Achieving innovation and equity in higher education require a mitigated approach to ensuring equitable access to quality education. As the region of Asia Pacific experiences dramatic changes and rising numbers of enrolled students in higher education, it is timely to assess the ways in which this sector can be transformed, reformulated, and directed, in order to provide relevant, meaningful, and innovative learning opportunities for all.

Highlights: Seizing Digital Opportunities in Higher Education: Equity, Quality, and Innovation (by UNESCO Bangkok, ICT in Education/APEID)
This article provides a glimpse into higher education realities in the Asia Pacific region, and how they can be mitigated through innovation, and a renewed focus on providing equitable and relevant higher education. Scaling Out Teaching; Scaling Up Learning: Some Thoughts on Innovation in Higher Education (by Professor Ricky Kwok, Associate Vice-President, the University of Hong Kong)

Programmes and Projects: Access, Equity and Quality: Envisioning the Sustainable Future of Postsecondary Education in a Digital Age (by UNESCO IITE)
This article shares the inception and purpose of the UNESCO IITE project on access, equity and quality in higher education. International Centre for Higher Education Innovation in Shenzhen, China
This newly established International Centre for Higher Education Innovation in China aims to harness the transformative role of ICTs in addressing challenges faced by higher education, change the pedagogy, improve the quality of higher education, and promote innovation. Innovation, Research and Higher Education for Development
This OECD Project aimed to increase knowledge about policy in higher education, research and innovation, and share the implications in country and institutional contexts. National Centre for Student Equity in Higher Education 
The Centre's purpose is to improve higher education participation, especially the marginalized and disadvantaged groups, by informing public policy design and institutional practice. Rising Stars
Through the Wedu NGO, women in 12 Southeast Asian countries receive lifelong mentorship from 25 different countries through Skype, Facebook, and messaging apps for low-bandwidth environments, and are offered innovative financing options to gain higher education and become leaders of their communities. 

News and Events: UNESCO Mobile Learning Week (7-11 March 2016, Paris, France)
The theme of this year's annual MLW is "Innovating for quality." It aims to explore the ways in which mobile technology can leveraged in order to foster innovation in education and ensure quality learning opportunities for all. DEANZ 2016 (17-20 April 2016, University of Waikato, Hamilton, New Zealand)
With theme of "There and back: Charting flexible pathways in open, mobile and distance education", the biennial event aims to share best practices and theories in open, distance, flexible and mobile learning in all education settings. The Asian Conference on Technology in the Classroom 2016 (April 28-May 1, 2016, Kobe, Japan)
The Sixth Asian Conference on Technology in the Classroom will focus on the theme of "Convergence I Divergence", looking at the challenges involved when different individuals, ideas, teaching and learning styles come together. Call for Empirical Proposals: Open Development 
The Singapore Internet Research Centre leads an IDRC sponsored programme SIRCA III, focusing on Open Development. They now seek empirical researchers based in Africa, Asia and Latin America to propose empirical research projects that respond to one of these six cross-cutting theoretical frameworks. The deadline is 20 March 2016. 

Resources: Access Without Equity? Finding a Better Balance in Higher Education in Asia  
This ADB publication provides an update on the use and potential of ICTs in higher education in Asia Pacific, focusing on inclusiveness in higher education, and provides policy recommendations. The Innovation Policy Platform
The Innovation Policy Platform, developed by WB Group and OECD, is an interactive platform that provides learning resources, indicators, and more. It shares good practices in different countries, provides statistical benchmarking, and facilitates knowledge exchange. Getting Smart on Tomorrow's Classroom: Free Innovative Tools, Resources and Apps
This Bundle provides learning and teaching tools, resources and apps, to help improve learning outcomes. HASTAC
This interdisciplinary community and academic social network shares news, tools, research, pedagogy, and projects and provides opportunities to collaborate on HASTAC initiatives. 

New Publications: Reaching Out to All Learners: A Resource Pack for Supporting Inclusive Education
This UNESCO IBE resource pack provides deeper understanding on their and practice of inclusive education at school and classroom levels. It offers guidance to policy makers, curriculum specialists, teachers, and others through three guides on national policies, inclusive school development, and inclusive classrooms. Teacher Policy Development Guide  
The UNESCO guide aims to provide Member States and partners with a tool that will aid in the development and review of national teacher policies, available in seven languages and designed as an interactive tool. Rethinking Education: Towards a Global Common Good?
This publication provides the overall vision and principles outlined in Education 2030 Framework for Action. It calls for a public policy dialogue in order to ensure inclusive and equitable quality education and lifelong learning for all.
