Call for Presentations for the UN-CECAR Renewable Energy International Conference

Renewable Energy International Conference

Call for Presentations for the UN-CECAR Renewable Energy International Conference

Background
The current and likely future impacts of climate change due to carbon emissions from burning enormous amounts of fossil fuels are considered among the most important challenges faced by human beings. The nuclear crisis caused by the Great East Japan Earthquake on 11 March 2011 had a significant effect on energy policies of Japan and the world, highlighting the importance of renewables as clean energy sources. Now is the time to diversify the energy portfolio with renewables such as geothermal energy, solar energy, wind energy, bioenergy and hydropower. Renewable energy has almost unlimited potential and will provide energy security when fossil fuel is depleted.

Asia Pacific region is abundant in natural resources and has a great potential to utilize renewable energy from a variety of sources. South East Asia is rapidly adopting and developing renewable energy for power generation. CfP: OECD ILO Workshop on Skills and Competitiveness, April 27, 2012, New Delhi

Workshop on "Skills Strategies for Inclusive Development & Competitiveness"

April 27, 2012, Hilton Hotel, Janakpuri, New Delhi, India

In association with the OECD LEED ESSA initiative, Institute for Competitiveness, India and CII ESSA - Employment and Skills Strategies in Asia

What
The Asia and Pacific region has been hailed as the quickest to emerge from the financial and economic crisis, with the recovery marking a clear V-shape while in other parts of the world the final shape still remains uncertain. This strong recovery is largely due to India and China rapid return to high growth rates. However, rapid growth does not equal social development for all and strategic development measures need to look at the invisible infrastructure that skills and training provide for the formal workforce and how to reach those in the less formal economy.
The Institute for Competitiveness India, the Confederation of Indian Industry, NSDC (National Skills Development Corporation) and the OECD ESSSA Initiative are joining forces to discuss skills strategies for job-rich and inclusive growth in India.
This workshop calls for coordinated responses of Ministries of Labour, Ministries of Education and Ministries of Economy to address skills strategies models, policies and programs. The workshop will be organized as part of the Institute for Competitiveness conference on Skills Strategies for Inclusive Development in India. Participants will be able to learn from best practice experiences in the design and implementation of integrated skills strategy and inclusive local development.

Themes to be discussed refer to
Theme 1: Fostering the Dynamics of Skills, Employment and Infrastructure Development
Trade and financial recovery from the crisis might be easier than employment recovery, particularly at the local level where some places might stagnate and decline for a long time. Job creation does not respond to the same strategies everywhere and while the focus on infrastructure development might have priority in many areas, building skills programs in parallel can be an effective pathway for sustained growth. The role of policy and policy coordination is therefore crucial to facilitate and accelerate sustainable pathways for local development. How can Education, Employment and Entrepreneurship be combined and fostered within infrastructure development plans? Is there enough autonomy and capacity in the education and training sector to adjust skills development programs to support infrastructure development? What examples of initiatives exist in India, Asian and OECD countries?

Theme 2: Innovation in Skills Development and Management that reach SMEs
India and the Asian region is rich in entrepreneurs and small firm formation. Innovative approaches to skills and talent development can foster a high-growth business environment with higher potential for job creation particularly in SMEs. What experiences exist for fostering skills in SMEs? What experiences for fostering entrepreneurship? How can skills policies best contribute to firm survival and sustainable employment creation? Determine the areas of business growth? What examples exist in India and other Asian countries to build skills in the less formal SMEs?

Theme 3: Strategies for Local Job Creation, Skills Development and Social Protection
There is an emerging consensus that shifting from export-led recovery and growth towards greater reliance on domestic and regional sources of demand will be critical to sustain economic prosperity in Asia as well as globally. A new pattern of economic growth is emerging in Asia, characterized by vigorous policies to support domestic consumption and investment, active employment and labour market policies to facilitate industrial and labour market adjustments, and stronger social protection measures to accelerate inclusive growth and poverty reduction. In this new paradigm the strategies and policies of local governments are more at the center stage. What are the elements to promote an inclusive, job-rich growth in Asia? What are the capacities that countries need to build to implement them with success? What examples are available in India?

Theme 4: Towards an Inclusive Model of Skills Development in Asia: the High-road for India
The design of skills and employment strategies and programmes should respond to local conditions and challenges, and should involve a wide range of stakeholders from both the public and private sectors to optimize the relevance and impact of such strategies. In the same way that industrial development is different in the North and the South, skills development models can differ. Is there an emerging model of skills de- velopment in Asia? What role for different stakeholders? How can we forge better partnerships for skills for employment and entrepreneurship with such stakeholders? What are the obstacles to a joined-up approach? What operational pathways can be proposed for India and other Asian countries?

Who
-Mid to Senior level government officials from education, employment and economy ministries, government employment agencies, and local government bodies, from India and neighboring countries: Brunei Darussalam, Cambodia, Hong Kong, PR China, Chinese Taipei, Indonesia, Republic of Korea, Lao PDR, Malaysia, Mongolia, Philippines, Singapore, Thailand, and Viet Nam.
-Government officials from interested OECD countries such as Australia and New Zealand.
-Skills development experts from ILO, ADB, UN, EC, Confederation of Indian Industry and other organizations. -Academics and experts on local economic development, private sector development, governance, social inclusion.

Article "India's S&T cooperation with the developing countries" by Pranav N. Desai

India's S&T cooperation with the developing countries
by Pranav N. Desai, (Centre for Studies in Science Policy, Jawaharlal Nehru University, New Delhi, India)

Citation:
Pranav N. Desai, "India's S&T cooperation with the developing countries", World Journal of Science, Technology and Sustainable Development, Vol. 9 Iss: 1, pp.28 - 37

Abstract:
Purpose – The purpose of this paper is to analyse India's international science and technology (S&T) cooperation efforts, with a special focus on the developing countries. It intends to identify the actors, magnitude, nature, routes and areas of international cooperation. Further, it probes whether the "globalisation process" is likely to change the collaboration pattern or transform India's innovation system and processes.
Design/methodology/approach – The paper is structured around five sections that include analysis of different stages of globalization in the context of an historical analysis of India's international S&T cooperation policy. An essential feature of this study is that the analysis is not restricted to R&D collaboration in the corporate sector but includes bilateral and multilateral cooperation between different countries and also inward and outward FDI flows that is expected to enhance learning process. Finally, the countervailing tendencies emanating from the structure of international S&T order and the nature of emerging technologies along with the unfolding of globalization are discussed.
Findings – It is observed that the unfolding of globalization has tended to change the nature, magnitude and routes of international cooperation in significant ways and new actors have emerged in terms of some developing countries. The nature of bilateral cooperation has undergone a transformation and has been extended to R&D-based innovative activities and industrial application instead of remaining confined to scientific research.
Originality/value – The paper provides theoretical contribution from the perspective of linkages between national and international systems of innovation.

Between global aspirations and local realities - India's cities in interdisciplinary perspective

26-28 March 2012

Venue: Auditorium, School of Arts and Aesthetics, JNU, New Delhi

50 years jubilee conference of the South Asia Institute, Heidelberg University

With the rapid expansion of India's urban population, the environmental effects of India's largely unplanned cities are increasing, along with their cultural and political importance, and heir economic costs and potentials. Much urban research is concentrated on contemporary problems relating to infrastructure, planning, resource utilization and the like, in a rather compartmentalized fashion. However, to fully understand contemporary phenomena (and even more so suggestions toward their solution), historical depth and an understanding of the cultural dimensions of urbanization processes are equally important to the analysis of material challenges. This interdisciplinary conference aims at new, integrated approaches to urban research.

Panel Sessions
The conference is organised into six panel sessions:
Day 1
Session 1: A Series of Historical Studies of two Megacities: Kolkata and Mumbai
 Session 2: Urban Environments
Day 2
Session 3: Finance and Politics (covers the process of urbanisation in the context of the larger paradigms of 'development' and 'modernisation' and their impact on urban planning as well as (attempted) solutions to contemporary challenges).
Session 4: Cities and their Hinterlands: The following session is dedicated to the (sometimes artificial) rural-urban dichotomy which these discourses have created, by looking at the connections between cities and 'hinterlands', and the way rural lifestyles and practices permeate and integrate into urban spaces and lifestyles.
Day 3
Session 5: Imagining Urbanity (impact of globalizing urban cultures on contemporary Indian cities)
 Session 6: Imagining Urbanity (contd.)

About ASIALICS (Asian Network for Learning, Innovation, and Competence Building Systems)
ASIALICS is a network among scholars, practitioners and policymakers who are interested in a learning, innovation and competence building system in Asia. It has a cooperative relationship with the Global Network for the Economics of Learning, Innovation, and Competence Building Systems (GLOBELICS). ASIALICS aims to explore and develop the concept of learning, innovation and competence building as an analytical framework. The objective of ASIALICS is to stimulate the establishment of knowledge based strategies for economic development in Asia. The idea is to bring together interesting issues about what is going on in Asian countries and companies and to share experiences regarding methodology, analytical results and policies.
Asia has been a serious player not only in science, technology and innovation but also in linking different cultures of the world. This is in line with the ongoing Asia-wide cooperation schemes that emphasize knowledge and experiences sharing and joint efforts to promote knowledge-based and learning economies. To achieve this aspiration, a group of Asian scholars from Thailand, Japan, Korea, Taiwan, China and Vietnam with strong support from GLOBELICS held the first international conference on Asian innovation systems in Bangkok, Thailand in April 2004. About 150 professionals who participated in the seminar agreed to organize the ASIALICS conference annually, publish a journal and book on Asian innovation systems and clusters, and explore possibilities of joint research and training in this field.
Following the first international conference in Bangkok, ASIALICS organized the second International Conference in April 2005 in Jeju Island, Korea. The Third international conference was held in Shanghai, China in April 2006, organized by Tongji University. The fourth international conference was held in Kuala Lumpur, Malaysia in July 2007, organized by University of Malaya. The fifth international conference was held in Bangalore, India in April 2008, organized by the Indian Institute of Management Bangalore. The 6th international conference was held in Hong Kong from 6-7 July 2009, organized by the Hong Kong University of Science and Technology. The 7th international conference was organized by Chung-Hua Institute for Economic Research (CIER) in Taipei, Taiwan in April 2010. The National Institute for Science and Technology Policy and Strategy Studies (NIST-PASS) in Hanoi, Vietnam organized the 8th international conference in July 2011.

Call For Papers

Conference Objectives
Asialics International Conference seeks to explore is how innovation systems in Asia are linked to global innovation networks on the one hand, and how emerging interactions within and among innovation systems are shaping their performance on the other hand. The promotion of interactions among innovators – through university-industry linkages, global production chains, or in innovative clusters – is becoming a key priority for innovation policies. New Books of Pawan Sikka "Nuclear Crises in Japan: Lessons for India" and “Planning in India: Scientific Developments with National Five-Year Plans”

Sikka, Pawan (2012). Nuclear Crises in Japan: Lessons for India. New Delhi: Uppal Publishing. ISBN 13: 978-81-7658-068-7. INR 995/-

In the aftermath of the triple disaster – tsunami, earthquake and nuclear meltdown – in Japan, "safety of the nuclear power plants" has come under fire world-wide. The developing world including India needs to reconsider the locations of its nuclear plants before their installations in the country. With India focused entirely on growth, it is unprepared for such a devastation but has an ambitious projection of 6,55,000 MW nuclear energy generation capacity by 2050. Dr. Manmohan Singh, Prime Minister of India has ordered undertaking the review of safety of all the (present and future) nuclear plants in India towards attaining peace and prosperity of the nation.

This book "Nuclear Crises in Japan: Lessons for India", is a companion volume to our earlier book "Nuclear Powered India, Indo-US Deal: NSG Clearance, Ushering in a New Dawn of the 21st Century". Both these books provide ready reference material to the students, researchers, nuclear policy planners, sociologists, history of science, environmentalists etc as they contain latest information on the status of the future of nuclear energy programmes in India and the lessons to be learnt from Japan. We have a duty to base our judgments on the best available information.

While we safeguard our interest, we do not miss on opportunities to become a major player in the global energy sector. A rewarding exercise towards a nuclear future of India.

Sikka, Pawan (2012). Planning in India: Scientific Developments with National Five-Year Plans. New Delhi: Uppal Publishing. ISBN-13: 978-81-7658-070-0. INR 995/-

Planning for Science and Technology (S&T) has become an important part of the national agenda, and, linking S&T with the national development, is a subject of increasing concern all over the world, which has gained momentum with the emerging scientific and technological revolution in the 21st century.

Planned development of Science and technology has played a vital role in the emergence of modern India, by devising and implementing new strategies for solving the emerging national problems, thus employing the combined strength of S&T with the socio-economic sectors. The utilisation of S&T has been accepted as one of the major national objectives towards attaining the overall progress in India.

"Planning in India: Scientific Developments with National Five-Year Plans", covers planning for science and technology, as an integral component of the India's National Five-Year Plans, from the very first five-year plan (1951-56) till date. The continuity of the planning process has created renewed national interest in the shaping of science in India. Besides, statistical profile as well as, budget-allocations for implementing the newer programmes and national policy declarations enacted from time to time, for the promotion of science and technology, which can be taken as an indication of national commitment towards the socio- economic development of India.

A useful reference book for the policy planners, researchers, science policy analysts, scientific establishments, industry, social-scientists, economists, public administrators, etc as well as, for a cross-section of the academicians, both in India and abroad. It is a unique book.

Climate Policy in India: What Shapes International, National and State Policy?

by Aaron Atteridge, Manish Kumar Shrivastava, Neha Pahuja and Himani Upadhyay

AMBIO: A Journal of the Human Environment, 41(S1), 68-77, DOI: 10.1007/s13280-011-0242-5

Abstract
At the international level, India is emerging as a key actor in climate negotiations, while at the national and sub-national levels, the climate policy landscape is becoming more active and more ambitious. It is essential to unravel this complex landscape if we are to understand why policy looks the way it does, and the extent to which India might contribute to a future international framework for tackling climate change as well as how international parties might cooperate with and support India's domestic efforts. Drawing on both primary and secondary data, this paper analyzes the material and ideational drivers that are most strongly influencing policy choices at different levels, from international negotiations down to individual states. We argue that at each level of decision making in India, climate policy is embedded in wider policy concerns. In the international realm, it is being woven into broader foreign policy strategy, while domestically, it is being shaped to serve national and sub-national development interests. While our analysis highlights some common drivers at all levels, it also finds that their influences over policy are not uniform across the different arenas, and in some cases, they work in different ways at different levels of policy. We also indicate what this may mean for the likely acceptability within India of various climate policies being pushed at the international level.

Article "Uncommon Identities: Approaching the Aadhar (UID) Scheme as a Digital Commons" by Ravi Shukla of CSSP

Uncommon Identities: Approaching the Aadhar (UID) Scheme as a Digital Commons

by
Ravi Shukla

Common Voices, Issue 8, 2011

One of the thumb rules in the design and implementation of large technical systems is the inclination to keep the social problem distinct from the technical one. However, since the two are generally interrelated, it often results in efforts to address the social problem by solving the technical one.
Technically, while a more detailed feasibility study is in order, given current standards and tools for exchanging information across diverse systems, as well as the extensive mobile communication infrastructure available, it may be more feasible to implement community based smaller, scalable systems. These systems may interface with, and periodically populate, a central database with basic identity information while still retaining ownership of the more detailed data.

Just published "ISIS Current Bibliography of the History of Science and Its Cultural Influences, 2011"

ISIS Current Bibliography of the History of Science and Its Cultural Influences, 2011

Source: Isis, Vol. 102, No. S1, 2011 Current Bibliography (December 2011), pp. i-327

Published by: The University of Chicago Press on behalf of The History of Science Society

The Isis Current Bibliography of the History of Science was begun in 1913 by the historian of science George Sarton as part of his new journal Isis. It seeks to provide, each year, a comprehensive survey of the most recent work done in the history of science and allied fields. It covers all time periods and all disciplines and strives to be truly international in scope. Below, readers will find information on the use and structure of the bibliography as well as directions for access to the History of Science, Technology, and Medicine database, which includes this bibliography, and to other bibliographic sources in the history of science and related fields.
As with all such projects, there are limitations, and certain fields of study are not fully covered. In addition, the many journals that are peripheral to our field cannot be surveyed each year. There is sometimes a longer lag time for works published in those forums as well as for works published by presses outside of North America because access is often more difficult. Individual contributions are always welcome.

New in 2011
Once again the bibliography has expanded. Like last year, the volume contains over 4100 classified entries and over 1000 reviews. What makes this volume physically much larger, however, are the contents lists that accompany the edited book entries. There are 2000 chapters included in this volume and almost half of them are classified.
The bibliography also has greater diversity this year. At the end of last year, I made an appeal to the membership of the History of Science Society to send me citations. I received so great a response that my assistants and I have not been able to enter all of them yet. Frequently, one citation led to several others when we would discover a book or a journal that had articles besides the one we went to get.
I wish to thank all of those contributors, and I apologize to you if your entries didn't make it into this year's bibliography. Rest assured that they will appear next year. Let me make a further appeal for contributions. If you know of works that should be included, don't hesitate to contact me.
A new and growing bibliography that I have helped build this past year is the World History of Science Online website, http://www.dhst-whso.org/. This past summer, I worked with two graduate students to develop a classification structure for internet resources. My assistants found, described, and classified over 300 items. During the next few years, this site will grow as a bibliography for scholarly online resources in history of science. This site is supported by the International Union of History and Philosophy of Science/Division of History of Science and Technology (IUHPS/DHST).

Working paper "Determinants of drug launch delay in pre-TRIPS India: A survival analysis approach" by Saradindu Bhaduri & Thomas Brenner

Determinants of drug launch delay in pre-TRIPS India: A survival analysis approach

by Saradindu Bhaduri, and Thomas Brenner

Philipps-Universität Marburg, Working Paper # 05.11

Abstract:
The dynamics of drug launch has been an under-researched area. Most of the studies in this field focus on developed countries, quite uniform in terms of disease profile and regulatory framework, and analyse whether stringency in regulation influences launch delay. Developing countries, in contrast, have diverse disease profiles and weaker forms of regulation. A limited set of studies, undertaken in recent years, on the diffusion of new drugs in developing countries indeed conjectures importance of such factors in shaping drug launch dynamics. We investigate the delay of new drug launch in India for drugs launched in the German market during 1990-2004, when, due to weak IPR, not only the innovators but also the domestic firms could launch new drug molecules in the country, making drug launch dynamics interesting to explore. The paper finds that global commercial success of a new drug, market share, first mover advantage, and the threat of imposition of strong IPR system shortens delay. Innovativeness of a new drug, surprisingly, does not have much significant impact on delay.

New book "Environment, Technology and Development: Critical and Subversive Essays' edited by Rohan D’Souza

Environment, Technology and Development: Critical and Subversive Essays

Edited by Rohan D'Souza

Orient Blackswan, 2012. ISBN : 978-81-250-4506-9

About the Book
Drawn from the rich archival holdings of the Economic and Political Weekly, the essays in this volume capture the intense discussions in India that were debated as problems and questions over the environment, technology and development. As a collection, this volume proposes a fresh and new analytical coherence for these essays by resituating  them with an engaging  introduction under the broader themes of criticality and subversion. Consequently, these writings will speak not only to several contemporary academic and policy concerns but are also meant to provide a meaningful sense of how ideas on the environment, technology and development were interrelated and shaped in various types of political discourses in India, most notably from the 1970s onwards.
This volume is intended to address the needs of a rapidly growing interest in interdisciplinary programmes and will also carry appeal amongst development and policy practitioners and those who wish to pursue interdisciplinary research questions.

Anthropologists' continued engagement with micro-macro interface, in its efforts to emerge as a generalizing science of human experiences, has instilled the required skills among its practitioners to deal with emerging questions that contemporary societies encounter in globalizing era. Recent advances in information technology creating a kind of viable world communication network has led to the creation of ' world community of anthropologists' engaged in a critical reflections and creative sharing on issues that convey greater meaning in cross cultural perspectives. Though envisioning a strong and vibrant ' global anthropology ' might not appear to be free from hegemonic influence over global south and therefore becomes problematic, negotiations are already underway towards a creative synthesis of insights from regional and national anthropologies for a potential world platform which is not far from reality. This becomes more significant in term of changing power equations globally where the North-South divide is getting increasingly obliterated.
Globalization offers fresh challenges for humanity across race, ethnicity, cultures, regions, and nations. New forces of economy, technology, polity and market have brought human destiny to a crossroad. Climate change, food insecurity, water scarcities, natural disasters, war, ethnic strife and violence, terrorism, tourism, migration and population displacement are phenomena of serious concern that need to be addressed from perspectives that offer comparative and critical understanding of views from within and the indigenous strategies to cope up within broader contexts. Conventional concepts of anthropology like culture, society, community and boundaries stand decosntructed and fresh theoretical debates need to be negotiated across academic tables, to look for a future anthropology of new discourses.
WCAA with its wide membership from different corners of the world has made the first step in this regard. Needless to mention that the collective voice of the world council has further strengthened the regional or lesser known concerns thereby creating a space for the marginal and often unheard academic and political initiatives for enriching and empowering the discipline. The Symposium proposes to engage in a cross -cultural debate on emergent global Issues informed through local ethnographies, informed by all branches of anthropology but also going beyond the disciplinary boundaries to reach out to the insights that civil society engagements with policy and practice offer in different national traditions.
IAS & IAA also seek panel proposals from Indian Scholars till 10 February 2012 in All Branches of Anthropology revolving around the symposium theme (with an abstract of 300 words).
