Abstract: Time is the only physical parameter which tells us about the origin and existence of nature. We cannot measure the start and end points of time, but we can measure the time interval with greatest accuracy out of the seven fundamental physical quantities. Various real-life applications and strategic applications require accurate time synchronisation starting from milliseconds to nanoseconds. In the present digital world accurate time stamping of data traffic is very important from tracing a communication to reconstructing the crashed stock market. Bombay Stock Exchange (BSE) is the fastest stock exchange in the world with 6 µs latency. It means it can execute more than 1.5 Lakh orders in a second. Time stamping is the only parameter to decide the sequence of the events for fair and transparent trading. In telecommunication systems the complete network should not exceed a time error budget of 1.1 µs to establish a call between the two subscribers. If two networks use two different time sources as their references, there will be call drops which lead to penalties by TRAI. Similarly, there is a requirement of 1 µs accuracy in isolating the faulty power transmission lines and thus protecting the complete electric substations. The most critical application of time is in positioning and Navigation where 1 ms error in the time shows a wrong position of approximately 300 km. Systems operated based on such Navigation systems (GPS) like a missile carrying a payload or for a ship travelling in sea this is a huge loss. In the present talk "Indian Standard Time (IST) and its application for safe digital India" we discuss the timing requirements in various cyber physical systems like power grid, telecom networks, Cyber security & navigation. The effect of a non-synchronised nation on its economic growth & digital governance. GoI initiatives to synchronise the complete nation with one reference time i.e., IST.
About the Speaker: Dr. Vattikonda Bharath presently working as a scientist in Indian Standard Time Division of CSIR – National Physical Laboratory, New Delhi. He completed his Electrical & Electronics Engineering, from JNTU Anantapur, Andhra Pradesh. Master's degree from CSIR-NPL in "Advanced Material Physics & Engineering" from AcSIR, New Delhi. He completed his PhD in Development of Cesium atomic fountain clock, which is the primary frequency standard of India Standard Time (IST) from AcSIR, New Delhi. His present area of work is "Time & Frequency transfer through satellites". He is the nodal person for providing time traceability at ±1ns to ISRO for Indian Regional Navigation Satellite Systems (IRNSS) to two centres located at Bangalore and Lucknow 24X7. One of the five Nodal members of the National Mega Project "Setting up of secondary time scales across 5 cities in India '' for the Ministry of Consumer affairs and in charge of the time scale lab at Ahmedabad. Nodal person to synchronise IST with International Time Reference (i.e., UTC) and other countries via Geo-Satellites.

Journal of Scientific Temper releases Special Issue on RISFreM 2022

As part of Azadi Ka Amrit Mahotsav, Jawaharlal Nehru University organised an international conference on the "Role of Indian Science in Freedom Movement (RISFreM 2022)" in collaboration with Vijnana Bharati, CSIR-NIScPR (CSIR-National Institute of Science Communication and Policy Research), New Delhi, and Vigyan Prasar on 28 February 2022 and 1 March 2022. Though Indian scientists faced several hurdles, they managed to maintain a subtle edge over the British and build ties with scientists abroad to develop science and technology. Their scientific temperament helped them to pave the path for themselves. The purpose of the conference was to raise awareness and generate scholarly evidence regarding Indians' contributions to science cultivation, scientific societies, institutions, industries, and in fighting British colonialism. During the conference, authors presented the papers pertaining to the theme of the conference, out of which a few selected papers are being presented in the Journal of Scientific Temper. Hope, the special issue will encourage the scholars and readers as well.

The discussion will focus on the Post Space reforms announced by the Government of India and the vital role of industry and academia. In order to enable them, what are the policies, frameworks, rules and guidelines required to be formulated including incentives; and the single window regulations and approvals which will be enabled for ease of doing businesses. While ISRO will act as a facilitator or technology provider for the early startups; these startups will require directions for sustainable business. After unlocking the space sector, ISRO acts as a facilitator to many non-governmental enterprises in scaling up the opportunities and contributing to the economy and technological development of the country. Since its inception in 1961 with Dr. Vikram Sarabhai as Chairman of the Indian National Committee on Space Research, the Indian space programme has grown in leaps and bounds. On 21st November 1963, the first Nike-Apache rocket was successfully launched and this marked the beginning of India's journey into space. The exhibition highlights this journey of over six decades starting from the nascent years under Dr. Sarabhai; to the development of indigenous capabilities for designing and building launch vehicles and satellites; research in Cryogenic; radar imaging; cartography; oceanography and weather-related areas; and to the continuing journey that has transformed the country into a technology driven one

The Indian Space Research Organisation (ISRO) presents a display of text and photographic panels that tell the story of India's space programme along with scale models of rockets, launch vehicles and satellite models.

Background
Urban health is about the health of people in cities and the healthy design and functioning of urban environments connected to their rural hinterlands by a web of exchange networks facilitating flows of data, energy and resources in multiple complex systems spanning around the entire globe. Most of the global human population lives in cities and their impact on the environment and climate is enormous. However, cities are also the places for creativity and innovation which are needed to find solutions to multiple global crises and to transform social, ecological and technological systems so that improving human wellbeing is not achieved at the expense of planetary health. Ecological Civilization is about the relationship between socio-cultural and ecological systems, whereas the term 'civilization' also refers to society's institutions which define that relationship. The general idea is harmony between humans and nature. That relationship can be considered "healthy" when it is mutually supportive. The health focus implies a need for systemic interconnectivity. Linking rural and urban systems and rural revitalization, but also linking science to practice, applying deliberative and intelligent governance in systems which link data-knowledge and action seems to be essential for a resilient and responsive design of urban environments. In a "big world on a small planet", where complexity, uncertainty and systemic risks are increasing, people need to rethink fundamental values, transform operational and governance modes and also change ways of measuring progress. The 1st international UHWB summer school brings together international thought leaders to present ideas, concepts and cases and to discuss how healthy urban environments can shape ecological civilization. The lectures aim at connecting the two concepts of urban health and ecological civilization and to deliberate on the question "which role urban and rural civilizations alike can play in safeguarding the health of people, cities and the environment."  Members of the UHWB programme's scientific committee and its global network partners will give lectures and engage in a dialogue with participants, to address that question. The application of scientific knowledge to the creation of tools for the purpose of resolving particular issues can be defined as a technology. But technology, it is not value-neutral and it is linked with social change and can alter cultural settings. Sociologist W.F. Ogburn's theory of social change suggested four stages of technical development, which included; Invention, Accumulation, Diffusion and Adjustment are major causes of social transformation. The use of technology not only influences appliances or computers but also traditional practices like agriculture, fishery, animal husbandry and many more. No doubt the rapid proliferation of social media and ICT tools has solved complex problems of transportation, communication and self-education. However, it has also influenced an individual's lifeworld, the formation of human-to-human and human-to-machine relationships. The process of tribal empowerment can be understood as capacity building to make decisions for their socio-economic and cultural development. The government of India has been aiding multiple schemes to improve the living conditions of Scheduled Tribes and foster their growth backed by sustainable Science and Technology (S&T) activities/applications. Multiple programs and research projects to promote traditional skills, building on local innovation and knowledge systems has been promoted. This conference is a deliberate attempt to draw attention to the changes that have been brought into the Tribal way of life through modern technology. Whether it strengthened the idea of 'lok' (organic lifestyle of people residing at a place) or altered it. It will try to discuss whether technology has added modernity into traditional ways of life or the modernity has replaced traditional patterns of life causing new problems in the areas of health or farming. Under the aegis of Azadi Ka Amrut Mahotsav, the conference will further discuss the role of technology in bridging digital divide in scheduled tribes of India, thus making India digitally inclusive in its entirety.

Surely, technology has intervened in all of the above subjects. Present need of the hour is a scholarly activity to assess the impact of technology on tribal way of life to evaluate policies and programmes of government. The conference will analyse to what extent, penetration of technologies has been done in the tribal life world and what impact it has created upon them. This critical study will reflect upon the various schemes undertaken by governments and how it has supported the development of tribals and the inclusivity technology has brought in to bridge the digital divide.
  • How will the Activity help in the Promotion of Science and Culture? The scholarly deliberation on the issue of Tribal Empowerment through technology will help us to understand the role of Science for integration and upliftment in the Tribal society. The sub-themes of the conference will reflect upon the multiple aspects of development associated with scheduled tribes in India. And it will show how the technology is perceived and what better steps could be taken by science in favor of the Tribes of India.

The objectives of this Conference are to expand the legacy and contribution of Acharya Prafulla Chandra Ray in Society with an aim to increase general awareness and background of ancient chemistry along with its importance. It is fortuitous that the Ministry of Education, Government of India is updating the education system from the traditional concept of the 80's to align with the aspirational goals of 21st century education including SDG4, while building upon India's traditions and value systems."

Abstract: As Earth's population continues to grow, remote sensing data offer a view from space of human behaviours, whether from changing the landscape through the geographical distribution of population and economic activity, deforestation and urbanization, the extent of physical as well as financial infrastructure development or modifying air quality through increases in pollutants. Remote sensing of night-time light emissions offers a unique perspective for investigations into some of these human behaviours. Night-light data are basically the visible lights emanating from the earth captured by satellites from outer space. The satellite image, which provides the brightness of the earth during the night, is now used by many economists/policymakers around the world to study economic activities; since such data by the statistics divisions often come with a lag. Several studies found that 'Night-time luminosity' can shed light on economic growth by analysing the causality and correlation with important economic activity and socio-economic indicators. Data on 'night-time luminosity' gathered by satellites potentially be a useful high-frequency indicator of economic activity in India and this data has the advantage of being highly granular and is also available much faster than the lagged indicators. Since this data is available in time series it can track both trend and seasonal variations in the economy. Night-light data can be a useful source of information for valuable macroeconomic analysis and research in India. Primary objective of this exercise is to study the association between night-time lights and socio-economic development in India at the State, sub-state, and district levels to help economic policy planning.

About the Speaker: Sambuddha has more than 13 years of experience in Research and Data Analytics with the application of various Statistical Methods, Econometrics Modelling, Data Science Techniques like Machine Learning and Deep Learning algorithms, Artificial Intelligence driven Modelling to develop Descriptive, Predictive, and Prescriptive analysis for incorporation into strategic decision-making both in Private and Public sectors. He has several publications to his credit which include books, book chapters, peer reviewed national and international journal articles and international major project reports in the areas of structural transformation, productivity growth, food and nutrition security, agriculture, fourth industrial revolution, poverty, health, global public goods, public policy, external assistance/ development aid and partnerships. Prior to joining, he served as Senior Manager (Data Science and Analytics) at Genpact and Data Scientist Consultant at American Express (through DAASLabs). He also served as Consultant at the Agricultural Development Economics Division (FAO Statistics Division) on Measuring Food and Nutrition Security of the Food Security Information Network (FSIN) of FAO, WFP, IFPRI; and Consultant at World Bank on the National Agricultural Higher Education Project (NAHEP) in India. Recently he co-authored a Book "Food for All: International Organizations and the Transformation of Agriculture", Oxford, UK. He completed M.A. in Economics (Delhi School of Economics, Delhi); and B.A. in Economics (Jadavpur University, West Bengal).

Dear colleagues,

We have an exciting programme that will allow delegates to reflect upon and celebrate our accomplishments, renew friendships, extend their networks, and jointly explore current and future directions. The IFLA Congress is where people come together to be inspired and energised by their colleagues, and the stories we collect are absolutely going to be worth remembering and sharing.

After a two years absence, I am enthusiastic about the opportunities to finally see many of you again in Dublin in two weeks from now. The congress provides a space to discuss, in person, items that are not always easy to be discussed online. The congress shall give us the opportunity to discover and imagine the next chapter in our Federation's story.

As you've started to prepare your agendas for the Congress, I'd like to share couple of thoughts:

1) A great strength of WLIC is the possibility to learn things you didn't expect to learn — to expand your experience and internationalise your professional practice.

2) Include something in your planning that you wouldn't normally engage with and discover the full richness of the library field.

To put a conference of this magnitude together is no small task. It takes teamwork, including from all the members of all IFLA's committees and the Professional and Regional Councils, working together with the IFLA HQ team, the Irish National Committee and our professional conference organiser, K.I.T. — I thank them all. IFLA is particularly appreciative of the sponsoring organisations and exhibitors for their generous financial support and attendance in Dublin. Finally: I would like to thank – in anticipation – all of you for your contributions which I am convinced will make this a hugely successful World Library and Information Congress.

Libraries are used to operating within well-established boundaries of authority and trust. But the imperatives of the 21st century — including the climate emergency, conflict, and rapid technological and social change are acting like a truth serum, or X-ray, on our profession, revealing gaps and flaws in the conceptual foundations of our work.

In this provocative and inspiring keynote, cultural strategist and digital pioneer Michael Peter Edson will draw from 25 years of work in the library and museum sector to argue that an updated concept of librarianship is needed if we are to answer today's most important questions about culture, society, and change.

Walking Library Visits ☘️

In addition to half and full day library tours, we will also be hosting a number of free 'Walking Visits' including the Book of Kells and Old Library at Trinity College Dublin, National Library of Ireland including the Yeats: The Life and Works of William Butler Yeats exhibition, and The Infinite Library - an interactive exhibition about the future of libraries - at the Goethe-Institut.

WLIC 2022 Online Events

To encourage as much participation as possible from all around the world, eight selected #WLIC2022 sessions will be livestreamed for free.

Coverage in English will be via our YouTube channel and can be accessed at any time.

For simultaneous interpretation in all official IFLA languages, registration to a dedicated platform (OPADE) is required, before 21 July, 2022.

This deadline (21 July) will be the same for delegates hoping to access OPADE features in Dublin. We urge you to carefully read and follow the instructions you have received by email.

Our beautiful award-winning library has become a firm favourite with borrowers and tourists alike, having been one of the most visited public buildings in the country for some time. Seven years after it opened, the LexIcon still draws in approximately 34,000 visitors a month.

Alongside its varied collections of books for all ages, DVDs, public access computers and numerous study spaces, it is home to the 100-seater Studio Theatre, the Municipal Gallery, a designated Local History and Archives space, a Café, plus the LexIcon Lab - where staff and facilitators hold STEAM events throughout the year.
