Visiting Scholars Program 2018
Overview: The Visiting Scholar Programme (VScP) has been instituted at the Indira Gandhi Institute of Development Research (IGIDR) as one of its outreach activities with the objective of supporting research being conducted by Ph.D. Scholars and junior faculty members of colleges and universities in India. The scholarship will enable up to five selected scholars to spend three months at a stretch at IGIDR anytime during 1st May 2018 – 31st March, 2019 to work on a proposal that can be satisfactorily completed during their stay.
Eligibility: At the time of application, applicants should possess a Masters degree in any field and be registered for Ph.D. on a topic broadly involving any area of economics including energy and environmental policy. Applicants are required to submit their curriculum vitae (CV), a research proposal and two letters of recommendation. One of the letters of recommendation should be from the concerned Ph.D. supervisor in the case of a Ph.D. student, and the principal of the College/University in the case of a junior faculty member. Recommendation letters should clearly give the contact details of the Referee. Candidates should clearly mention in the application the preferred three-month period of stay at IGIDR.
Research Proposal: The proposal should involve economic issues including those related to energy and environment. It should be strictly within 1,500 words, and its scope should be such that the project can be completed in three months. Proposals in both theoretical and empirical issues will be considered. The research proposal should be accompanied by a signed certification by the applicant as well as by the concerned thesis supervisor/Principal, stating that the research proposal is original work of the applicant, and has not been submitted to any journal for publication.
Selection will be based on a joint evaluation of the CV, letters of recommendation and the quality of the research proposal submitted at the time of application.
Emoluments: Selected scholars will be paid a stipend of Rs.17,000/- per month, to and fro three-tier AC train fare, and provided free accommodation on campus for their duration of stay.
Requirements: Selected scholars will be required to submit a progress report of the research project at the end of six weeks and a complete research report along with a seminar presentation of the research findings at the end of three-month stay. Failure to submit a progress report on time may lead to the termination of the scholarship programme. Once the research project is completed and published, the scholar should acknowledge IGIDR in an appropriate way.
Application Deadline & Notifications: Applications can be sent electronically or by post to reach IGIDR by 31st August, 2018 (Block II). Letters of recommendation should be sent by the concerned persons directly to IGIDR via email/post by the respective last date for application. The subject head for email and top of the envelope for post should indicate APPLICATION FOR VISITING SCHOLARS PROGRAM 2018. Selected applicants will be notified via email/post by 15th September 2018 (Block II). Those selected will have to accept the offer latest by 30th September, 2018 (Block II)

We are pleased to announce that the Asia-Pacific Regional Seminar on MOOCs for Higher Education: Seizing digital opportunities to achieve SDG4, will be held from 11-13 June 2018, in Shenzhen, People's Republic of China. The regional seminar is being co-organized by the UNESCO Asia-Pacific Regional Bureau for Education (UNESCO Bangkok), the National Commission of the People's Republic of China for UNESCO, the Southern University of Science and Technology (SUSTech) and the International Centre for Higher Education Innovation under the auspices of UNESCO (ICHEI).
The main objectives of the seminar are:
- Highlight state-of-the-art technologies from the public and private sectors to enhance the quality of teaching and learning in higher education;
- Identify strategies to strengthen institutional governance and partnerships for technology-enriched learning to reach the most vulnerable in Asia-Pacific;
- Convene experts from national platforms to exchange experiences and assess readiness for a regional network on MOOCs in Asia-Pacific;
- Develop a research framework for a new flagship publication to analyze gaps and opportunities for MOOC policies and practices to achieve SDG4.

Asian Biotechnology and Development Review (ABDR) is published by RIS (Research and Information System for Developing Countries), New Delhi with three issues per year. RIS is a policy research think tank based in New Delhi, India (www.ris.org.in). ABDR is an international, peer reviewed journal, published with support from UNESCO. Since its launch in 1997, 18 volumes have been published and 19th Volume is the current volume. ABDR is published with support from UNESCO and is indexed or covered by CAB International, Scopus Elsevier Database and EBSCO host™ database. ABDR has an international editorial advisory board. ABDR publishes articles, book reviews and review articles, on socio-economic impacts/implications of biotechnology, broadly speaking ,and including (but not restricted to) economic impacts, regulation, ethical and legal issues, conservation, and, access and benefit sharing of genetic resources , policy, governance, socio-economic aspects and innovation related issues. We are open to consider contributions on emerging technologies such as nanobiotechnology, new plant breeding technologies, synthetic biology, genome editing and gene drives and also on technological convergence..
ABDR does not generally consider articles that are purely scientific and technical nature for publication unless they are invited/commissioned articles. Prospective contributors can have a look at the contents of the issues to get an idea about the scope and coverage of articles and book reviews published in ABDR.
ABDR invites articles, book reviews and review articles for consideration for publication. The articles are subjected to double bind peer review besides being assessed by the editorial group in RIS. Articles are accepted and considered on a rolling basis and all contributions are acknowledged as and when they are received. Articles can be in the range of 5000-11000 words while articles with more 11,000 words can be considered in exceptional cases. Shorter articles ranging from 2000 to 5000 words are also considered for publication. Book reviews in the range of 1000-2000 words and review articles of two or more books in a related theme/topic are also considered for publication. The Guidelines for Contributors is given below.
We strive to get the articles reviewed and revised after the review and get published as early as possible. Publishers/author(s) who want to get the books reviewed by ABDR are requested to send the details regarding the book(s) by email. ABDR does not charge fees or does not accept any other monetary consideration for publication. It does not accept commercial advertisements nor publishes promotional material. Authors of published articles and book reviews are encouraged to share, disseminate and archive their work(s).

Guidelines for Contributors:
1. ABDR is a refereed multi-disciplinary international journal. Manuscripts can be sent, as email attachment, in MS-Word to the Managing Editor, Asian Biotechnology and Development Review, Research and Information System for Developing Countries (RIS), Core 4B 4th Floor, India Habitat Centre, Lodhi Road, New Delhi 110003, India (Email: ravisrinivas@ris.org.in; Tel. +91-11-24682177-80; Fax: +91-11-24682173/74).
2. Manuscripts should be prepared using double spacing. The text of manuscripts should not ordinarily exceed 11,000 words.. Manuscripts should contain a 200 word abstract, and key words up to six.
3. Use 's' in '-ise' '-isation' words; e.g., 'civilise', 'organisation'. Use British spellings rather than American spellings. Thus, 'labour' not 'labor'.
(2 per cent, 3 km, 36 years old, etc.). In general descriptions, numbers below 10 should be spelt out in words. Use thousands, millions, billions, not lakhs and crores. Use fuller forms for numbers and dates— for example 1980-88, pp. 200-202 and pp. 178-84. for example 'the eighties', 'the twentieth century', etc.
References:
References should be appended at the end of the paper. References must in double space, and should be same author(s) is cited, then arrange them chronologically by year of publication.
All references should be embedded in the text in the anthropological style–for example '(Hirschman 1961)' or '(Lakshman 1989:125)' (Note: Page numbers in the text are necessary only if the cited More than one reference of the same date for one author should be cited as 'Shand 1999a, 1999b'.
