Abstract: We live in a Digital Age that gives us instant access to information at greater and greater volumes. The rapid growth of digital content and tools is already changing how we create, consume and distribute knowledge. Even though globally participation in the Digital Age remains uneven, more and more people are accessing and contributing digital content every day.
Over the next 15 years, developing countries are likely to experience sweeping changes in how states and societies engage with knowledge. These changes hold the potential to improve people's lives by making information more available, increasing avenues for political and economic engagement, and making government more transparent and responsive. But they also carry dangers of a growing knowledge divide influenced by technology access, threats to privacy, and the potential loss of diversity of knowledge.
Our research sets out with a 15-year horizon to look at the possible ways in which digital technologies might contribute to or damage development agendas, and how development practitioners and policymakers might best respond.

Fox International Fellowship Invites Applications from JNU students

Fox International Fellowship


As per the MOU with the Yale Centre for International and Area Studies (Yale University), USA, two Fox International fellows from Yale will spend a year at JNU and fellows from JNU finally selected by Yale will spend a year at Yale and the students of JNU will be fully funded by Yale University.

The Committee shall recommend PhD students to be sent to Yale University in order to conduct research in any of the following fields: Economics, Finance, Political Science, International Relations, Law and Contemporary History. Although the Committee shall decide regarding selection of students of the University for the year 2015-2016, the Fox International Fellowship will be awarded by the Yale University for the year 2016-17.
The final Selection will be done by a Committee at Yale.

Eligibility Criteria: Consideration for the award of Fox International Fellowship: The applicant should be confirmed in PhD Programme. The applicant should not have completed more than 06 semesters from the date of his/her registration/admission in the PhD programme as on 1st January 2016. The application form and selection criteria communicated by Yale University are available at http://www.jnu.ac.in/Students/FoxFellowship/

Applications may be sent through proper channel in the appropriate proforma at the earliest, not later than 12th January, 2016.

Do you stay up nights, thinking of ways to solve a development challenge?
If you are a researcher from a developing or transition country, or have started an NGO that has already demonstrated impact, but is looking for ways to scale up, you may be in luck!
Your idea could be the next winner of the Global Development Awards Competition 2016.
Every year, GDN awards $US 90,000 worth of grants to research proposals and innovative development projects as part of the Global Development Awards Competition. The awards  are granted in two categories: the Japanese Award for Outstanding Research on Development and the Japanese Award for Most Innovative Development Project.
The proposals for the developing projects being accepted for the Japanese Award for Most Innovative Development Project are not based on any theme.
The Competition, administered by GDN and generously funded by the Government of Japan, will also offer grants and travel expenses to finalists to present their research and development project proposals at GDN's next conference in Peru in March 2016.
This year, the Japanese Award for Outstanding Research on Development is based on four research themes on the topics of Education:
  •     Skills for Tomorrow
  •     Public Finance and Public Policy
  •     Pedagogy, Technology and Institutions
  •     Research and Policy
The deadline for proposals for research and development projects is January 15, 2016

About the Author: Dr. Pawan Sikka (b. 1944) is a former Scientist G/Adviser, Government of India, Ministry/Department of Science and Technology, India, where he served in various senior positions, during 1974-2004. Besides he had his fruitful association with Technology Information, Forecasting and Assessment Council (TIFAC) and Technology Development Board, New Delhi, respectively. He has received his M.Sc., PhD as well as D.Sc. degrees in Physics and Visiting Fellowship (Science Policy Studies), University of Oxford, United Kingdom. He is also a recipient of UNESCO, Italian, German and Swiss government scholarships for pursuing further studies there, in the new and emerging fields of science and technology. Professor Pawan Sikka, in the recent past, has delivered special lectures on the science and technology policy related issues, to the M.Phil. and PhD students, at the Jawaharlal Nehru University (JNU), New Delhi. He is best known for his contributions to science and technology policy studies in India and abroad. He is a life member of the Materials Research Society of India, Semiconductor Society of India, Association of British Scholars, and Oxford and Cambridge Society of India, New Delhi.

Looking Back at 2015 and Forward to 2030

As the year 2015 marked a catalysing milestone and deadline in the achievement ofhttp://www.unescobkk.org/uploads/RTEmagicC_UN_Sustainable_Devt_logo.png.png Education for All (EFA) goals, launched in 2000, this year has been witness to much progress across the world with the evident efforts of governments, civil society and the international community. Today, we can say that the number of out-of-school children and adolescents has decreased by almost a half since 2000. Gender parity and enrolment rates have also enjoyed rapid progress with an estimated 34 million more children attending schools: in 2012, the world witnessed a two-third increase in pre-primary education enrollment, while it is estimated that primary school enrolment ratio will reach 93% in 2015. Moreover, severe gender disparity has been much better addressed: in 13 years, the 33 countries with fewer than 90 girls enrolled in primary education (for every 100 boys) decreased to 16. Governments have made commendable strides in focusing on learning outcomes through assessments to ensure that not only access to, but the quality of education is provided and sustained.[1] EFA has also brought forward the unfinished tasks the global community has yet to reach. Access to, quality of, and equity in education remain as grand targets that are yet to be achieved. 

To continue the strides of EFA 2015, the global community had joined hands once more, committing to a renewed education agenda (Education 2030), through the adopted Incheon Declaration in May of 2015, to "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all." UNESCO is expected to lead the education commitments within the Education 2030.

The new Education 2030 Agenda has been adopted as one of the 17 Sustainable Development Goals, which was endorsed by 193 Members States in September 2015. One of the distinctive features of the Education 2030 Agenda is acknowledging the potential of ICT in achieving the targets for quality lifelong learning for all. The UNESCO Bangkok ICT in Education programme will continue our best effort to support our Member States in harnessing the full potential of ICT to strengthen overall education systems, knowledge dissemination, information access, quality and effective learning, and more effective education service provision, as stated in the Incheon Declaration.

Prospects for Year 2016

In this prospect, the ICT in Education at UNESCO Bangkok will support the Member States in effectively integrating ICT in education systems across the sectors and harnessing its potential to help achieve equitable and quality lifelong learning for all.

This will include the Asia Pacific Ministerial http://www.unescobkk.org/uploads/RTEmagicC_casie_2015_logo.png.pngForum on ICT in Education (AMFIE) and the Central Asia Symposium on ICT in Education, to name a few.

To support evidence-based policy development, the ICT in Education at Bangkok will continue to conduct comparative research and case studies on current issues in educational and learning technology, and turn the major findings into policy briefs. 

As part of the on-going Korean Funds-in-Trust project ("Supporting http://www.unescobkk.org/uploads/RTEmagicC_uzb_workshop_logo.png.pngCompetency-Based Teacher Training Reforms to Facilitate ICT-Pedagogy Integration"), the ICT in Education at Bangkok will be moving on to its third phase in 2016. In this phase, the project team will help build the capacity of national teacher institutions in operationalizing the national ICT competency standards for teachers, starting from the three pilot countries (Nepal, Philippines and Uzbekistan).
