 COP28: New UNESCO report warns of ethical risks of Climate Engineering

 

 

Paris, 29 November 2023 Ahead of COP28, UNESCO's first report on the ethics of climate engineering assesses the risks and opportunities of these new climate manipulation and modification technologies, and offers concrete recommendations for research and governance.

As climate disruption continues at an alarming pace and humanity falls short of CO2 emission reduction targets, climate engineering (also called geoengineering) has gained attention as a potential solution. Due to both the immense promise and significant risks of such large-scale interventions in the Earth's natural systems, UNESCO's World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) has published its first ever report on the Ethics of Climate Engineering. It proposes a comprehensive global ethical perspective on climate engineering technologies and lists specific recommendations for their possible use.

This report considers the broad range of climate engineering technologies which vary in effectiveness and cost and fall under two main categories. Carbon Dioxide Removal involves drawing carbon out of the atmosphere, for example by building industrial-scale carbon removal infrastructure or planting trees to absorb CO2 naturally. Solar Radiation Modification involves reflecting sunlight back to the space, for example by injecting aerosols into the stratosphere or painting roofs in light colors.

 

Assessing the risks

The report raises concerns that climate engineering could undermine existing climate policies and divert funding from vital emission reduction and adaptation efforts. The high cost of developing and deploying these tools could also exacerbating global inequalities between countries of different economic weight, especially in terms of the distribution of risks. Geoengineering tools could also have the potential for military or geo-political use, which calls for strengthening global efforts for their governance.

The experts also point out that, given our current knowledge gaps, these techniques cannot yet be relied on to significantly contribute to meeting climate targets. Due to a lack of perspective and experience, we cannot anticipate the consequences of these interventions on the climate. For example, they could initiate chain reactions with considerable risks to human, oceans, global temperatures, and biodiversity. Creating a dependency on climate engineering technologies also raises the question of when and how to phase them out, as well as the impact of doing so. Therefore, the primary goal of any research program on climate engineering should be to better identify and reduce the uncertainties around climate change actions.

 

UNESCO's recommendations

The report makes several recommendations for researching and governing climate engineering including:

  • States have a legal obligation to prevent harm, and therefore must introduce legislation that regulates these new forms of climate action.
  • Scientific research on climate engineering must be based on clearly ethical standards consistent with international law.
  • Countries must consider the transboundary impact of their climate engineering decisions.
  • The governance challenge of implementing such techniques worldwide requires open and responsible collaboration between all countries, as well as constant monitoring.
  • Marginalised communities on the frontline of climate disruption and those most likely to be impacted must be fully considered and involved in climate engineering policies.

 

UNESCO will share this report and its conclusions with its 194 Member States so that this major issue is taken into account in the intergovernmental discussions which will be held during COP28.

"In the face of the environmental emergency, we should consider all options at hand, including climate engineering. However, their deployment should not come at the expense of the commitments made under the Paris Agreement, and not without a clearly established ethical framework. UNESCO will work with its Member States to build such a framework", said Gabriela RAMOS, UNESCO Assistant-Director General for Social and Human Sciences.

« Climate engineering may be risky, both in its interactions with the climate, and in its potential for exacerbating existing risks and introducing new ones. Before pursuing these new technologies, we must fully understand their effects and ethical implications. Any debate on climate engineering must be both an ethical and a political one, reflecting the conflicting interests between different regions and communities", said Emma Ruttkamp-Bloem, Chair of UNESCO's World Commission on the Ethics of Scientific Knowledge and Technology.

People's Festival of Innovation (PFI) 2023 | 28 November to 2 December, IIC New Delhi

PEOPLE'S FESTIVAL OF INNOVATIONS (PFI 2023)
A convergence of Deep-Science & Grassroots Innovations is being held at India International Centre (IIC), New Delhi from 28th November to 2nd December 2023

Innovation has been the backbone of the Indian growth story in the last decade. But beyond its role as an economic accelerator, innovation connects with society, changes lives and solves challenges. Its objective is for and with people. The People's Festival of Innovations, a celebration of India's innovation spirit is being organized from Nov 28th to 2nd Dec 2023 at India International Centre New Delhi. It is conceptualized, curated and mentored by doyens of the country's innovation landscape and organized as an annual initiative by C-CAMP (Centre for Cellular and Molecular Platforms) and GIAN (Grassroots Innovations Augmentation Network) bringing to the Public a convergence of Deep Tech and Grassroot Innovators. After a fantastic kick-off in 2022, this much-awaited festival now announces its second edition, PFI 2023, themed as Scaling Innovations: From Idea to Impact. PFI 2023 is envisaged as an exciting science innovation platform for both Deep Tech and Grassroots innovations addressing needs across Healthcare, Agriculture and Animal Health, farming machinery, natural resource management, environment, utilities & clean energy sectors. It will bring together innovators and various stakeholders from the national and global innovation ecosystem presenting a unique opportunity to showcase, accelerate, and amplify the scale and impact of breakthrough ideas. The Festival is conceived primarily as a platform for fostering high-impact engagements, where innovators will meet, not only experts but also the public creating wider awareness and a more inclusive & people-centric innovation culture. The Festival will also have:

It is expected to be attended by innovators, scientists, domain experts, policymakers, international organizations, government departments, industry delegations, and investors. A High-level Discussion Summit is also on the cards, involving Innovators, Industry and Academia experts, Policy makers, International organizations, ecosystem players and stakeholders including Investors and regulators who will discuss the successes as well as emerging challenges of India's Deeptech and grassroots innovations ecosystem and share their thoughts on how to build and scale enterprises. This year the Festival is extending its participation by opening up registrations for both deep tech and grassroots or frugal innovators. Call for Papers: Histories of Computing in Asia workshop 2024

Academic researchers, public historians, and industry professionals who are interested in the histories of computing in Asia will share their interdisciplinary insights at the next meeting of IFIP's Working Group 9.7. Our plan is to meet concurrently with the Human Choice and Computers 16 conference in Phuket, Thailand from 8-9 September 2024. This workshop will build on Working Group 9.7's successful workshops that highlighted the international history of computing, resulting in Springer volumes on Nordic countries, Soviet and Russian computing, and eastern Europe. Even though the workshop language is English, many of our participants do not speak English as a first language; we are committed to international exchange, so we encourage all researchers to participate regardless of language ability. We will make an effort to accommodate participants who cannot join us in person, even though the facility does not have teleconferencing capabilities. As we get closer to the conference, we will coordinate presentation modes (such as Zoom) with all accepted participants. At this time, it is not necessary to decide if you will present in-person or remotely. Please note: Working Group 9.7 will also organize a track for HCC 16 about the history of AI, separate from but concurrent with the Histories of Computing in Asia workshop. Authors may submit papers to either or both.

THEMES
The theme of the workshop is histories of computing in Asia. We welcome first-hand narratives or chronicles of experiences as well as traditional academic formats. We welcome papers with a narrow focus on computing as well as papers that place computing into larger social, political, and policy contexts. Papers that utilize archival research or quantitative methods are welcomed. The program committee will consider any paper in line with the theme, but we are particularly interested in topics such as:
A. Internationalism. Frameworks for understanding multinational cooperation and innovation:
antecedents to business models like the sharing economy, e-payments, and online shopping that led to success for Alibaba, Tencent, Line, and others
computing on the silk road, and along the modern belt and road
computing in the Asian republics of the former USSR (such as Kazakhstan)
innovations by professionals in Asia, both within their home countries (such as Korea's Cyworld) and overseas (as guest workers and immigrants)
electronic computing in the development of manufacturing: introduction, digestion, re-innovation
standards, protocols, and diplomacy that foster international cooperation, and the rivalries and blockades that hinder it
B. Science and Technology Studies. History and philosophy of technology, from east to west:
theories of globalization, especially as related to machine translation, global English(es), and language plurality
insights from feminist, masculinity, queer, and gender studies
theoretical and ideological responses to computing
case studies of equitable technological development
linguistic analysis in the history of computing, computing's contributions to linguistics
C. Pedagogy. Teaching the history of computing in or about Asia to:
engineering students
business, humanities, and social science students
high school students
employees or the general public
D. Public History and Imagination. Remembering and presenting histories of computing:
preserving and presenting the history of computing inside and outside of Asia
images of Asian computing in literature, film, and television
computing in/with/for the arts and humanities

SUBMISSION AND REVIEW PROCESS
We will accept papers for review from 1 February to 1 April 2024; please check back on this page for more information. All accepted papers are eligible for publication in the workshop proceedings, which will be published by Springer in its Advances in Information and Computing Technology series (AICT). We will also seek to publish 4-6 expanded papers in a special issue of a relevant academic journal.
Following WG 9.7's typical practice, we request the submission of draft conference papers for consideration (2,500 to 5,000 words). Please review the paper guidelines before you finish your draft paper. Three members of the program committee will review each paper anonymously, make comments to the author(s), and recommend whether the paper should be included as part of the workshop.
After acceptances are announced, author(s) have time to address the comments of the peer reviewers in a revised paper (and to prepare the document in the Springer template if they have not already). In order to generate genuine discussion during the workshop, draft papers will be circulated in advance of the workshop so that participants can read papers and prepare their comments in advance. This process will be essential given the hybrid nature of this workshop. 
After the workshop, authors will have the chance to incorporate feedback from the audience before preparing their final versions. All papers presented at the workshop will be considered for publication in the proceedings anthology of selected. Accepted papers must be revised according to the comments of the peer reviewers. The official language of the workshop and the printed proceedings is English.

ORGANIZER: The International Federation of Information Technology (IFIP), established in 1960, promotes cooperation and research among national computing associations. IFIP sponsors fourteen technical committees (TCs) dedicated to information and communication technologies and sciences. Most are technical in nature. Technical Committee 9 (TC 9), however, consists of groups dedicated to research at the intersection of information and communication technology (ICT) and society. Under the auspices of TC 9, Working Group 9.7 focuses on the history of computing and seeks to support effective teaching, academic research, and public histories. For WG 9.7, the history of computing is an inclusive term that can include pre-digital (analog) computers and computation. Climate Engineering technologies, such as drawing emitted carbon dioxide from the atmosphere or reflecting solar radiation, have recently gained visibility in the debate surrounding methods to fight climate disruption. UNESCO's Report of the World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) on the Ethics of Climate Engineering proposes a comprehensive global ethical perspective on climate engineering technologies and lists specific recommendations for their use.

Call for Participation: Symposium on Computational Gastronomy | 10th December, IIIT-Delhi

Fifth edition of the Symposium on Computational Gastronomy on Sunday, the 10th of December, 2023.

Schedule: Deliberations on the Future of Food

Running since 2017 (barring the Covid years), the Symposium has created a legacy platform that brings together chefs, data scientists, food and beverages industry professionals, policymakers, influencers, and food enthusiasts.

We have put together a power-packed show with eminent speakers (chefs, industry representatives, policy-makers, and influencers) other than a showcase of recent computational gastronomy research from our lab. 

We have MasterChefs such as the Michelin-star winner Garima Arora (Bangkok), the legendary Chef Manjit Singh Gill, and youth icons such as Chef Sanjay Thakur (Riyadh). On the other hand, we will have speakers across the spectrum, including Tata Trust Nutrition, Ayurveda, Public Health, Culinary Education (IHM Pusa), and Industry.

At a time when an "infodemic" relating to health issues is deluging society, sometimes with fatal consequences, this seminar seeks to look for answers. The seminar explores how media, particularly social media, is creating and sustaining misinformation relating to diseases such as cancer, mental health and other health issues with adverse consequences. The seminar also touches upon how health issues are covered in the media and the scope for improvement in this regard.
