CfPs: Conference on Policy Processes in the Global South | 6-8 December, IIT Bombay

Policy Processes in the Global South

The 5th India Public Policy Network Conference will be held in person from 6-8 December 2024 at the Ashank Desai Centre for Policy Studies, Indian Institute of Technology Bombay (IIT Bombay). The theme for this edition is Policy Processes in the Global South.

Public Policy research and writing in the Global South is growing rapidly. Innovative theoretical and empirical approaches are being used to investigate the policy process, with significant efforts focused on exploring its boundaries and the interdisciplinary nature of this field. Given this context, it is imperative to ask what the boundaries of a policy process are. Where does this process begin? Who are the actors and institutions involved, and how are these changing? What are the forms of contestation, knowledge networks, social and technical relations, and power relations that shape policy processes, policy agendas, and policy delivery? How can we rethink policy evaluation? How is public policy evolving as a discipline in the Global South? Additionally, what are the pertinent critiques of extant categories, frames, and methods, including "Global South"? What are the pedagogical practices and challenges of this? Importantly, what methodological shifts in the discipline are necessary in order to better decipher policy processes in the Global South? Beyond this, is there a need to expand theories and policy vocabularies?

In addition to these questions, we invite panels that cover but are not limited to, the following themes. These themes are indicative but by no means exhaustive. We invite researchers to present their work or curate panels on various sectoral and thematic issues that are pertinent to research in the Global South, given that these have consequences for Public Policy and are also impacted by the policy landscape in which they are situated.

Those interested in presenting a paper at the 5th India Public Policy Network Conference are invited to submit their abstracts through the submission form below. Please indicate the theme under which you would like to submit an abstract in the form and the panel to be considered under. Abstracts should not be more than 300 words. The deadline for submission is 23:55 IST on June 30, 2024.

Papers can be co-authored. However, since the Conference will be held in person, at least one presenter must attend the Conference. There will be no provisions for online/ hybrid presentations.

Selected abstracts will be required to submit extended abstracts prior to the Conference. Please refer to the timeline below for Conference dates and milestones.

Call for Papers & Research Proposals 
Indian growth story is world-wide discussed and is being recognized as a 'bright spot' in the world economy and a key contributor to global growth in coming years. However, there are grand challenges India must overcome to transition from a low middle income country to an advanced economy. Innovation and technological progress have played a significant role in this transition of the various industrial advanced and newly industrialized economies of the world. Increasing realizations over perspectives and role of innovations – including but beyond the technological – in impacting economies and societies at the macro, policies to address broad issues on innovation, aspects of local and sub-national dynamics are yet to receive due attention, especially in the absence of comprehensive statistics on innovation and related dimensions. Further, innovation potential of subsectors, regions, and resources (both physical and knowledge-based) has been poorly articulated as we have limited understanding of interrelationships between diverse stakeholders of science, social-economy and democracy. A common concern is 'over innovative governance' of access and use of resources (particularly, natural) to ensure broad basing of sustainable production, consumption and conservation. It also calls for looking more closely at the various successful initiatives that have led to emergence of new models and actors such as innovation clusters, TBIs, Startups and whether they have been able to bring a more inclusive governance framework.
IndiaLICS is the India chapter of Globelics, an international network of scholars who apply the concept of Learning, Innovation and Competence building System (LICS) as a framework for promoting inclusive and sustainable development in developing countries, emerging economies, and societies in transition. IndiaLICS engages in and pro-actively promotes domestic and global exchange of scholarship in innovation systems and the translation of innovation to development outcomes. It organizes seminars/conferences and undertakes capacity building activities as well as research with academics, policy makers, entrepreneurs and workers. The Conference aims to be multidisciplinary in its approach by including scholars, practitioners, policy makers and development/civil society organizations. It would also showcase startups across various sectors and regions including from the rural economy. The participants are encouraged to search for financial support from their own institutional or other funding agencies.

The School of Humanities and Social Sciences (SHSS), Indian Institute of Technology Indore (IITI) is organizing a short-term Advanced Econometrics Workshop from July 1-5, 2024. In this rigorous five-day workshop, participants will explore advanced econometrics methods through hands-on activities. Attendees will gain a comprehensive understanding of several advanced methods like regression with causal inferences, endogeneity, instrumental variables, self-selection bias, difference in difference.  

 

Prof. Kausik Chaudhuri, Chair Professor of Applied Econometrics at Leeds University Business School in the University of Leeds, UK will be the resource person for this workshop.

10th World Water Forum: UNESCO mobilizes the international community for sustainable water management
 
Paris, 17 May 2024 – UNESCO will promote international cooperation and innovative solutions to tackle the pressing global water challenges at the 10th World Water Forum from May 18-24 in Bali, Indonesia. The 2024 edition, held under the theme "Water for Shared Prosperity", will bring together policymakers, scientists, and stakeholders from around the world and result in a joint global commitment to water availability and water cooperation. 
 

This year's World Water Forum, co-led by UNESCO, will emphasize the critical links between water management and climate disruption, highlighting how enhanced cooperation and better data collection can steer the world toward water security and resilience. UNESCO will be championing three core objectives: enhancing cooperation on water, improving knowledge and data collection, increasing education and awareness on water-related issues.

 
"As we face increasing water scarcity and climate variability, it's imperative that we increase international cooperation to sustainably measure and manage water resources together and train and empower a new generation of water professionals," said Audrey Azoulay, Director-General of UNESCO
 

Increasing cooperation on transboundary water 

From rivers and lakes to transboundary aquifers, states urgently need to collaborate and cooperate in managing the shared water resources that flow freely across their national borders.

The first step often lies in identifying shared water sources. As the leading organization for monitoring transboundary aquifers, UNESCO has helped to identify transboundary systems across 153 countries, including 468 aquifers and 286 rivers and lakes. 

UNESCO's decade-long Governance of Groundwater Resources in Transboundary Aquifers project (GGRETA) has provided assessment, governance and policy aspects of transboundary aquifers across three continents, in addition to other localized programmes in West-Africa, the Mediterranean, the Balkans and South America.

A shared water framework can be a major catalyst for collective development, however, only a minority of riparian countries have transboundary agreements in place. A best practice case lies in the Senegal River Basin where the Manantali Dam, while physically located in Mali, is collectively owned and managed by Senegal River Basin Development Authority which contributes to the energy sector of the countries of the basin (Guinea, Mali, Mauritania and Senegal), producing electricity at lower cost and from a clean source. 

Improving knowledge and data collection on water

Since the 1980s, data collection on water has worsened and there is an urgent need to harness technological advances to improve it. 

UNESCO plays a vital role in harmonizing and making water data and knowledge available through its Water Information Network System, a database of global and local water information which allows stakeholders to make informed decisions. Complementary to this, UNESCO's Open Learning Platform helps users develop skills they need to turn this raw data into actionable insights.

As water and climate are intrinsically and increasingly linked, UNESCO has developed the Climate Risk Informed Decision Analysis (CRIDA) methodology to manage water resources in water-stressed areas by using a participatory, bottom-up approach that efficiently identifies hydro-climatic vulnerabilities. Flood and Drought Early Warning Systems have been implemented in Africa.

In addition to data coming from advanced technologies such as satellite surveillance, UNESCO calls for governments to invest more in training local communities to provide ground-truth data to complement, confirm and calibrate these measurements. 

Systemic inefficiencies must also be addressed: today it is estimated that 5%-50% of water never reaches its destination due to leaky pipes and faulty systems. Improving the identification and resolution of these leaks represents a major opportunity to reduce water scarcity worldwide. 

Increase awareness and understanding of water issues

Training a new generation of water professionals who can advise governments to implement water policies that take into account economic, social, political, health and agricultural impacts, will be key to combat water scarcity in the future. 

Each year, UNESCO and its partners trains around 20,000 people through a network of 29 Category-2 research centers, 84 UNESCO university chairs and national committees. This network improves and reinforces the knowledge exchange between countries and provides courses, training and activities on specific water issues.

UNESCO also works to increase water education for the general public, and especially children and youth. UNESCO's awareness campaigns, including through the Global Network of Water Museums comprised of 89 institutions across 38 countries educate 10 million visitors per year on topics ranging from water science to water usage in daily life.

UNESCO also calls for a more inclusive approach to addressing water issues: ancestral knowledge and know-how related to water hold many solutions for sustainably managing this resource. UNESCO's LINKS programme is working to support indigenous peoples in sharing their approaches and methods of water management, governance and rights issues.

Five exceptional researchers win L'Oréal-UNESCO 
For Women in Science International Awards 2024
 
Paris, 14 May – UNESCO and the Fondation L'Oréal are proud to reveal the names of the five laureates of the 2024 L'Oréal-UNESCO For Women in Science International Awards. On 28 May, at UNESCO's headquarters in Paris, these researchers will be honoured for their pioneering research in life and environmental sciences, particularly this year for their major contribution to tackling global public health challenges ranging from cancer to infectious diseases such as malaria and polio and chronic illnesses such as obesity, diabetes and epilepsy.
 

Every year, the L'Oréal-UNESCO For Women in Science International Awards honour an exceptional woman from each of the five broad regions: Africa and the Arab States; Asia and the Pacific; Europe; Latin America and the Caribbean; and North America.

The laureates of this 26th edition have been selected from among 350 candidates worldwide by an independent international jury chaired by Professor Brigitte L. Kieffer, Research Director at the Inserm Research Institute, member of the French Academy of Sciences and past laureate of L'Oréal-UNESCO For Women in Science International Awards. 

Through the excellence of their work, these laureates demonstrate that science needs women now more than ever, for example to meet major public health challenges, at a time when cases of cancer could increase by 77% by 2050, obesity affects 1 in 8 people worldwide, and there are still more than 249 million cases of malaria infection.

LAUREATE FOR AFRICA AND THE ARAB STATES

Professor Rose Leke - Immunology

Former Head of the Department of Infectious Diseases and Immunology, Faculty of Medicine and Biomedical Sciences, and Former Director of the Biotechnology Centre, University of Yaoundé 1, Cameroon

She is rewarded for her dedicated leadership, outstanding research and pioneering efforts to improve outcomes in pregnancy-associated malaria, support the eradication of polio and improve immunization in Africa, as well as for her efforts to improve the career path of young scientists. Dr Leke's national, regional, and global influence has had a profound impact on public health in her native Cameroon and across Africa. Her achievements position her as a role model, leading educator and advocate for young female scientists.  

LAUREATE FOR LATIN AMERICA AND THE CARIBBEAN

Professor Alicia Kowaltowski – Biochemistry

Professor of Biochemistry, University of São Paulo, Brazil

She is rewarded for her fundamental contribution to the biology of mitochondria, which are "the cell's main energy source, acting as their batteries". Her work has been critical for our understanding of the implication of energy metabolism in chronic diseases, including obesity and diabetes, as well as in ageing. Her outstanding contribution as an investigator and mentor, as well as her advocacy for science in Latin America and its dissemination to the public, are an inspiration for young scientists.

LAUREATE FOR NORTH AMERICA 

Professor Nada Jabado - Human genetics

Professor, Departments of Pediatrics and Human Genetics, Canada Research Chair Tier 1 in Pediatric Oncology, McGill University, Canada

She is rewarded for revolutionizing our comprehension of the genetic defects responsible for aggressive pediatric brain tumours. Her seminal discovery of the first-ever histone mutations in human disease, referred to as oncohistones, has sparked a fundamental change in the cancer research sphere. Through her innovative research and effective leadership in establishing a global collaborative network, she has reshaped the medical approach to pediatric cancer, advancing both diagnostic capabilities and clinical treatments for young patients.

LAUREATE FOR ASIA AND THE PACIFIC

Professor Nieng Yan - Structural biology

University Professor, School of Life Sciences, Tsinghua University; Founding President of Shenzhen Medical Academy of Research and Translation; Director of Shenzhen Bay Laboratory, China

She is rewarded for discovering the atomic structure of multiple membrane proteins that mediate the traffic of ions and sugars across the cell membrane, revealing principles that govern cross-membrane transport. Her exceptional research has informed multiple disorders such as epilepsy and arrhythmia and guided the treatment of pain syndrome. As a leading authority in her field, Dr Yan inspires female scientists globally and is a strong advocate for gender equality in research and science education.

LAUREATE FOR EUROPE 

Professor Geneviève Almouzni - Molecular biology

Director of Research from The National Centre for Scientific Research (CNRS) at the Curie Institute, France

She is rewarded for her seminal contributions to understanding how DNA is packaged with proteins inside the cell nucleus. Her pioneering work in epigenetics has furthered our understanding of how cell identity is determined during normal development and disrupted by cancer. Her extraordinary successes in advancing research, training the next generation of scientists and promoting women in science are inspirational.

Today, women still only account for one in three researchers globally (33%) according to UNESCO data. Furthermore, the glass ceiling remains a reality – in Europe only a quarter of scientific leadership roles are currently held by women. Since the creation of the Nobel Prizes for science in 1901, there have been only 25 female laureates.

For 26 years, UNESCO and the Fondation L'Oréal have worked together to promote gender equality in science through the For Women in Science International Awards and the Young Talents Programmes covering more than 140 countries, shining the spotlight on female scientists and contributing to breaking the glass ceiling in science. An sign of this is the remarkable increase (+150%) in the proportion of female laureates of the Nobel Prizes for science since 1998, compared to the previous period.

 

Since its creation, the L'Oréal–UNESCO For Women in Science programme

has honoured more than 4 400 women for the excellence of their research, including 132 laureates of the International Awards and more than 4 000 young female researchers.

Among the laureates, 7 have received a Nobel Prize in science.

 

Lidia Brito, Assistant Director-General for Natural Sciences at UNESCO, said: 

"Empowering women in science is a question of equity and pragmatism. Women make up half of the population and it will take all of human ingenuity to tackle the daunting challenges we face, be it environmental degradation, climate and biodiversity disruption, pandemics, the technological divide or persistent poverty. It is encouraging to see a growing number of women among Nobel Prizes in science.  Since 1901, 25 women have received this distinction, among them 15 since the creation of the L'Oréal-UNESCO For Women in Science programme in 1998. Six out of these 15 women had previously been recipients of the L'Oréal-UNESCO For Women in Science International Awards before being awarded the Nobel Prize."

The research completed by the five laureates of the 2024 International Awards delivers significant advances for the health of humanity and encourages us to continue the fight."

The Women and Climate programme of the Fondation L'Oréal supports, in particular, women who are developing climate action projects addressing the urgent climate crisis and raises awareness of the importance of gender-sensitive climate solutions.
