ITU FG-CD Webinar Series on Cost Models for Affordable Data: Episode 1 - Infrastructure sharing best practices for affordable data services, 7th February 2024, 14:00 CET

The ITU-T Focus Group on Costing models for affordable data services is analyzing the supply-chain of telecom/ICT, the multiple cost models and pricing strategies used for mobile data services and Internet services and study the policy, economic, regulatory and standardization aspects related to cost models for affordable data services, including best practices of cost assessment methodologies and economic models. As part of its activities, the Focus Group is organizing a series of webinars on Cost Models for Affordable Data, in the first half of 2024, focused on the areas of interest under study.

The first episode webinar will focus on Infrastructure sharing best practices for affordable data services and will take place on 7 February 2024 at 2:00 pm CET.

The main objectives of the "Infrastructure sharing best practices for affordable data services" webinar will be to provide an overview of the best practices around infrastructure sharing arrangements based on examples from different countries and discuss the balance between incentivising efficient infrastructure investment without compromising competition with suggestions for recommendations that could considered for the Focus Group work in this area. One of the policy measures, which has helped in reducing the prices of telecom services, is the sharing of infrastructure. Infrastructure sharing (both passive and active) describes the process by which one or more operators share infrastructure to deliver a mobile service to end users. Recommendation ITU-T D.264 proposes a set of possible methods to help telecommunication providers save costs and enhance efficiency through the shared uses of the telecommunication infrastructure, including passive and active infrastructure sharing. The Recommendation indicates that there is a potential savings up to 30% with Passive infrastructure sharing and up to 50-60% for Active infrastructure sharing.

Abstract: The direction of innovation has several developmental implications but is relatively much less studied as compared to its rate. This is even more so with respect to developing countries. With the accumulation of technological capabilities in the Global South, low-middle-income countries are seeking to build strong sectoral innovation systems not only in informal and low technology areas, but also technology intensive sectors. However, the current global innovation dynamics suggest that the path towards developing such capabilities and truly benefitting from their accumulation is riddled with many challenges. Using an exploratory case study analysis of the emerging medical device sector in South Africa and combining a capabilities approach to inclusion with fresh empirical evidence, this research studies how innovations from low-middle-income countries can influence the direction of innovation. Theoretical foundations for this analysis are drawn from innovation studies, frugal innovation, and development scholarships. Grounded in these literatures, the direction of innovation is conceptualised to be inclusive when it leads to accumulation of capabilities both at individual and firm level. The study discusses the key innovation actors and linkages between them, and the nature and processes of innovation generation, production and diffusion. Further it explores the challenges of the South African medical device sector and its relationship with the broader national innovation system. The study illustrates how despite South Africa's high biomedical research capacity, pockets of innovation excellence and sophisticated manufacturing base, there are many challenges which make the direction of innovation towards inclusion fragile and difficult to achieve. It shows the important role of the state and multilateral organisations in enabling a more inclusive technological change.
