China has achieved a spectacularly high rate of economic growth over a sustained period for more than two decades. Nevertheless, today China faces the challenge of making the transition from sustained to sustainable growth from social, economical, ecological and envionmental points of view. Innovation has been identified as a main engine for this new growth model, and the Chinese government has launched a national strategy to build an innovation-driven economy and society by 2020. Will China be able to succeed in making this challenging transition? What will it require in terms of policy and institutional changes? How will China's emergence as a future innovation economy affect the OECD countries, as well as the global systems for knowledge production, dissemenation and use?

This publication sheds light on these issues by assessing the current status of China’s national innovation system and policies, and by recommending the most important improvements required in both the policy and institutional environments for China to succeed in promoting innovation through a market-based approach.

This book is part of a series of OECD Reviews of Innovation Policy.

Key findings in this volume include:

  • At USD 73.5 billion in purchasing power parity (PPPs), China’s GERD was the third largest worldwide in 2006, after the United States and Japan.
  • The R&D intensity – the ratio of GERD to gross domestic product (GDP) – of China’s economy has increased spectacularly. It reached 1.43% of GDP in 2006, up from 0.6% in 1995.
  • However, China’s spending on R&D remains heavily focused on experimental development; only 5.2% of all R&D in 2006 was aimed at basic research, compared to 10-20% in OECD countries.
  • Although rising rapidly, only 11% of patents by Chinese firms in 2006 were considered inventive (invention patents), compared with 74% of patents by foreign firms patenting in China.
  • Foreign-owned companies (including joint ventures and wholly owned), including those controlled from Hong Kong and Macao, China, and Chinese Taipei, account for an ever-growing share of total high-technology exports, which have increased from 73% in 1998 to 88% in 2005. These trends continued in 2006.
  • Chinese high-technology industries continue to have much lower R&D intensity than their counterparts in most advanced OECD countries.
  • In 2006, high R&D intensity remained heavily concentrated in some regions, notably Beijing, Shanghai, Shaanxi, and Sichuan.

Global patterns of science, technology and innovation are quickly changing. What are the implications for science and innovation policy? What steps are countries taking to boost their capabilities in science, technology and innovation? What is the contribution of science and innovation to growth and social goals?

The OECD Science, Technology and Industry Outlook 2008 reviews key trends in science, technology and innovation in OECD countries and a number of major non-member economies including Brazil, Chile, China, Israel, Russia and South Africa.

Using the latest available data and indicators, the book examines topics high on the agenda of science and innovation policy makers, including science and innovation performance; trends in national science, technology and innovation policies; and practices to assess the socio-economic impacts of public research.

Open Innovation in Global Networks


Open Innovation in Global Networks. Paris: OECD, 2008.

As global competition intensifies and innovation becomes riskier and more costly, the business sector has been internationalising knowledge-intensive corporate functions, including R&D. At the same time, companies are increasingly opening their innovation processes and collaborating on innovation with external partners (suppliers, customers, universities, etc.).

What drives these global innovation networks across different industries? How are they related to companies' overall strategies? Are they accessible for small and medium-sized enterprises (SMEs)?

Such global networks clearly have important implications for policy making, given the important role of innovation in OECD countries’ economic growth.

This publication presents the findings of a recent OECD project on globalisation and open innovation, expanding upon work carried out by the OECD following a March 2005 OECD forum on the internationalisation of R&D. It also builds on information in a chapter of the OECD Science, Technology and Industry Outlook 2006 on the internationalisation of R&D, as well as a volume entitled The Internationalisation of Business R&D: Evidence, Impacts and Implications, published by the OECD in June 2008. Presentations and discussions at a symposium on open innovation in global networks (Copenhagen, February 2008) were another source of important input to this publication. The report also draws heavily on a large number of company case studies in various countries that were undertaken by national experts.

Still, the country is underperforming relative to its innovation potential —with direct implications for long-term industrial competitiveness and economic growth. This book focuses on inclusive innovation — knowledge creation and absorption efforts most relevant to the needs of the poor in India. This is in addition to the book’s emphasis on how faster growth can be facilitated by promoting “new to the world” knowledge creation and commercialization—the traditional understanding of the term innovation—as well as through often underappreciated but even higher-impact “new to the market” diffusion and absorption of existing knowledge.

Abstract

The latest edition of Measuring the Information Society features the new ITU ICT Development Index. The Index captures the level of advancement of ICTs in more than 150 countries worldwide and compares progress made between 2002 and 2007. It also measures the global digital divide and examines how it has developed in recent years. The report also features a new ICT Price Basket, which combines fixed, mobile and broadband tariffs for 2008 into one measure and compares it across countries. The analytical report is complemented by a series of statistical tables providing country-level data for all indicators included in the Index.

Abstract

In January 2007, a joint research project on "India's Innovation System: Exploring the Strengths" was launched by the Institute of Technology and Management at Hamburg University of Technology in cooperation with the East-West Center. The elements and inherent strengths and weaknesses of India's innovation system were examined, particularly in knowledge-intensive sectors. Representatives of private firms as well as Governmental / institutional bodies (85 in total) were interviewed.

India is in the process of emerging as a major R&D hub for both large and medium-sized multinational companies in various industries. This development is mainly owing to the availability of skilled labor produced in world-class elite institutions. Cost advantages, e.g. in the form of low wages are still present but receding due to substantial wage hikes often ranging between 15 and 25% per annum. The striking finding is, however, about market-driven factors. Of late, India's market potential, in the meantime ranked as 3rd largest worldwide by the Global Competitiveness Report 2007-08, has emerged as a crucial driver. Rising income levels of India's billion-plus population are creating unique market opportunities for firms, both domestic and foreign.

In India, the Government has historically played a major and in most cases a singularly positive role in the formation of its innovation system. Despite explosive population growth, the literacy rate in India grew from 18.3% in 1950-51 to 64.8% in 2001 thanks to concerted Government efforts; female literacy rose from a mere 8.9% to 53.7% in the same period. Moreover, the quality of education in India is generally ranked as very good. According to the Global Competitiveness Report 2007-08, the quality of mathematics and science education in India is ranked as 11th best in the world, much ahead of 29th placed Japan, 36th placed Germany, 45th placed United States and 46th placed United Kingdom.

Nevertheless, India is faced with major challenges related to infrastructure and bureaucratic hurdles. The quality of education, notwithstanding such excellent rankings as stated above, in many institutions does not reach the standards required for (cutting-edge) R&D efforts. Moreover, a booming economy is leading to a shortage of qualified and experienced skilled labor--which result in inflationary wage growth and high attrition rates, which generally lay in a double-digit range.With the Government maintaining a pro-active role many of these problems may, however, be expected to get resolved to a manageable extent. In its Eleventh Five Year Plan (2007-12) the Government has announced massive investments in infrastructure and education sectors to enhance both the quantity and the quality.

Industrial firms in India have recognized their chances and are investing heavily in R&D capacities. India is also a beneficiary of global mobility and exchange of talents, technology, and resources as much of the world, especially the developed Western countries, have profited from India's export of brain power.

S. Ramaseshan Science Writing Fellowships at Current Science
The Current Science Association has instituted Science Writing Fellowships in memory of Professor Sivaraj Ramaseshan for his contributions to the journal Current Science. The fellowships are initially awarded for a period of one year, extendable for a further period of one year.
Qualification: Candidates must possess a basic degree in any branch of science. Candidates with postgraduate (after B.Sc.) degree in literature, journalism or mass communication can also apply for the fellowship.
Desirable: A flair for writing and wide interest in diverse areas of science. Age: Not more than 50 years as on 1 April 2008. The candidates should not have any position (full time or part time) that entitles to any remuneration.
Job description: Selected candidates will be expected to write for the News, Research News, and General sections of the journal Current Science on a regular basis. Candidates may be based in any part of India but must have access to science libraries, journals and the Internet. Candidates based in Bangalore are expected to assist the editorial staff in the publication of Current Science.

Applications Invited: Summer Workshop on Quantitative Methods in Political Science

Lokniti - Programme for Comparative Democracy, Centre for the Study of Developing Societies (CSDS), Delhi, in collaboration with Indian Institute of Advanced Study (IIAS), Shimla invites candidates to apply for a two week Summer Workshop on Research Methodology: Analyzing Quantitative Data on Indian Politics to be held at Shimla from Monday, 15th June 2009 to Saturday, 27th June 2009.
Research training in Political Science remains one of the weakest aspects of learning for any student in India. Keeping this in view we plan to bring together a group of young political scientists with the aim of providing them an opportunity to improve their skills in quantitative analysis. While some of our mid-career colleagues would be invited to attend the summer school, we will select candidates from across the country for the limited seats that are available through a process of competitive selection. In this Summer School there will be a special emphasis on making sense of quantitative data of both aggregate nature and survey data for analysis of Indian politics. The selected participants will be given a set of readings before they come to attend the workshop and will be expected to attend lectures and practical data analysis sessions. This is the Third Summer School being organized by CSDS and IIAS beginning in 2007. Some of the leading scholars working on empirical methods in Political Science have been involved in designing this summer school and will act as resource persons. These include Pradeep Chhibber (University of California at Berkeley), Peter deSouza (IIAS, Shimla), Irfan Nooruddin (Ohio State University), Yogendra Yadav (CSDS), Suhas Palshikar (University of Pune) and Sandeep Shastri (IACT).
  • We invite the following categories of candidates to apply for this workshop:
  • Teachers of Political Science in colleges and Universities who are working on empirical subjects and would benefit from further training.
  • Research students of Political Science who are working on empirical themes for their M. Phil. or Ph. D. dissertations and can benefit from further training.
  • Any other person (including those from outside Political Science and outside academia) who are interested in making sense of politics by analyzing quantitative data.

We would give preference to young scholars. We have only about 16 seats to be filled through selection and we expect a tough competition. Please send your detailed CV with a statement of research interest (those already registered for M. Phil. or Ph.D. should clearly mention the topic of dissertation along with a brief summary of the objectives and methodologies used) in about 500 words. Bergen Summer Research School 2009, Norway

Theme: Climate, Environment, and Energy

The second edition of the Bergen Summer Research School to be held 22 June – 3 July 2009 and dedicated to the theme of Climate, Environment and Energy. The 2009 theme will intersect with the other key topics of the Bergen Summer Research School (poverty, health, norms, values, language and culture) and will be structured around the following concepts:

  • Mitigation
  • Adaptation
  • Responsibilities
  • Opportunities
Considering the predicted dramatic increase in the energy demand in the next decades, one can easily argue that one of the key issues is also a global energy challenge. These are also fundamentally economic challenges, leading to rethink new forms of local, national and global governance.

Travel grants
The BSRS is able to offer a limited number of travel grants to students and junior faculty in the global south. To obtain a travel grant, applicants must fill in the required information in the application form and state clearly the reasons why they need financial support. Travel grants will be prioritised for PhD students according to scientific qualifications.

For candidates receiving travel grants the BSRS Secretariat will book air tickets and send the tickets electronically to each participant. The grants will also cover hotel accommodation, including breakfast, and the tuition fee. Internal travel costs in the applicants’ home country will as a rule not be reimbursed. In India, as in Europe, visions of a ‘knowledge society’ have brought science, technology and innovation to the forefront of politics, democracy and public life. As India positions itself in global high-technologymarkets and European governments attempt to tame their sceptical public, ‘knowledge society’ and ‘knowledge economy’ have become buzzwords in public policy.

But...

  • What is a ‘knowledge society’?
  • Whose knowledge counts?
  • What are the drivers of change?
  • What are the contending perspectives?

India and Europe present many parallels in how they engage with the ‘knowledge society’. Following the work of the ‘National Knowledge Commission’ in India and the ‘Taking the Knowledge Society Seriously’ report in Europe, there is much that each can learn from the other. What is common between European and Indian visions of a ‘knowledge society’? Can these form a basis for an alternative visionof the global future to that of a borderless market? ...Or is the underlying picture one of greater conflict and uncertainty?

These are just some of the questions to be discussed in a series of debates across India – in Hyderabad, Bangalore, and Delhi.

Three lead authors of the European report will discuss their findings with Indian academics, policymakers and activists.

The IV International Conference provides a stimulating forum for scholars, academics, practitioners and other stakeholders engaged in public policy. It also offers unique opportunities for networking and sharing knowledge, from different parts of the world. This year's focal themes are:

1) Managing Global Economic Challenges: Policy Responses and Governance Initiatives, and

2) National and International Governance Challenges.

Aside of these focal themes, we also invite papers and proposals for panel sessions from all domains of public policy and management spanning public policy theory, practice, management and teaching of public policy.

Papers should clearly indicate which of the two themes they wish to be considered under. In case authors wish their papers to be considered as a general entry they are requested to indicate this in their abstract. The author(s) of proposed paper which is outside the two focal themes are encouraged to suggest a thematic topic/group for the paper to be placed if accepted.

Conference Themes

(i) Managing Global Economic Challenges: Policy Responses and Governance Initiatives

While globalization has vastly increased possibilities of gains from transactions across and within nations it has also meant that governance has become even more important. A key policy concern is how to make income growth more inclusive in a globalized world particularly for marginalized communities. Other concerns pertain to regulation and developing a uniform set of standards for goods and services, the domains of intervention for government and non-government organizations, and even the very relationship and meaning of nation states in such a globalized world. Papers under this theme could focus on characterizing globalization, drivers of globalization, role of public policy in managing global pressures, and decentralized and centralized structures of governance that make globalization and which seek to provide an enabling environment for society at large.

(ii) National and International Governance Challenges

Electoral competition in states with multi-party electoral systems has inevitably meant that governments are no longer formed by single party majorities but by coalitions of smaller parties. Public policy processes in such settings, ranging from policy formulation, to its very implementation would appear to require compromises that are unintended and in the extreme may dilute the very purpose of the policy itself. Papers on this theme may document the fragmentation of the political mandate, analyze the consequences of such fragmentation, effective governance structures, and study of role of non-government organizations in delivering public policy or even explore legal, fiscal and institutional reforms that could be used to mitigate the consequences of such fractured political mandates.

Innovations for Digital Inclusion is the second in a series of peer-reviewed academic conferences that aims at increasing the dialogue between experts working on the standardization of information and communications technologies (ICT) and academia. By viewing technologies through a “Kaleidoscope”, these forward looking events will also seek to identify new topics for standardization.

Kaleidoscope-2009 will analyze technologies, services and applications five years and beyond that will capitalize on NGN infrastructure and promote digital inclusion. The event will cover multidisciplinary aspects, including regulatory and societal challenges as well as analysis of standardization needed.

Innovative technologies will help bring the benefits of ICTs to all segments of the population, in particular those in underserved communities and developing countries. The event seeks to promote research that supports innovation in ICTs toward universal, sustainable, ubiquitous and affordable access by all.

The World Summit on the Information Society (WSIS), Geneva 2003 – Tunis 2005, advocated turning the digital divide into a digital opportunity. In accordance with WSIS declarations and ITU’s commitment to connect the world, the Standardization Sector of ITU (ITU-T) is calling for original academic papers offering innovative approaches addressing digital inclusion. A prize fund totalling $10,000 will be awarded for the three best papers.

Dissertation Workshop on Social Capital and Civic Engagement in Asia

Workshop Statement

This dissertation workshop seeks to engage scholars whose work explores the impacts of collective action and social capital, and its various component parts (trust, norms, networks and associations) in diverse parts of Asia, where the nature of state, civil society and alternate civilities is changing rapidly. Our premise is that the “productivity” of civic engagement in terms of enhancing the economic and political vitality of local communities depends, to a large extent, on the responsiveness of the local government and the nature of civil society/alternate civilities in the region under examination. As such, empirical research that seeks to discover and document how social capital and civic engagement interact with other aspects of social and political life to enhance, or perhaps diminish, well-being is important to both intellectual and policy debates taking place across a variety of academic disciplines. Further, researchers who focus on Asia are well positioned to contribute to theoretical debates about the relative usefulness of the concept of “social capital” and associated terms such as social cohesion, cooperation, public participation, empowerment, and community as ways of apprehending the complex dynamics of Asian settings. The workshop thus seeks to bring empirical research and re-theorizations from Asia into a productive dialogue.

Eligibility and Arrangements

The workshop is intended for doctoral students whose dissertation projects concern the role of civic engagement and social capital, in its many variations, in fostering dynamic change in any part of contemporary Asia. The purpose of the workshop is to encourage and assist doctoral students who are just beginning work on these issues, as well as those who are farther along in their projects. The workshop will involve intensive discussion of the individual projects and also the larger theoretical and methodological issues that they raise. Possibilities for continuing associations among interested students and faculty will be explored. Applicants must be enrolled in a full-time doctoral program. They must have drafted a dissertation research proposal, even though it may not yet be approved by their committees. They must be prepared to engage in some work prior to the meeting, namely reading and commenting on the proposals of other participants to establish a basis for productive exchange at the event.

The workshop will take place over three days on the campus of the University of Toronto. It will include twelve students and four faculty members from a variety of disciplines and interdisciplinary fields. The Asian Institute at the University of Toronto will cover the costs of work, meals, and accommodation. Travel will be subsidized up to a maximum of CDN$600 per participant.

Applications consist of two items: 1) a current curriculum vitae and 2) an 8 to 10 page double spaced dissertation proposal. Alternatively, if the work is well underway, an 8 to 10 page double spaced description of the specific issues being addressed, the intellectual approach, and the materials being studied. Workshop participants will be selected on the content of the submitted projects, the potential for useful exchanges among them, and the benefits of including a wide range of disciplinary and interdisciplinary approaches and intellectual traditions. Erasmus Mundus External Cooperation Window Lot 15 (EMECW15)


Study or Work in Europe – Hundreds of Scholarships Available for Indian Nationals

The Erasmus Mundus External Cooperation Window Lot 15 (EMECW15) offers 301 scholarships available to Indian nationals wishing to participate in an institutional mobility scheme funded by the European Commission. Candidates will have the opportunity to study, teach or work in one of twelve prestigious European Universities who participate in the programme. The duration of the scholarship (from 1 to 34 months) varies according to the type of position applied for.

All costs are covered: Through EMECW15, successful applicants (undergraduate, graduate, doctoral and post-doctoral students and academic staff) will be awarded a scholarship which will cover travel, insurance, possible tuition, living expenses and housing. The Erasmus Mundus External Cooperation Window Lot 15 (EMECW15) for India is designed to fund higher education student and teaching staff mobility activities between 12 European universities and 8 Indian universities. Also eligible for scholarship are other Indian nationals. The EMECW15 scheme is part of the
EMECW, a project funded by the European Union to increase cooperation and exchange between Europe and other parts of the world.

Project Objectives: the project aims at better understanding between European Union and India, as well as mutual enrichment. The universities in this consortium will strive to achieve this goal. The cooperation instrument is guided by the DCI regulations, the Development Millennium Goals, and regional needs expressed by the Government of India. The objectives include a mission to create a partnership for research and development that will strengthen ties between India and the EU. Topics that will be included in the education and research collaboration are agriculture, food processing, climate change, energy, environment, ICT, biotechnology and nanotechnology. particular stress has been given to these subjects because of the inequalities in India's development and the pressing needs to address issues such as malnutrition, health, medicine, urban and rural livelihood and so on. These all reflect the regional needs of India. It is with this background in mind that the consortium was formed and its members selected. The aim is to strengthen academic cooperation between India and Europe at the academic level, and eventually in areas such as
trade, politics, and international organisations.

GLOBELICS (Global Network for Economics of Learning, Innovation, and Competence Building Systems) is an international network of scholars who apply the concept of "learning, innovation, and competence building system" (LICS) as their framework and are dedicated to the strengthening of LICS in developing countries, emerging economies and societies in transition. The research aims at locating unique systemic features as well as generic good practices to enlighten policy making relating to innovation, competence building, international competitiveness, regional development, labor market and human capital development. In an increasingly global and knowledge-based competition, management strategies need to be based upon an understanding of these framework conditions and the public policies which seek to regulate the environment.

GLOBELICS has regional chapters in Asia, Africa and Latin America. Apart from providing training for PhD scholars through the Academy at Lisbon and Tampere GLOBELICS organizes annual conferences. Until now six such conferences have been organized. The first GLOBELICS conference was held in 2003, at Rio de Janeiro, Brazil, it was followed by the second conference at Beijing, China (2004), the third conference at Tshwane (Pretoria), South Africa (2005), the fourth in Trivandrum, India (2006), the fifth in Saratov, Russia (2007) and the sixth in Mexico City (2008). All six conferences were attended by leading scholars in the field from the developed and developing worlds.

For the seventh conference to be held in Dakar (Senegal), papers that contribute to the understanding of the role of technology and innovation in achieving sustainable growth and development in the broadest sense of the term are invited. Apart from many of the LICS traditional topics, papers with a focus on African issues and in particular on the role and contribution of education, human capital and health on development, inequality patterns, entrepreneurship and new forms such as micro-finance and micro-insurance of financial innovation and inclusion, agriculture and fishing and sustainable development, etc.

The conference will be organized around a number of themes on the following broad issues:

  • Innovation, education, health, inequality and development
  • Population dynamics, gender equity, migration and development
  • Agriculture, fishing, biofuel, energy systems, water supply, transport, tourism and sustainable development
  • Innovation and entrepreneurship: indigenous knowledge systems and traditional sectors (e.g. agriculture, handcraft, fashion, clothing, music, eco-tourism, etc.)
  • The role of new ‘horizontal technologies' (ICTs and biotechnologies) and local competitiveness; factors of attractiveness and embeddedness of MNCs in local/regional/national systems

Spanning three days, the conference will include a variety of sessions: plenary, invited parallel, panel; and special sessions on contributions to innovation activities in the cultural sector (fashion, clothing, music, etc.) and African entrepreneurship.

Acceptance of participation will be based on full papers only (at least a first draft). PhD students’ paper competition: Ph.D. students currently in programs of developing countries may enter the PhD students' paper competition. Winners will receive free accommodation and travel support, a small grant to support their research and a diploma.

All participants with accepted papers will be provided local hospitality for three days (October 6-8, 2009). Participants from developing countries with accepted papers will also be provided some travel support. The Globelics Board will be mobilizing resources for providing such travel support. Asialics International Conference seeks to explore is how innovation systems in Asia are linked to global innovation networks on the one hand, and how emerging interactions within and among innovation systems are shaping their performance on the other hand. The promotion of interactions among innovators – through university-industry linkages, global production chains, or in innovative clusters – is becoming a key priority for innovation policies. One area of particular interest is the interactions between research and technology organizations (RTO) and other innovation actors such as universities and industry. A special session will be arranged by JIIP to provide comparative perspectives from Asia and Europe.

Paper Submission, Review and Acceptance

  • Significant and original (unpublished) submissions are solicited. People submitting abstracts will be able to do a presentation of paper after peer review process of the abstracts. Full papers should not exceed 8,000 words and include an abstract of 100-150 words.
  • Full paper submission guidelines: Only novel research is eligible for presentation. Further, only previously unpublished work will be eligible for possible inclusion either in an edited book or a journal special issue. Please write your text in good English (American or British usage is accepted, but not a mixture of these). On the first page of your paper, you must indicate which of the conference sub-themes your paper falls into (see home page for list of sub-themes). Additionally, the paper title, author's name, affiliation, full postal address, as well as email address should appear on the first page. A concise and factual abstract, able to stand alone from the paper, is required (maximum length 150 words). The abstract should state briefly the purpose of the research, the principal results and major conclusions. References in the abstract should be avoided, but if essential, they must be cited in full, without reference to the reference list. All text in the manuscript should be in double-spaced typing. Ample margins should be left on both sides of the page. Each page of the typescript should be numbered. Footnotes should be numbered consecutively and placed together in single-spacing at the bottom of the relevant page.
  • Accepted papers will be included in a conference CD and selected papers will be published in a book or Asian Journal of Technology Innovation after a peer review process.
  • The deadline for abstract submission is 1 March 2009.

Call for Papers: 12th International Conference on Scientometrics and Informetrics (ISSI 2009)


Rio de Janeiro, Brazil; 14-17 July 2009

The 12th ISSI Conference – ISSI 2009 - will be organized by BIREME/PAHO/WHO (Latin American and Caribbean Center on Health Sciences Information of the Pan American Health Organization/World Health Organization) and co-organized by a list of partner public and private organizations, under the auspices of the International Society for Scientometrics and Informetrics (ISSI), in July 2009, in Rio de Janeiro, Brazil.

Objectives

The ISSI 2009 Conference will provide an international open forum for scientists, research managers and authorities, information and communication related professionals to debate the current status and advancements of Scientometrics theory and applications, with emphasis on the progress of scientometrics and science in developing countries.
The conference will bring a key contribution to the socialization of scientometrics in developing countries, particularly within LA&C (Latin America and Caribbean) scientific related community and it will contribute to promote international collaboration.

Target audience

ISSI 2009 is aimed at a broad multidisciplinary audience. It includes researchers, policy-makers, educators, librarians, information science professionals, and students interested in the dynamics of research productivity, scholarly communication networks, information retrieval and evaluation.

Scope

The biannual ISSI conference is the premier international venue for research within the areas of informetrics, scientometrics and bibliometrics. The purpose of the ISSI 2009 conference is to bring together scientists, research managers and authorities, as well as information and communication related professionals in an open international forum to discuss advancements of theory and applications in the field, and to shape future research directions through the publication of high quality applied and theoretical research findings. ISSI 2009 also includes satellite workshops and a Doctoral Forum. ISSI 2009 is organised under the auspices of ISSI - the International Society for Informetrics and Scientometrics (

Submission of Papers

At ISSI 2009 three types of submissions are accepted: Full papers (FP), Research in progress papers (RP) and poster papers. The category 'research in progress paper' is meant to enable participants to present ongoing research, and particularly their most recent work that is not yet fully completed at the time papers are to be submitted. A research in progress paper is shorter than a full paper (see below). The authors should clearly outline the central objective or hypothesis of the research, and present preliminary or intermediate results. If the intention is to present the most recent findings (not yet available at the submission date) at the conference, the potential significance of the findings should clearly be indicated. Authors are requested to submit their contributions using the ISSI 2009 electronic submission form.

To prepare your FP, RP and/or Poster paper, you must use and conform to the ISSI 2009 paper template.

IMPORTANT NOTE: Failure to conform templates will lead to paper rejection from the Proceedings and Conference. The working language of the conference is English.
