).

A working group comprised by members of the Section on Library and Research Services for Parliaments, led by Sonia Bebbington from the Library of Parliament, Canada, and Edward Wood from the House of Commons Library, United Kingdom, compiled the guidelines based on their experience and in consultation with other members of the Section.

IFLA's School Libraries Section is seeking members!

IFLA's School Libraries Section is seeking co-opted members from regions underrepresented in their Section including Latin America and the Caribbean, Sub-Saharan Africa, North Africa and Middle East, and Central Asia-Oceania.

If you are interested in joining, prospective members should submit an expression of interest via the self-nomination form.

As a co-opted member, your term would be until the next formal election cycle in 2023, at which point you can nominate to be elected as a full member of the Section.

About: 
Dr. Thirumalachari Ramasami, Former Secretary, Department of Science of Technology, Government of India is a technologist-turned-scientist and a scientist-turned-civil servant. He holds a Master's degree in Leather Technology from the University of Madras and a Doctoral degree in Chemistry from the University of Leeds, UK. He is a renowned global researcher and leader in leather research and Technology, known for his contributions to strengthening Academy-Research and Industry partnerships in India. During his tenure, he initiated policies, programmes, and schemes with the potential for long-term impact on the Indian Science & Technology ecosystem. He is involved in connecting causes of science with resources and public policy support. He presently holds the Nayudamma Abdul Wahid Chair Professorship at the Department of Leather Technology, Anna University. He was one of the longest-serving Secretaries to the Government of India and was awarded the Shanti Swarup Bhatnagar Prize for Chemical sciences in 1993, Padma Shri in 2001, and Padma Bhushan in 2014. He is an elected Fellow of the Indian National Science Academy, Indian Academy of Sciences, National Academy of Sciences of India, Indian National Academy of Engineers, and The World Academy of Sciences.
