We are at the dawn of a new era in Information Technologies, driven by the recent breakthroughs in Machine Intelligence, and supported by impressive advances in Computing and Communications. This talk will outline the history of Information Technology and its likely evolution in the near future. And, more importantly, discuss the potential societal impact of these technologies. The talk will then survey India's record in developing Information Technologies and the opportunities for the country to become a significant innovator in this vital domain.

The talk will be livestreamed on the IIC website; streamed through Facebook-live on the Metamorphoses Facebook page; and video recordings will be available on YouTube, as well as disseminated through social media channels hosted on the Metamorphoses website. Questions will be taken on a special number through SMS, provided at the venue, and selected ones will be answered given time constraints.

Arogyaswami Paulraj is an Emeritus Professor at Stanford University. He is the inventor and a pioneer of MIMO (Multiple Input Multiple Output) wireless technology, the key to all modern wireless networks. He has authored over 400 research publications, several text books and a co-inventor in 80 US patents. He founded three technology companies in the US which were later acquired by Intel, Broadcom and Hewlett Packard Enterprises. His major recognitions include the Friendship Award from the Government of PR China, US Government National Inventors Hall of Fame, the Marconi Prize and the IEEE Alexander Graham Bell medal. He is a fellow of several National Academies in Eng. and Sciences in the US, China and Sweden. Paulraj served in Indian Navy for 25 years where he developed ASW Sonar Technology and later founded three Labs - CDAC (DEITY), CAIR(DRDO) and CRL(BEL/MOD). His recognitions in India include the Padma Bhushan, a civilian national award.

Metamorphoses is a modest effort to try and bridge the gap between digital technologies, which are transforming our lives, and our understanding of their multiple dimensions. It will unfold in a series of nine interactions covering different aspects of the digital revolution.

This series will examine the impacts of digital technologies on the human psyche and on societies – exploring ways in which some of the negative elements may be mitigated. There will be a peep into the future – of what machine learning and artificial intelligence may bring to human experience – and the moral and ethical dilemma associated with these. It will also delve into issues relating to data privacy and cyber security as well as the emerging legal regime to regulate this critical domain.

Breakthrough Prize Laureate Helen Hobbs is the 2019 Speaker of the TNQ Distinguished Lectures in the Life Sciences.

About the Speaker: Dr Helen H. Hobbs, Investigator for the Howard Hughes Medical Institute and Director of the Eugene McDermott Center for Human Growth and Development at the University of Texas Southwestern Medical Center, is the 2019 Speaker of the TNQ Distinguished Lectures in the Life Sciences. As part of this lecture series, now in its ninth edition, she will be giving lectures in Hyderabad, Bengaluru, and New Delhi. Professor Hobbs' work is focussed on searching for genetic factors that contribute to, and protect us from, diseases arising from dietary excess as food has become easily available and human beings more sedentary. In 1999, along with her colleagues, Professor Hobbs established the Dallas Heart Study (DHS) aimed at identifying factors that contribute to coronary heart disease and metabolic disorders. This 3500+ population group study showed that mutations in the protein PCSK9 result in lower levels of low-density lipoprotein (LDL), the cholesterol in the blood that leads to atherosclerosis or the clogging of arteries. These observations led to the rapid development of two FDA-approved, anti-PCSK9 antibodies for the treatment of hypercholesterolemia and the prevention of coronary atherosclerosis. More recently, Dr Hobbs' team has identified sequence variations that are associated with the full spectrum of alcoholic and non-alcoholic fatty liver disease (FLD), including steatosis, steatohepatitis, cirrhosis, and hepatocellular carcinoma (HCC). Dr Hobbs and her team found that mutations in the protein PNPLA3 were strongly linked to this condition. Yet another screen showed that a mutation in TM6SF2 led to an increase in fat content. Dr Hobbs' team has shown that this protein helps the liver secrete fat into the blood in triglyceride-rich lipoproteins. Dr Hobbs attended Stanford University and Case Western Reserve Medical School before training in internal medicine at the Columbia-Presbyterian Hospital in New York City, and the University of Texas Southwestern Medical Center in Dallas, Texas. After completing a post-doctoral fellowship in the laboratory of Dr Joseph Goldstein and Dr Michael Brown, she joined the faculty of UT Southwestern. Dr Hobbs was elected to the Institute of Medicine in 2004 and the National Academy of Sciences in 2007.

Objectives
This workshop will critically examine the practices in social science researches on India society, which often miss out the nuances of social plurality. Most of the existing qualitative research methods are based on Western anthropology or ethnography, which have limitations for understanding Indian society that has some unique characteristics, apart from the plurality of caste and communities and diversities of regions. The purpose of this workshop is to provide a training in qualitative research methods to capture the pluralistic nature of Indian society. This workshop will orient the researchers to explore their own eyes to understand Indian society in the context of locale and indigenous veracity.

Session 1: Understanding qualitative research and Specificities of Indian society
Session 2: Preparing the researcher for qualitative research and introducing different methods
Session 3: Selecting the field: deconstructing the debate of own society vs. others societies
Session 4: Relating with field: blurring the boundaries of outsider and insider
Session 5: Field research: selection of respondents; family tree and biographical notes of respondents; retrieving the memories; semi structured and un-structured interviews (Baat-se-baat methodology); focused group discussions (FGDs) to validate the facts and fill in the incomplete stories; field diary, notes and queries of observations; capturing the silence, murmuring, half sentences
Session 6: Data analysis: transcription; reading the field notes; inclusion of left out resources (proverbs, folk stories and songs); content analysis and discourse analysis; understanding the casteorality

21st EDITION OF THE L'ORÉAL-UNESCO INTERNATIONAL AWARDS FOR WOMEN IN SCIENCE

In 2019 awards are extended to include mathematics and computer science

 

Paris, 11 FebruaryOn the occasion of the International Day of Women and Girls in Science celebrated on 11 February, the L'Oréal Foundation and UNESCO have announced the laureates of the 21st International Awards For Women in Science, which honours outstanding women scientists, from all over the world. These exceptional women are recognized for the excellence of their research in the fields of material science, mathematics and computer science.

Each laureate receive €100,000 and their achievements will be celebrated alongside those of 15 promising young women scientists from around the world at an awards ceremony on 14 March at UNESCO's Headquarters in Paris.

EXTENDING THE AWARD TO MATHEMATICS AND COMPUTER SCIENCE

Mathematics is a prestigious discipline and a source of innovation in many domains, however, it is also one of the scientific fields with the lowest representation of women at the highest level. Since the establishment of the three most prestigious international prizes for the discipline (Fields, Wolf and Abel), only one woman mathematician has been recognized, out of a total of 141 laureates.[1]

The L'Oréal Foundation and UNESCO have therefore decided to reinforce their efforts to empower women in science by extending the International Awards dedicated to material science to two more research areas: mathematics and computer science.[2]

Two mathematicians now figure among the five laureates receiving the 2019 For Women in Science Awards: Claire Voisin, one of five women to have received a gold medal from the the French National Centre for Scientific Research (CNRS), and the first women mathematician to enter the prestigious Collège de France, and Ingrid Daubechies of Duke University (USA), the first woman researcher to head the International Mathematical Union.

FOR WOMEN IN SCIENCE: MORE THAN 20-YEARS OF COMMITMENT

In the field of scientific research, the glass ceiling is still a reality: Women only account for 28% of researchers,[3] occupy just 11% of senior academic positions,[4] and number a mere 3% of Nobel Science Prizes.

Since 1998, the L'Oréal Foundation, in partnership with UNESCO, has worked to improve the representation of women in scientific careers, upholding the conviction that the world needs science, and science needs women.

In its first 20 years, the For Women in Science programme supported and raised the profiles of 102 laureates and more than 3,000 talented young scientists, both doctoral and post-doctoral candidates, providing them with research fellowships, allocated annually in 117 countries.

Professor of Chemistry and Director of the Nature Conservation Center at the American University of Beirut, Lebanon

Professor Saliba is rewarded for her pioneering work in identifying carcinogenic agents and other toxic air pollutants in the in Middle East, and in modern nicotine delivery systems, such as cigarettes and hookahs. Her innovative work in analytical and atmospheric chemistry will make it possible to address some of the most pressing environmental challenges and help advance public health policies and practices.

Her exceptional research has contributed to establishing the foundations of nanotechnologies at the forefront of discoveries of new chemical and physical phenomena that stand to address critical environmental issues such as energy efficiency.

Spoorthi: Celebrating Indian Women in Science

About the Booklet: The word 'Spoorthi' in Sanskrit means inspiration, enthusiasm or spark. Celebrating this spark that each woman carries within her, we decided to put together an e-booklet featuring conversations with women from many different science professions and compiling resources that they may find useful. Call for Papers
The Triple Helix model presents an opportunity to achieve innovation outcomes for the socio-economic good through collaboration with multi stakeholders within academia, industry and government spheres. Local and international researchers, policy makers and practitioners will gather together to discuss how to affect positive change by bringing the creators, implementers and enablers of innovation in social, economic and environmental issues together in research collaborations, policy initiatives and political actions in society. 
This call for papers links the Triple Helix with the UN Sustainable Development Goals (SDGs-Agenda 2030) and the Africa Union Agenda 2063. Exploring this connection and developing follow up will be a major projected outcome of the 2019 conference. 
SDG-Agenda 2030 are a collection of 17 global goals set by the United Nations General Assembly in 2015 (Resolution 70/1) to "Transforming our World: the 2030 Agenda for Sustainable Development."
Agenda2063: Toward the Africa we want is the strategic framework for the socio-economic transformation of the continent over the next 50 years adopted in 2015. These agenda aims to make the world a better place for all and calls on academia, governments and business to collaborate in new ways to make our world a better place to live in. 
The concept of the Triple Helix of university-industry-government relationships initiated in the 1990s by Etzkowitz and Leydesdorff, analyzes the shift from a predominant industry-government dyad in Industrial Society to triadic relationships among university-industry-government in the Knowledge Society. 
The Triple Helix thesis is that the potential for innovation and economic development in a Knowledge Society resides in a more prominent role for the university in innovation and entrepreneurship and in the hybridisation of elements of institutional spheres and actors, generating new institutional and social formats for the production, transfer and utilization of knowledge. 
A growing community of researchers, practitioners and policy makers carries the Triple Helix project  forward into the 21st century through the Triple Helix Association, including Helice, the Triple Helix Magazine and the open access Triple Helix Journal of Innovation and Entrepreneurship  and various world region, regional and local cognate organizations, for example, The International Triple Helix Institute, Silicon Valley, and its Global Entrepreneurial University Metrics (GEUM) collaboratory project. 
The call for conference papers, PhD session, poster and Panel session themes are:
Theme 1: The Role of the Entrepreneurial University and University-Industry-government interactions in the XXI Century's Economic Development Agendas
Theme 2: Social Entrepreneurship and Inclusive Innovation in Civil Society: The Role of Design Thinking and Citizen Science
Theme 3: Post-Industrial Industrial Policy: Convergence and Fusion of Arts, Creative and Service Industries, Big Data, Artificial Intelligence and Genetic Technologies

The Conference provides an International Forum to:
  • Discuss technical and economic issues of the large-scale integration of solar and wind power including the recent advances in transmission technologies (AC and DC)
  • Discuss worldwide project experiences
  • Discuss innovative ideas and present results from ongoing research
  • Stimulate interdisciplinary thinking between renewable energy and power transmission and distribution industries, as well as universities
  • Identify subjects requiring more research efforts.
The Government of India has set the very ambitious goal to install 175 GW of renewable energy generation capacity by 2022. Grid integration thus becomes a very critical challenge to successfully accomplish this target. This international conference aims to connect international experts and Indian stakeholders to jointly discuss the latest technological, regulatory and conceptual developments in this field.
  • To submit a paper, upload an abstract of maximum 3,000 characters (free style) between 25 January & 31 March 2019.
  • Final papers must then be submitted online by 31 July 2019.
  • As the conference language is English, all abstracts have to be written in English.

Hans Joachim Schellnhuber, a German Theoretical Physicist (one of 18 prominent international scientists to launch the Earth League) argued for a global interdisciplinary alliance of leading research institutes that focus on Earth system analysis and sustainability science, including economy.The 19th  century revolutionised institutions, particularly in terms of technological education to 'manage' other institutions related to environment, law and order and general material progress. The dominant historical perspective on lack of Science and technology in India is that the colonial interregnum had an adverse impact on economy which left independent India too weak for investment in heavy technology and science (Roy MacLeod and Deepak Kumar (eds), Technology and the Raj: Western Technology and Technical Transfers to India 1700-1947, Delhi: Sage, 1995).

The aim of this workshop is to engage in discussion around the all-pervasive and universal nature of scientific and technological institutions which cut across disciplines, i.e. Sciences, Engineering, Humanities and Social Sciences, Communications and Environment and Information Technology. This workshop seeks a new approach by opening up issues of social justice and social welfare to technology and sciences.

Launch of a new initiative on Maritime Spatial Planning

Paris, 07 February-- UNESCO's Intergovernmental Oceanographic Commission (IOC) and the European Commission will launch, MSPGlobal, a new global project on maritime spatial planning, on 11 and 12 February at UNESCO Headquarters. The project aims to promote better maritime spatial planning with a view to avoiding conflicts and improving the governance of human activities at sea such as aquaculture, tourism, marine energy, and exploitation of the seabed.

The launch conference will bring together experts, political decision-makers and stakeholders, providing them with an opportunity to take stock of existing experiences in maritime spatial planning and discuss the challenges they raise, notably with regard to cross-border cooperation.

The three-year MSPglobal project aims to develop international guidelines on maritime spatial planning and regulate activities in coastal and marine waters, which have grown significantly in recent decades.

Two pilot projects will be implemented under MSPglobal to create a repository of data, knowledge, policies and decision-making tools for maritime spatial planning. Their objective is also to strengthen local authorities' data management capacities. The first pilot project will be deployed in the Western Mediterranean (Algeria, France, Italy, Malta, Morocco, Spain and Tunisia), the second in the Southeast Pacific with a specific cross-border exercise in the historic bay of Guayaquil (Ecuador and Peru). Parallel training activities will also be organized with experts from Chile, Colombia, Ecuador, Libya, Mauritania, Panama, Peru and Portugal.

The MSPglobal project, combined with the implementation of the nine actions of the Joint Roadmap published by the IOC and the European Commission's Directorate-General for Maritime Affairs and Fisheries in 2017, aims to treble the area of territorial waters covered by a maritime spatial planning system by 2030.

Abstract: Frugal and grassroots innovations are relatively new entrants in the development discourse. Various scholarships, including STS, sharing unlike opinions about the development potential of these innovations. However, capturing, measuring and evaluating the impacts of these innovations are big challenge to theorise them. Methodological improvising, observing and analysing them with other development processes in an interconnected manner can be a helpful research strategy. The interactive session (talk) will attempt to underline methodological challenges and possible improvising to study/theorise frugal grassroots innovations in a development context.

 

About the Speaker: Birendra Singh is currently PhD candidate at International Institute of Social Studies (ISS), The Hague. His is also a PhD researcher at Leiden Delft Erasmus- Centre for Frugal Innovation in Africa (CFIA), the Netherlands. His PhD talks about rainwater harvesting efforts/practices in India and Kenya from knowledge interactions and frugality lenses. Recently, he travelled Massachusetts Institute of Technology (MIT) Cambridge to present his research and completed CERES research school for international development hosted by Utrecht University, T­he Netherlands.
