Press Briefing   UNESCO invites you to a press briefing on the major issues at stake at the 3rd United Nations Conference on the Oceans (UNOC3), to be held in Nice from 9 to 13 June. With marine ecosystems under increasing threat, our experts will outline the key measures expected from the Conference in terms of ocean research, education and protection.   What? Two online press briefings will be held, in French and in English, gathering experts from UNESCO and partner organisations. When? Yet today, it is facing increasing pressure from threats including climate disruption, pollution, and the unsustainable use of marine resources.   To meet these challenges, UNESCO has been leading the United Nations Decade of Ocean Sciences for Sustainable Development since 2021, which has already allowed the launch of more than 700 projects worldwide and raised $1.5 billion in funding.   As part of this Decade, France and Costa Rica will be hosting the 3rd United Nations Ocean Conference (UNOC3) in Nice from 9 to 13 June 2025.   What will be the key highlights of this major international gathering? Abstract: Higher educational institutions coupled with research and development (R&D) and S&T institutions are intimately intertwined with the rise of Asia in the global knowledge economy. First Japan, followed by the Dragon economies together with China, South Korea and India continue to play a dominant role in characterising the twenty-first century as the Asian Century. In the last couple of decades, the rise of China has caught up the imagination of people and governments alike all over the world. This has happened not only because of China's manufacturing prowess and skills that the country has mastered over the decades, but also because of her ability and potential to develop human capital, training, advancement of knowledge and innovation impacting the national economy. In other words, science, technology and innovation policies (STI) in the last couple of decades enabled a select band of Chinese universities to not only enhance their research intensity but scale up in the rankings of world-class universities. STI strategies were systematically deployed towards building human capital and promoting 'triple helix'-based entrepreneurship and innovation in universities. China is second only to the USA in the global research output of papers in science and engineering as well as R&D expenditure. It is the leading nation in the world not only in the production of science and engineering undergraduates and graduates but also PhDs. Chinese multinational firms such as Alibaba, Tencent, Huawei and others, emerged to rival those in Japan and the USA in the last two decades. All this could not have been possible without harnessing education at all levels, but particularly in universities impacting advances in science and technology research. In the early 1990s, none of the Chinese universities figured in the top 200 list of World University Rankings. Within two decades, more than half a dozen Chinese universities were listed in the top 200, three in the Top 100 and two in the Top 50. More than any other factor, universities have come to occupy a very significant position in the Chinese national innovation system.

Greetings from Globelics Secretariat! We are pleased to invite paper submissions for the Globelics International Conference 2025, which will take place from November 24-26, 2025, in South Africa. This year's theme focuses on innovation for sustainable and inclusive development, addressing critical global challenges such as inequality, climate change, and geopolitical disruptions, with a special emphasis on developing nations.

Conference Themes

The conference will provide a platform for scholars, policymakers, and practitioners to engage in discussions on various sub-themes, including:

• Innovation and Inequality Reduction – Focuses on how innovation can address socio-economic disparities, empower marginalized communities, integrate indigenous knowledge, support gender equality, and mitigate skilled migration challenges.
• Climate Crisis and Sustainable Innovation – Examines innovation as a tool for climate action, policy strategies for green innovation, and the role of sustainable development in the Global South.
• Geopolitical Disruptions and Resilient Innovation Systems – Explores how innovation systems respond to global instability, the importance of regional collaboration, and frameworks for multi-stakeholder engagement.
• Digital Transformation and Data Infrastructure – Investigates digital innovation's impact on marginalized communities, digital transformation case studies in developing regions, and the role of digital technologies in the green transition.
• Innovation Policy for Global Development Goals – Discusses governance, policy experimentation, public-private partnerships, and the politics of science, technology, and innovation policy.
• Multi-level Innovation Systems – Covers technological and sectoral innovation systems, industrial policy, national and regional innovation systems, and university-industry-society relationships.
• Innovation and Capabilities in Firms and Economies – Looks at work organization, education, trade, foreign direct investment (FDI), global value chains, economic growth, firm capabilities, and innovation management.
• Theoretical and Methodological Advances in Innovation & Development Studies – Focuses on new methodologies, empirical approaches, and theoretical developments in innovation studies.

We invite full paper submissions (max. 8,000 words) via the conference website by June 1, 2025. Selected papers will be considered for special issues in leading innovation and development journals. Opportunities for PhD students and early-career researchers, including a PhD Paper Award and limited travel support, are also available.

I am pleased to share the latest issue of Science Diplomacy (Vol. 8(3), Jan–Mar 2025), published by CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR) in collaboration with the Office of the Principal Scientific Adviser to the Government of India.

This special edition features editorials, policy briefs, and articles based on discussions, panels, and keynote addresses from the Technology Dialogue 2025, an international technology policy summit jointly organised by the Ministry of External Affairs (MEA), the Office of the Principal Scientific Adviser to the Government of India, and hosted by the Indian Institute of Science (IISc), Bengaluru during 24-25 January 2025, under the theme "Exploring New Frontiers in Technology Diplomacy." The issue captures the rich discussions and diverse perspectives presented during the two-day dialogue, offering readers valuable insights into the evolving international discourse on emerging technologies, governance frameworks, and multilateral cooperation in critical tech domains such as AI, quantum computing, and cybersecurity.
