International Conference on Aligning Science-Technology-Innovation Indicators for Effective R&D Governance (STIiG)
14–15 January 2025
Organized by CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR), New Delhi, India
OBJECTIVES
The two-day conference intends to situate and bring together experts, policymakers, and scholars, researchers at one platform to discuss the emerging issues in contemporary research and challenges in the area of performance evaluation in R&D and governance. With this viewpoint, this conference is proposed to deliberate on the policy framework in the R&D governance system.
About The Conference
In contemporary R&D systems, research in basic and applied sciences, technology development and innovation, and their societal impact are the broad areas of concern. In particular, the emphasis is on promoting interdisciplinary research so that the S&T developments remain relevant and benefit society in the short and long term. Keeping this in the background, the efficient measurement of the R&D capacity and building effective R&D capability are the basic requisites for the R&D governance system.
For capacity measurement, the performance evaluation becomes imperative, and for capability development, a comprehensive foresight is needed. The exponential growth in emerging scientific and technological knowledge has led to various quantitative approaches to capture trends, insights, and undertake forecasting exercises. It has also opened new horizons in developing novel methods and practices in performance evaluations.
Big-data, sophisticated computational tools and techniques, blockchain, etc. are the new signatures of the quantitative approaches. Alternative approaches for evaluation such as altmetrics have added new dimensions to the performance evaluation.
With this standpoint, a two-day conference is planned to situate and bring together experts, policymakers, and scholars to discuss the emerging issues in contemporary methods, practices for performance evaluation, and foresight development in R&D and governance.
About the Organiser
The Council of Scientific and Industrial Research (CSIR) is India's largest scientific R&D organization, comprising 37 research institutes across the country. CSIR NIScPR (National Institute of Science Communication and Policy Research) is one of the constituent research institutes of CSIR, which emerged from the merger of two CSIR institutions, CSIR-NISTADS and CSIR-NISCAIR, with a combined legacy of over 100 years. For capacity measurement, the performance evaluation becomes imperative, and for capability development, a comprehensive foresight is needed. SVASTIK, aimed at communicating scientifically validated societal traditional knowledge and fostering an R&D temper for verifying traditional knowledge and practices. Compendium of CSIR technologies based on their Technology Readiness Level (TRL) scale assessments. Livelihood creation for rural India through the deployment of CSIR technologies in collaboration with UNNAT Bharat Abhiyan and Vijanana Bharti (VIBHA). The KISAN SABHA-App for supply chain and freight transportation management systems for Indian farmers. Collective policy session series for policy advocacy through evidence-based research aligned to sustainable development goals. The institute has built its core competence in studies on various scientific indicators, measurement of S&T, technology assessment, and impact assessment.
