Scheme for Tagore National Fellowship for Cultural Research for the Year 2017-18

The Ministry of Culture, Government of India, invites nominations/applications for the award of 45 Fellowships and 75 Scholarships in the Scheme component of Tagore National  Fellowship for Cultural Research (TNFCR) under the Scheme of Scholarship and Fellowship for Promotion of Art and Culture. The Scheme is open to both Indian and foreign nationals.

The scheme has two categories of Awards - 'Tagore National Fellows' and 'Tagore Research Scholars'. Under the first category selected candidates will be paid an honorarium of Rs. 80,000/- per month. Up to 15 awards are given in a year in this category. The selected candidates of the second category will be paid an honorarium of up to Rs. 50,000/- per month. Under this category up to 25 awards are given in a year. [For the batch year 2017-18, vacancies in the previous two batches - 2015-16 and 2016-17 have been included in order to clear the backlog].

Candidates may submit their application to any one of the Nodal Institutions of his/her choice depending upon the area of research proposed to be undertaken. The List of nodal institutions along with the other relevant details of the Scheme and application form are available on the website of the Ministry of Culture and Nehru Memorial Museum and Library.

The applications should reach the Nodal Institutions on or before 22nd June 2018 (5:30 PM). Applications should not be sent to the Ministry of Culture or Nehru Memorial Museum and Library.

About the Book: 

The edited volume deals with different contours of data science with special reference to data management for the research innovation landscape. The data is becoming pervasive in all spheres of human, economic and development activity. In this context, it is important to take stock of what is being done in the data management area and begin to prioritize, consider and formulate adoption of a formal data management system including citation protocols for use by research communities in different disciplines and also address various technical research issues. The volume, thus, focuses on some of these issues drawing typical examples from various domains. The idea of this work germinated from the two day workshop on "Big and Open Data - Evolving Data Science Standards and Citation Attribution Practices," an international workshop, led by the ICSU-CODATA and attended by over 300 domain experts. The Workshop focused on two priority areas (i) Big and Open Data: Prioritizing, Addressing and Establishing Standards and Good Practices and (ii) Big and Open Data: Data Attribution and Citation Practices. This important international event was part of a worldwide initiative led by ICSU, and the CODATA-Data Citation Task Group. In all, there are 21 chapters (with 21st Chapter addressing four different core aspects) written by eminent researchers in the field which deal with key issues of S&T, institutional, financial, sustainability, legal, IPR, data protocols, community norms and others, that need attention related to data management practices and protocols, coordinate area activities, and promote common practices and standards of the research community globally. In addition to the aspects touched above, the national / international perspectives of data and its various contours have also been portrayed through case studies in this volume.

About the Book: ​The book is written in the backdrop of the environmental impacts of and future requirements from the natural environment for rapid economic growth that has characterized recent economic history of China and India, especially over the past few decades. During her tenure at various organisations, she had initiated several innovative programmes to make knowledge resources reachable to all. She started Electronic Resources in Medicine (ERMED), a network to provide free full-texts of articles from global journals to medical communities, including those, who are stationed at remote corners of the country. Dr. Anjana Chattopadhyay has written several articles and contributed many chapters in books. Besides, she has authored a series of books including Encyclopaedia of Indian Scientists (1995) and Dictionary of Indian Scientists (2002).

Abstract: To make availabile cheap medicines for number of diseases is one of the pressing challenges in Africa. Clinical trials are the foundation for making new medicines and continuation of the existing medicine. With the diverse patient population, African continent is a fertile ground for conducting clinical trials by many pharmaceutical firms, universities or research institutes. Governments of many African countries have adopted suitable pharmaceutical policies to make these countries comparatively researcher friendly and thus attracting firms or institutes to conduct the clinical trials. Governments of these countries are considering in making them centre of excellence in pharmaceutical and healthcare research. As a result, over the past few decades, there has been a dramatic increase in the number of registered clinical trials all -over Africa. This study is an attempt to map the clinical trial activities in African continent using data from the clinical trial database (ClinicalTrials.gov) website of the United State Government. It has been observed that although there has been a growth of clinical trials all -over African continent in the recent years, it is comparatively lower to other parts of the globe. The total number of the trials have shown that they are only conducted and that too to a limited extent in a few countries of the continent having stronger science and technology (S&T) base. The study concludes with some policy recommendations, including uniform research guidelines, and ethical regulations for further improvement of clinical trial research in Africa.

Regions, Knowledge Communities and Innovation Dynamics: A Case of Bengaluru Biocluster in India

Abstract: Scholars from the diverse academic themes have reflected and discussed the connection between the innovation and the geographical settings. In developing countries, like India, high technology cluster development is not a new phenomenon, and has been a significant tool for policy implications. However, such clusters have emerged in certain regions, specifically southern India, endowed with diverse set of 'knowledge bases/knowledge communities', which are being utilized at different stages of the innovation. Among the clusters in southern India, Bengaluru biocluster is an important example to reflect upon various dimensions of the regional innovation system. The presence of some of the premier research institutions, Indian and foreign multinationals, skilled workforce, backed by robust policy initiatives, provides Bengaluru an edge over other clusters located in other parts of the country. With this prelude, the study attempts to explore different knowledge communities and innovation dynamics in the Bengaluru biocluster, which is influenced, inter alia, by the global waves of innovation. A mixed method is adopted along with a case study approach to examine the given cluster. Moreover, the study infers that knowledge communities enjoy linkages at the local, regional and global levels; leading to expansion of cluster. Evidently, publications and patents outputs as well as collaborating activities have an inter-relation with innovation process.

UNESCO celebrates the 1st International Day of Light

           

            Paris, 11 May - UNESCO will welcome leading scientists on 16 May 2018 for the 1st edition of the International Day of Light (02:30-08:00 pm) to celebrate the role light plays in our daily lives. Researchers and intellectuals will examine how light-based technologies can contribute to meet pressing challenges in diverse areas, such as medicine, education, agriculture and energy.

            UNESCO Director-General Audrey Azoulay will open this event, which will count with the participation of renowned scientists, including:

• Kip Thorne, 2017 Nobel Prize in Physics, California Institute of Technology (United States of America).
• Claude Cohen-Tannoudji, 1997 Nobel Prize in Physics, Collège de France.
• Khaled Toukan, Director of the Synchrotron-light for Experimental Science and Applications in the Middle East (SESAME) based in Allan, Jordan.

            The programme of keynotes and roundtables will address many key issues including science policy, our perception of the universe, and international cooperation, through contributions from experts and scientists from around the world.

            The programme also includes cultural events, an illumination of UNESCO Headquarters, a photonics science show and an exhibit on the advances of light-based technologies and art.

            The debates that flourished in 2015, in the framework of the International Year of Light, highlighted the importance of light sciences and light-based technologies in achieving the United Nations Sustainable Development Goals. Several thousand events were held in 147 countries during the Year placed under the auspices of UNESCO.  

            The proclamation of 16 May as the International Day of Light was supported by UNESCO's Executive Board following a proposal by Ghana, Mexico, New Zealand and the Russian Federation, and approved by the UNESCO General Conference in November 2017.

HRD Ministry notifies 75 National Resource Centres (NRCs) for Online Refresher Programmes for Higher Education Faculty through SWAYAM

The Ministry of Human Resource Development has launched a major and unique initiative of online professional development of 1.5 million higher education faculty using the MOOCs platform SWAYAM. In the first phase, 75 discipline-specific National Resource Centres have been identified which are tasked to prepare online training material with focus on latest developments in the discipline, new & emerging trends, pedagogical improvements and methodologies for transacting revised curriculum.

A varied set of institutions such as, Centres under the Ministry's Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT) located in Central Universities, IISc, IUCAA, IITs, IISERs, NITs, State Universities ; UGC's Human Resource Development Centres (HRDCs), National Institutes for Technical Teachers Training (NITTTRs), IIITs, Open Universities have been notified as NRCs. These NRCs cover wide ranging disciplines of Social Sciences, Sciences, Engineering and Technology, Design & Manufacturing, Humanities, Language Teaching, Commerce, Management, Education Planning and Administration, Public Policy, Leadership & Governance, Library & Information Science, Astronomy & Astrophysics, Assessment and Evaluation, Pedagogy and research methods , cutting edge areas of Nano-sciences, Internet of  Things, etc.

Under this initiative, all in-service teachers, irrespective of their subject and seniority will have an enabling opportunity to keep abreast of the latest developments in their disciplines through the technology based online refresher course. The NRCs will develop the Refresher Module which will include the latest trends in their earmarked discipline by 15th June each year. The training materials will be uploaded and made available through SWAYAM to all the teachers w.e.f. 1st October each year and based on the response, the course can be repeated in the following January. NRC will publish the list of the faculty who have been certified by 31st December, 2018. UGC will issue order/regulations for the purpose of Career Progression and APIs.

Faculty can benefit from this initiative as it is highly flexible and can be done at one's own pace and time. The NRCs will revolutionize professional development of faculty by catering to massive numbers by leveraging ICT and online technology platform of SWAYAM.
