UNESCO hosts governments, experts and stakeholders for major global biodiversity meeting
Paris, 29 April – The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) opened its 7th plenary session at UNESCO this morning. Topping its agenda, which will run from 29 April - 4 May, is the consideration by governments of the IPBES Global Assessment Report on Biodiversity and Ecosystem Services – the first intergovernmental report of its kind and the most comprehensive analysis of nature since the landmark Millennium Ecosystem Assessment of 2005.
Addressing more than 800 delegates – including senior government representatives, scientific experts and stakeholders from more than 130 countries, at the opening, IPBES Chair Sir Robert Watson, spoke of the urgent need to take action. "The work of IPBES provides governments, the private sector and the public the evidence that loss of biodiversity, just like human-induced climate change, is not only an environmental issue, but a development, economic, security, social, moral and equity issue, and that continued loss of biodiversity will undermine the ability of most countries to achieve most of the sustainable development goals, in particular poverty reduction, food and water security, human health, and the overall goal of leaving nobody behind."
Professor Watson also set the bar high for the delegates: "Therefore, if governments want to achieve the sustainable development goals, urgent action is needed to limit human-induced climate change and the loss of biodiversity. Addressing the loss of biodiversity can only be achieved through rapid and transformative actions everywhere in the world. […] The information contained in the global assessment will empower governments, the private sector and civil society to make better choices for informed action."
UNESCO Director-General Audrey Azoulay welcomed the delegates, speaking on behalf of all four UN organizations (UNESCO, UNEP, FAO and UNDP) attending. "We, the United-Nations' system, are determined to remain committed and to be facilitators of dialogue for the development of a global partnership for biodiversity following 2020. […] It is the urgency of the situation that brings us together today," said Ms. Azoulay. She then went on to say, "the world report that we will unveil in a few days will force us to face this dramatic degradation of biodiversity and to share this evidence with society as a whole. Our local, indigenous and scientific knowledge is proving that we have solutions."
Expected to be adopted by the #IPBES7 Plenary on Saturday, 4 May 2019, the report will then be launched at a global news conference on Monday, 6 May 2019 at 1 p.m. Paris time at UNESCO , Room IV (for other time zones click here: http://bit.ly/2GWDJ3X).

About the Report/ Foreword
Science and innovation have been long-embedded in India's civilisation and culture. Today, they are playing an important role in shaping the country's future in an increasingly globalised world. The current pace of technological change across the world is unprecedented and is opening up new ways of manufacturing and creating knowledge and innovations. This creates huge opportunities for economic growth and social benefits for India's large population. However, to achieve these benefits, India needs to develop and grow human expertise in the inter-related fields of Science, Technology, Engineering, and Mathematics – STEM.
For the vast Indian population, which is at the cusp of rapid socio-economic transition, it is paramount to develop people's skills so that they can be meaningfully employed in specialised STEM sectors. STEM impacts on almost all employment types and careers and affects society at large. It is thus important that every individual in the society is able to develop the understanding of STEM and to fully engage with it. Apart from employment generation, the future advances in science and technology will also be essential to combating the greatest social and environmental challenges we face, and suitably qualified experts are required to tackle these.
In this context, the VIF had set-up a Task Force under the chairmanship of Prof. K.K. Aggarwal, Former Vice Chancellor, GGS Indraprastha University, New Delhi to examine the issues relating to STEM education in India. The report identifies the main issues involved in STEM education; provides guidance on how the industry can contribute to science education; and proposes a new framework for all types of science education from formal, to non-formal and informal approaches. It lays down the 21st-century vision on how best to equip Indian youth with the necessary skills through STEM education and foster the country's long-term economic growth and development.
The experts offer several important recommendations and among other, the need to start the integrated B.Tech programmes which will align not only spur innovation and creativity in students but also serve requirement in India's growing small-scale industrial sector. The experts rightly identify the need to bring scientific temper to translate Indian society's strength of 'Jugad Culture' into 'Culture of Innovation'. For young people aspiring careers in STEM, the report identifies the need to bring emerging technologies and markets closer to the classroom, and also to fire the imagination of young children through innovative learning. This is mainly so keeping in mind the workforce requirements for future markets and innovative industries in India.
The VIF is pleased to publish the work of experts who have compiled this report and made a substantive contribution to the STEM education thinking within India.

Call for Papers & Research Proposals
Increasing realisations over perspectives and role of innovations –including but beyond the technological – in impacting economies and societies at the macro, meso and micro levels call for a serious rethink on national, regional and sectoral innovation systems in India. While no clear-cut policies on innovations exist, especially addressing local and sub-national dynamics, absence of comprehensive statistics on innovation and related aspects remains a first major roadblock. Further, innovation potential of subsectors, regions and resources (both physical and knowledge-based) has been poorly articulated as we have limited understanding of interrelationships between diverse stakeholders of science, social-economy and democracy. A common concern is over innovative governance of access and use of resources (particularly, natural) to ensure broad-basing of sustainable production, consumption and conservation.
IndiaLICS is the India chapter of Globelics, an international network of scholars who apply the concept of Learning, Innovation and Competence building System (LICS) as a framework for promoting inclusive and sustainable development in developing countries, emerging economies and societies in transition. IndiaLICS engages in and pro-actively promotes domestic and global exchange of scholarship in innovation systems and the translation of innovation to development outcomes. It organizes seminars/conferences and undertakes capacity building activities as well as research with academics, policymakers, entrepreneurs and workers. For details, please visit: www.indialics.org
The Conference aims to be multidisciplinary in its approach by including scholars/practitioners/members from social sciences, physical/natural sciences and development/civil society organisations. Although the focus is on India lessons from other developing and developed countries shall be discussed in a comparative perspective.
Special sessions are planned for interactions of subject experts and activists with young scholars/practitioners.

Aim of the Globelics Academy: The aim is to support the training of PhD students from all over the world writing theses on issues related to innovation systems and development. The Academy brings together frontier researchers in innovation with PhD students from the South and the North in order to inspire and qualify their work as well as to help them to join high quality research networks in their field of research. The Globelics Academy aims at improving students' ability to undertake theoretically informed and policy-relevant empirical work on issues related with innovation in firms and societies, and its relationship with economic development. The Globelics Academy originates from and is connected to the worldwide research network Globelics (Globelics.org) bringing together scholars working on issues related to innovation and development.

Selection of the Participants: To qualify for participation, the PhD student should fulfill the following requirements:
- He/she is registered at a recognized degree-granting higher education institution as a Doctoral candidate
- He/she is at least about to begin his/her second year
- His/her doctoral work focuses explicitly on issues related to innovation and development
- He/she is able to present an original paper associated with his/her doctoral work.
Participants will be selected based on the Call for Applications. Selection aims at promoting diversity among participants, making sure that students from Africa, Asia and Latin America are represented, together with some students from other continents. The candidates from each geographical origin with the best CVs and the most promising extended abstracts will be selected.
Student selection will be based upon evaluation of
1) an extended abstract of four pages describing the student's thesis;2) student's CV (max two pages); and3) a recommendation letter from the supervisor or from another senior scholar.
Abstracts (four pages) should be typed double-spaced in English. The abstract should state the objectives, methodology and data, expected results and conclusions of the work, including supporting figures and main references. If approved, students should submit their full papers no later than 14 June 2019.

Abstract: Tradition is certainly not new to the domain of innovation research. However, the interplay between the two has attracted less nuanced attention than it should have. Drawing on institutional theory, the purpose of this paper is to explore the dynamics and tensions between traditions and innovations, by proposing an analytical framework. It also applies the framework using a case study approach, where the practices involved in the innovation process constitute the unit of analysis. The findings of the paper show that the interplay between the tradition and innovation is seldom a linear process; rather, there are dynamics and tensions related to both, with the enabling or restricting nature of tradition in innovative processes and the contribution of innovation to the preservation of tradition, be it in the form of knowledge or local cultural values.

Applications are invited for Ambedkar Summer School, 2019 to be organised by Indian Institute of Dalit Studies (IIDS, recognised by Indian Council of Social Science Research) in collaboration with Rosa Luxemburg Stiftung, South Asia during May 27-31, 2019 at Nainital, Uttrakhand. Ambedkar Summer School, a week-long residential programme aims to develop the capacity of youth from the marginalized social groups through reading/writing and dialogue for analysis of public policies.
Young research scholars/activists can apply for the Ambedkar Summer School. Applicants should send their detailed bio-data (with full contact details) along with a note about 500 words on the theme Public Policies and Social Inclusion in India by email to the programme convenor (vinodkmishra@dalitstudies.org.in). The organisers will bear the cost of travel (Train AC Three tier), boarding and lodging during the programme. No registration fee will be required.

Frugal innovation is a virtually unexplored area of research with a name that is unfamiliar to most people. In 2013, scientists and friends Prof. Peter Knorringa, Prof. Cees van Beers and André Leliveld, planted the Leiden-Delft-Erasmus flag on this terrain and launched the Centre for Frugal Innovation in Africa (CFIA). Since then, the centre has earned a name for itself and built up an international network. The centre's Scientific Director, Prof. Peter Knorringa, talks about the plans for 2019-2024 of the Centre.

Abstract: Agro wastes (AW), like straw and fruit waste are abundantly generated and contribute to 50 % of cereal plant and 15-35% of fruit yield respectively. Instead of treating these as "waste" they could be viewed as valuable bio resources to produce import substitute products. Recent valorisation studies for agro waste open avenues for the production of bio-fuels, bioactive compounds, nutraceutical, dietary fibres among many other products. Instead of using AW for a single product application, it would be beneficial to develop an integrated approach for manufacturing multiple products in sequential manner. This integrated approach is summed up as "biorefinery" which is analogous to petroleum refinery. The talk will deliberate on case studies of biorefineries of waste potatoes, waste oranges and wheat straw.
About the Speaker: Dr Sachin A Mandavgane is an Associate Professor in the Chemical Engineering Department at Visvesvaraya National Institute of Technology, India. He received his UG, PG and Doctoral degree from Laxminarayan Institute of Technology, Nagpur, India. His research interests include biomass and waste utilization, bio refinery, sustainable engineering and engineering education. He is the author of around 75 SCI papers, produced 10 PhDs and has 4 patents in his name. He has developed a UG course on 'Sustainable Engineering' and 'Innovative Design'. He interacts with Chemical Process industries for circular economy and sustainability assessment related-issues. His teaching interests include use of social media for teaching and UG research. He has developed a process of making light weight and thermal insulating construction material using paper mill waste. His technology of making ultra-fine powder neem bio pesticide is purchased by more than 15 parties. His YouTube channel titled "Students Innovate" is popular among engineering students.
