CESP Young Scholars' Seminar 2013
Centre for Economic Studies and Planning, Jawaharlal Nehru University is organising a young scholars' seminar to be held on March 1-3, 2013. All current research scholars and young academics are invited to submit papers for the seminar. Submissions can be in any research area involving economic theory or applied work on the Indian or international economy. Each submitted paper will be reviewed and only selected papers will be presented in the seminar.
Last date for submission of abstract: January 20, 2013
Last date for submission of full paper: February 10, 2013
The abstract and the paper should be submitted in PDF and a document (.doc/.odt) format by email to cascesp@gmail.com.
All outstation participants will be provided accommodation, local hospitality and train fare as per university rules.

Abstract
Shifting cultivation (or locally called Jhum) is widely practiced in Mon district of Nagaland. Health-wise, the district ranks among the best in the state. However, establishment of a rural market has been very inadequate despite various policies introduced by the state government to promote commercialization of agriculture. Policy makers often blame the lack of infrastructure as the main deterring factor. Interestingly, such 'mainstream' arguments miss the roles of social norms and historical trajectory of the communities in accepting the logic of 'market'. Drawing upon the conceptual framework of institutional and evolutionary economics for our analysis, we intend to offer an institutional view to understand the problems of establishing a market in rural areas of Nagaland based on a field survey of six villages in Mon district of Nagaland. We argue that the logic of a market is based on individualistic values and rights, while their existing system of governance–production and education focuses on collective rights and patronage, making transition to market difficult. We propose that a smooth and effective transition to market would depend very much on the way interdependent system of governance–production and education can be altered. Only relying on shortterm incentives may prove to be ineffective to ensure such a transition.

Recent Paper "Unpacking the International Technology Transfer Debate: Fifty Years and Beyond"
This paper captures the political economy of technology transfer negotiations since the 1960s to address two key questions. The first question is whether the debates cater to country level technological needs in developing countries. To find answers to this, the paper critically reviews the progress made in understanding the role of technology and innovation capacity for economic development over the past decades and whether these find a place in the negotiations and deliberations as we have them today. The second question that the paper seeks to address is more forward looking, with a view to make a constructive contribution towards resolving some of the most longstanding issues in technology transfer. How and through what ways can international discussions on technology transfer be made to reflect the lessons learnt up until now on how countries build technological capabilities and the challenges posed by the changing global environment for knowledge and technology?
The analysis places a particular emphasis on the technology transfer-intellectual property rights (IPRs) nexus which, in many ways, has been at the heart of the international discourse on technology transfer. The authors conclude by identifying the main issues that remain outstanding in this discourse and propose some thoughts for the way forward.

International Georg Arnhold VISITING RESEARCH PROFESSORSHIP PROGRAM on "Education for Sustainable Peace"; Due Date: December 15, 2012
This Visiting Research Professorship aims at promoting research into education for sustainable peace with particular focus on educational media. The appointment is for three to six months per year and offers distinguished scholars from various disciplines (e.g. from the humanities, political and social sciences, education sciences or law) the opportunity to conduct research projects and/or finish major publications in a stimulating research environment without teaching or administrative obligations. The visiting professor is however expected to participate in a one-week international summer school for young scholars and to develop the concept for an international symposium to be held at the end of the visiting professor's stay. The organization of both activities will be carried out by the program's coordinator at the GEI.
Applicants must demonstrate outstanding professional achievement in their fields and should hold a PhD in a relevant discipline. Individuals with extensive high-level international experience in government or non-governmental organizations may also apply. Applicants should demonstrate interest in interdisciplinary studies, commitment to and respect for open dialogue on potentially polarizing issues, and a willingness to engage with a variety of academic and non-academic groups including political stakeholders.
The professorship includes a stipend of up to 6.500 Euro per month (paid as a lump sum to cover all costs for the stay at the GEI and travel within Germany), round trip airfare to Germany, as well as research and administrative assistance.
Applications should include a cover letter briefly citing evidence of the quality of the candidate's scholarship and expertise; a description of the research project/the book the candidate wants to work on; a full CV including a list of publications, and the names and full contact information of two professional references.

Call for Applications: Girish Sant Memorial Young Researcher Fellowship 2013
Objectives
The objectives of the fellowship are to encourage young Indian researchers to take up public interest oriented research and advocacy in the Indian energy sector, and to provide some financial and professional stability to youngsters at an early stage of their career.
Details of the Fellowship
2. The fellowship work would be mentored by a senior researcher at Prayas (Energy Group).
3. The researcher receiving the fellowship will primarily be based at Prayas (Energy Group) and would also be encouraged to develop additional affiliations and spend time at other institutes and with other mentors to develop diverse perspectives. However, at least four months of the fellowship must be spent at Prayas (Energy Group).
4. The fellowship amount would be Rs. 30,000 per month plus some provision for other expenses such as travel.
5. The fellowship would be for one year and is likely to begin around April 2013.
6. The fellowship program would be managed by the Girish Sant Memorial Committee and administered by Prayas (Energy Group).
Eligibility Criteria
2. Applicants should have at least an under-graduate degree in a relevant discipline.
3. We are looking for candidates with strong analytical skills, multi-disciplinary interests and ability and willingness to learn.
4. Upon selection, applicants should be willing to work full-time on the fellowship.
Selection Process
2. Applicants for the fellowship must submit the following information as part of the application:
a. A complete bio-data giving the candidate's date of birth, contact details, details of education, work experience, research and other interests, and list of publications.
b. Names and email addresses of two respected researchers from the energy and/or development sectors who can be contacted for references
c. A detailed research proposal, not exceeding 1500 words, describing the proposed problem statement, its relevance and importance, outline of research activities, and expected outputs and outcomes.
d. Applicants are also encouraged to include a rough schedule in the proposal indicating the various other potential collaborator institutions.
3. Complete applications as described above should reach this email address by the midnight of 13th January 2013. Incomplete applications will be rejected.
4. Applicants would be judged on the basis of their bio-data, references and research proposal. They may also be asked to appear for an interview, possibly over telephone or skype.
5. The successful applicant would be announced in February, following written acceptance of fellowship by the successful candidate.

SAGE instituted the Tejeshwar Singh Memorial Fellowships in 2009 to honour Tejeshwar Singh, Managing Director of SAGE India for 25 years and doyen of the publishing industry in South Asia. SAGE invites applications for the award of The Tejeshwar Singh Memorial Fellowships for 2013 in the following categories
- Social Sciences
- Business & Management
- Media & Communication Studies
Starting this year the fellowships will have a central theme. This year's theme is POVERTY.
Presiding Panel: T N Madan, Surendra Munshi and Romila Thapar
Duration: One year
A stipend of Rs. 50,000 a month (50,000 X 12) with an additional amount of Rs. 50,000 can be claimed for travel during the tenure of the fellowship. Total value of the Fellowship is Rs. 6,50,000.
Eligibility: Open to nationals of South Asian (SAARC) countries, including those currently resident overseas. Candidates must be below 40 years of age as on 1 April 2013.
Submission Guidelines: Applicants are invited to submit their curriculum vitae, a research proposal and a 5000 word sample of their writing. The last date for receipt of applications is 31st March 2013.
Award of Fellowship: The applications for each fellowship will be vetted by a jury of four experts including one representative of SAGE. The award of the fellowships will be announced on or before 30th June 2013.
Scope of the Fellowships
Proposal Presentation:
- The proposal must be understandable with clear aims and scope
- The proposed methodology must be sound
Substantive Merit:
- There must be conceptual and theoretical clarity
- Relevance to South Asia
- It must make a potential contribution to the concerned subject area
Publication Potential:
The proposal must be such that the required research can be completed in a year. It should have the potential to be published as a book. The final book manuscript can be completed in 12 months subsequent to the end of the Fellowship. The book may be published by the scholar's choice of publisher with due acknowledgement to the Tejeshwar Singh Memorial Fellowships for supporting the research.

Greetings from the Journal of Scientometric Research!
You will be glad to know that a new journal Journal of Scientometric Research (www.jscires.org) has been launched. This journal comes from SciBiolMed. Org.which has around 20 journals with 16 journals in Scopus and 1 in SCI. From the second issue onwards, it will be published with MedKnow which has merged with Kluwer Health. The objective of this journal is to provide a platform for scholarship in Scientometrics and also act as an exchange between Scientometrics and other closely connected research domains i.e. Science Technology Studies, Innovation studies etc. To attract scholars from interdisciplinary research traditions and also keeping in view that scholars within Scientometrics are themselves from heterogeneous disciplinary traditions, we have created different categories for contributions. Along with Research Paper and Review Paper, the journal has Perspective, and Commentary, Webliography and Research-in-Progress paper for providing platform to young promising researchers or scholars announcing important work in progress.
