The Knowledge Society Debates: A series of events exploring science, technology and innovation in India

In India, as in Europe, visions of a ‘knowledge society’ have brought science, technology and innovation to the forefront of politics, democracy and public life. As India positions itself in global high-technologymarkets and European governments attempt to tame their sceptical public, ‘knowledge society’ and ‘knowledge economy’ have become buzzwords in public policy.

But...

  • What is a ‘knowledge society’?
  • Whose knowledge counts?
  • What are the drivers of change?
  • What are the contending perspectives?

India and Europe present many parallels in how they engage with the ‘knowledge society’. Following the work of the ‘National Knowledge Commission’ in India and the ‘Taking the Knowledge Society Seriously’ report in Europe, there is much that each can learn from the other. What is common between European and Indian visions of a ‘knowledge society’? Can these form a basis for an alternative visionof the global future to that of a borderless market? ...Or is the underlying picture one of greater conflict and uncertainty?

These are just some of the questions to be discussed in a series of debates across India – in Hyderabad, Bangalore, and Delhi.

Three lead authors of the European report will discuss their findings with Indian academics, policymakers and activists.

Fourth International Conference on Public Policy and Management

August 9th -12th 2009

The IV International Conference provides a stimulating forum for scholars, academics, practitioners and other stakeholders engaged in public policy. It also offers unique opportunities for networking and sharing knowledge, from different parts of the world. This year's focal themes are:

1) Managing Global Economic Challenges: Policy Responses and Governance Initiatives, and

2) National and International Governance Challenges.

Aside of these focal themes, we also invite papers and proposals for panel sessions from all domains of public policy and management spanning public policy theory, practice, management and teaching of public policy.

Papers should clearly indicate which of the two themes they wish to be considered under. In case authors wish their papers to be considered as a general entry they are requested to indicate this in their abstract. The author(s) of proposed paper which is outside the two focal themes are encouraged to suggest a thematic topic/group for the paper to be placed if accepted.

Submit an Abstract of 200 Words with Four Keywords and Author’s Profile with Contact Details by January 19th, 2009. Conference Themes

(i) Managing Global Economic Challenges: Policy Responses and Governance Initiatives

While globalization has vastly increased possibilities of gains from transactions across and within nations it has also meant that governance has become even more important. A key policy concern is how to make income growth more inclusive in a globalized world particularly for marginalized communities. Other concerns pertain to regulation and developing a uniform set of standards for goods and services, the domains of intervention for government and non-government organizations, and even the very relationship and meaning of nation states in such a globalized world. Papers under this theme could focus on characterizing globalization, drivers of globalization, role of public policy in managing global pressures, and decentralized and centralized structures of governance that make globalization and which seek to provide an enabling environment for society at large.

(ii) National and International Governance Challenges

Electoral competition in states with multi-party electoral systems has inevitably meant that governments are no longer formed by single party majorities but by coalitions of smaller parties. Public policy processes in such settings, ranging from policy formulation, to its very implementation would appear to require compromises that are unintended and in the extreme may dilute the very purpose of the policy itself. Papers on this theme may document the fragmentation of the political mandate, analyze the consequences of such fragmentation, effective governance structures, and study of role of non-government organizations in delivering public policy or even explore legal, fiscal and institutional reforms that could be used to mitigate the consequences of such fractured political mandates.

ITU-T Kaleidoscope event, Mar del Plata, Argentina, 31 August - 1 September 2009

Innovations for Digital Inclusion is the second in a series of peer-reviewed academic conferences that aims at increasing the dialogue between experts working on the standardization of information and communications technologies (ICT) and academia. By viewing technologies through a “Kaleidoscope”, these forward looking events will also seek to identify new topics for standardization.

Kaleidoscope-2009 will analyze technologies, services and applications five years and beyond that will capitalize on NGN infrastructure and promote digital inclusion. The event will cover multidisciplinary aspects, including regulatory and societal challenges as well as analysis of standardization needed.

Innovative technologies will help bring the benefits of ICTs to all segments of the population, in particular those in underserved communities and developing countries. The event seeks to promote research that supports innovation in ICTs toward universal, sustainable, ubiquitous and affordable access by all.

The World Summit on the Information Society (WSIS), Geneva 2003 – Tunis 2005, advocated turning the digital divide into a digital opportunity. In accordance with WSIS declarations and ITU’s commitment to connect the world, the Standardization Sector of ITU (ITU-T) is calling for original academic papers offering innovative approaches addressing digital inclusion. A prize fund totalling $10,000 will be awarded for the three best papers.

Dissertation Workshop on Social Capital and Civic Engagement in Asia

Workshop Statement

This dissertation workshop seeks to engage scholars whose work explores the impacts of collective action and social capital, and its various component parts (trust, norms, networks and associations) in diverse parts of Asia, where the nature of state, civil society and alternate civilities is changing rapidly. Our premise is that the “productivity” of civic engagement in terms of enhancing the economic and political vitality of local communities depends, to a large extent, on the responsiveness of the local government and the nature of civil society/alternate civilities in the region under examination. As such, empirical research that seeks to discover and document how social capital and civic engagement interact with other aspects of social and political life to enhance, or perhaps diminish, well-being is important to both intellectual and policy debates taking place across a variety of academic disciplines. Further, researchers who focus on Asia are well positioned to contribute to theoretical debates about the relative usefulness of the concept of “social capital” and associated terms such as social cohesion, cooperation, public participation, empowerment, and community as ways of apprehending the complex dynamics of Asian settings. The workshop thus seeks to bring empirical research and re-theorizations from Asia into a productive dialogue.

Eligibility and Arrangements

The workshop is intended for doctoral students whose dissertation projects concern the role of civic engagement and social capital, in its many variations, in fostering dynamic change in any part of contemporary Asia. The purpose of the workshop is to encourage and assist doctoral students who are just beginning work on these issues, as well as those who are farther along in their projects. The workshop will involve intensive discussion of the individual projects and also the larger theoretical and methodological issues that they raise. Possibilities for continuing associations among interested students and faculty will be explored. Applicants must be enrolled in a full-time doctoral program. They must have drafted a dissertation research proposal, even though it may not yet be approved by their committees. They must be prepared to engage in some work prior to the meeting, namely reading and commenting on the proposals of other participants to establish a basis for productive exchange at the event.

The workshop will take place over three days on the campus of the University of Toronto. It will include twelve students and four faculty members from a variety of disciplines and interdisciplinary fields. The Asian Institute at the University of Toronto will cover the costs of work, meals, and accommodation. Travel will be subsidized up to a maximum of CDN$600 per participant.

Application Deadline is January 30, 2009

Applications consist of two items: 1) a current curriculum vitae and 2) an 8 to 10 page double spaced dissertation proposal. Alternatively, if the work is well underway, an 8 to 10 page double spaced description of the specific issues being addressed, the intellectual approach, and the materials being studied. Workshop participants will be selected on the content of the submitted projects, the potential for useful exchanges among them, and the benefits of including a wide range of disciplinary and interdisciplinary approaches and intellectual traditions. Erasmus Mundus External Cooperation Window Lot 15 (EMECW15)


Study or Work in Europe – Hundreds of Scholarships Available for Indian Nationals

The Erasmus Mundus External Cooperation Window Lot 15 (EMECW15) offers 301 scholarships available to Indian nationals wishing to participate in an institutional mobility scheme funded by the European Commission. Candidates will have the opportunity to study, teach or work in one of twelve prestigious European Universities who participate in the programme. The duration of the scholarship (from 1 to 34 months) varies according to the type of position applied for.

All costs are covered: Through EMECW15, successful applicants (undergraduate, graduate, doctoral and post-doctoral students and academic staff) will be awarded a scholarship which will cover travel, insurance, possible tuition, living expenses and housing. The Erasmus Mundus External Cooperation Window Lot 15 (EMECW15) for India is designed to fund higher education student and teaching staff mobility activities between 12 European universities and 8 Indian universities. Also eligible for scholarship are other Indian nationals. The EMECW15 scheme is part of the
EMECW, a project funded by the European Union to increase cooperation and exchange between Europe and other parts of the world.

Project Objectives: the project aims at better understanding between European Union and India, as well as mutual enrichment. The universities in this consortium will strive to achieve this goal. The cooperation instrument is guided by the DCI regulations, the Development Millennium Goals, and regional needs expressed by the Government of India. The objectives include a mission to create a partnership for research and development that will strengthen ties between India and the EU. Topics that will be included in the education and research collaboration are agriculture, food processing, climate change, energy, environment, ICT, biotechnology and nanotechnology. particular stress has been given to these subjects because of the inequalities in India's development and the pressing needs to address issues such as malnutrition, health, medicine, urban and rural livelihood and so on. These all reflect the regional needs of India. It is with this background in mind that the consortium was formed and its members selected. The aim is to strengthen academic cooperation between India and Europe at the academic level, and eventually in areas such as
trade, politics, and international organisations.

Call for Papers: Globelics 2009 - 7th International Conference


GLOBELICS 2009 "Inclusive Growth, Innovation and Technological Change: education, social capital and sustainable development"

GLOBELICS (Global Network for Economics of Learning, Innovation, and Competence Building Systems) is an international network of scholars who apply the concept of "learning, innovation, and competence building system" (LICS) as their framework and are dedicated to the strengthening of LICS in developing countries, emerging economies and societies in transition. The research aims at locating unique systemic features as well as generic good practices to enlighten policy making relating to innovation, competence building, international competitiveness, regional development, labor market and human capital development. In an increasingly global and knowledge-based competition, management strategies need to be based upon an understanding of these framework conditions and the public policies which seek to regulate the environment.

GLOBELICS has regional chapters in Asia, Africa and Latin America. Apart from providing training for PhD scholars through the Academy at Lisbon and Tampere GLOBELICS organizes annual conferences. Until now six such conferences have been organized. The first GLOBELICS conference was held in 2003, at Rio de Janeiro, Brazil, it was followed by the second conference at Beijing, China (2004), the third conference at Tshwane (Pretoria), South Africa (2005), the fourth in Trivandrum, India (2006), the fifth in Saratov, Russia (2007) and the sixth in Mexico City (2008). All six conferences were attended by leading scholars in the field from the developed and developing worlds.

For the seventh conference to be held in Dakar (Senegal), papers that contribute to the understanding of the role of technology and innovation in achieving sustainable growth and development in the broadest sense of the term are invited. Apart from many of the LICS traditional topics, papers with a focus on African issues and in particular on the role and contribution of education, human capital and health on development, inequality patterns, entrepreneurship and new forms such as micro-finance and micro-insurance of financial innovation and inclusion, agriculture and fishing and sustainable development, etc.

The conference will be organized around a number of themes on the following broad issues:

  • Innovation, education, health, inequality and development
  • Population dynamics, gender equity, migration and development
  • Agriculture, fishing, biofuel, energy systems, water supply, transport, tourism and sustainable development
  • Innovation and entrepreneurship: indigenous knowledge systems and traditional sectors (e.g. agriculture, handcraft, fashion, clothing, music, eco-tourism, etc.)
  • The role of new ‘horizontal technologies' (ICTs and biotechnologies) and local competitiveness; factors of attractiveness and embeddedness of MNCs in local/regional/national systems
  • Privatization of knowledge, Intellectual Property Right (IPR) and development
  • Financial innovation and development: the role of microfinance and micro-insurance
  • International cooperation and national innovation policies facing global challenges

Spanning three days, the conference will include a variety of sessions: plenary, invited parallel, panel; and special sessions on contributions to innovation activities in the cultural sector (fashion, clothing, music, etc.) and African entrepreneurship.

We especially encourage young researchers to submit their research.

Acceptance of participation will be based on full papers only (at least a first draft). The selection of contributions will be based on a review by the Conference Scientific Committee upon novelty, academic quality and relevance to the themes of the conference. Authors of accepted papers will be notified by April 30th, 2009. All presented papers will be placed on the Website of the conference.

PhD students’ paper competition: Ph.D. students currently in programs of developing countries may enter the PhD students' paper competition. Winners will receive free accommodation and travel support, a small grant to support their research and a diploma.

All participants with accepted papers will be provided local hospitality for three days (October 6-8, 2009). Participants from developing countries with accepted papers will also be provided some travel support. The Globelics Board will be mobilizing resources for providing such travel support. Participants should be prepared though to pay for all other expenses in the hotel like mini bar, telephone, laundry, etc and outside like the city tour, other social events etc.

Call for Papers: 6th Asialics International Conference

Asialics International Conference seeks to explore is how innovation systems in Asia are linked to global innovation networks on the one hand, and how emerging interactions within and among innovation systems are shaping their performance on the other hand. The promotion of interactions among innovators – through university-industry linkages, global production chains, or in innovative clusters – is becoming a key priority for innovation policies. One area of particular interest is the interactions between research and technology organizations (RTO) and other innovation actors such as universities and industry. A special session will be arranged by JIIP to provide comparative perspectives from Asia and Europe.

Paper Submission, Review and Acceptance

  • Significant and original (unpublished) submissions are solicited. People submitting abstracts will be able to do a presentation of paper after peer review process of the abstracts. Full papers should not exceed 8,000 words and include an abstract of 100-150 words.
  • Full paper submission guidelines: Only novel research is eligible for presentation. Further, only previously unpublished work will be eligible for possible inclusion either in an edited book or a journal special issue. Please write your text in good English (American or British usage is accepted, but not a mixture of these). On the first page of your paper, you must indicate which of the conference sub-themes your paper falls into (see home page for list of sub-themes). Additionally, the paper title, author's name, affiliation, full postal address, as well as email address should appear on the first page. A concise and factual abstract, able to stand alone from the paper, is required (maximum length 150 words). The abstract should state briefly the purpose of the research, the principal results and major conclusions. References in the abstract should be avoided, but if essential, they must be cited in full, without reference to the reference list. All text in the manuscript should be in double-spaced typing. Ample margins should be left on both sides of the page. Each page of the typescript should be numbered. Footnotes should be numbered consecutively and placed together in single-spacing at the bottom of the relevant page.
  • Accepted papers will be included in a conference CD and selected papers will be published in a book or Asian Journal of Technology Innovation after a peer review process.

Call for Papers: 12th International Conference on Scientometrics and Informetrics (ISSI 2009)

The 12th ISSI Conference – ISSI 2009 - will be organized by BIREME/PAHO/WHO (Latin American and Caribbean Center on Health Sciences Information of the Pan American Health Organization/World Health Organization) and co-organized by a list of partner public and private organizations, under the auspices of the International Society for Scientometrics and Informetrics (ISSI), in July 2009, in Rio de Janeiro, Brazil.

Objectives

The ISSI 2009 Conference will provide an international open forum for scientists, research managers and authorities, information and communication related professionals to debate the current status and advancements of Scientometrics theory and applications, with emphasis on the progress of scientometrics and science in developing countries.
The conference will bring a key contribution to the socialization of scientometrics in developing countries, particularly within LA&C (Latin America and Caribbean) scientific related community and it will contribute to promote international collaboration.

Target audience

ISSI 2009 is aimed at a broad multidisciplinary audience. It includes researchers, policy-makers, educators, librarians, information science professionals, and students interested in the dynamics of research productivity, scholarly communication networks, information retrieval and evaluation.

The biannual ISSI conference is the premier international venue for research within the areas of informetrics, scientometrics and bibliometrics. Submission of Papers

At ISSI 2009 three types of submissions are accepted: Full papers (FP), Research in progress papers (RP) and poster papers. The category 'research in progress paper' is meant to enable participants to present ongoing research, and particularly their most recent work that is not yet fully completed at the time papers are to be submitted. A research in progress paper is shorter than a full paper (see below). The authors should clearly outline the central objective or hypothesis of the research, and present preliminary or intermediate results. If the intention is to present the most recent findings (not yet available at the submission date) at the conference, the potential significance of the findings should clearly be indicated. Authors are requested to submit their contributions using the ISSI 2009 electronic submission form.

Africa Development Indicators (ADI) Online provides the most comprehensive collection of data on Africa available, It contains data for over 1,000 statistical indicators and time series from 1965 for 53 countries. Data include social, economic, financial, natural resources, infrastructure, governance, partnership, and environmental indicators.

Global Economic Monitor (GEM) is a "one-stop shop" portal for analysis of current economic trends, and economic and financial indicators. It features up-to-date analysis on global economic conditions, daily briefs, event-driven focus reports, high-frequency datasets via Quick Query, forecasts of world commodity prices, main macroeconomic indicators for over 130 countries, and regular Monthly briefs.

"Equitable Access, Success and Quality - three essential ingredients or three mutually exclusive concepts for higher education development?"

International Association of Universities (IAU) is pleased to announce the 2009 IAU/Palgrave Prize in Higher Education Policy Research. The aim of this Prize is to promote research in the field of higher education policy by recognizing outstanding work on a particular research theme.

The 2009 Prize will focus on issues linked to the new IAU policy statement entitled: Equitable Access, Success and Quality in Higher Education, adopted at the Association's 13th General Conference, held at Utrecht University, The Netherlands, in July 2008.

As a global association of universities and other higher education institutions, (IAU) is committed to promoting the twin goals of equitable access to, and successful participation in, higher education for all members of society, regardless of race, ethnicity, gender, economic or social class, age, language, religion, location and [dis]ability. IAU believes that equitable access to quality learning contributes significantly to the development of national human resources, promotes social justice and cohesion, enhances personal development, employability and, in general, facilitates sustainable development. IAU is aware that institutions can take a variety of approaches to pursuing these objectives. By choosing this theme for the 2009 Research Essay Prize, IAU wishes to mobilize its membership to focus their research and share their findings on efforts made to increase access to higher education for all while retaining the quality of the education experience. IAU will welcome research papers that investigate and analyse whether, and if so how, the three distinct but interconnected objectives of equitable access, success and quality can coexist as goals in higher education and what kinds of policies and programmes have been or need to developed to achieve them. What policies work? What good practices may be generalized? What can the various stakeholder groups bring to policy development? By publishing the most worthy among the papers in the quarterly journal Higher Education Policy, IAU will also disseminate these reflections.

The research-based essays may take the form of an analytical case study, an analysis of trends, provide an overview of relevant policies or offer the results of impact assessment. They may also look at important partnerships forged, showcase good-practice or evaluate relevant funding policies or approaches.

We would like to underline, however, that the invitation for submissions is for research- and analysis-based papers; not purely descriptive articles.

The IAU/Palgrave Prize, valued at £1,000, is awarded to the most outstanding essay received from a researcher/scholar working in an IAU Member institution/organization. The winning essay is also published in Higher Education Policy, the Association's quarterly research journal. Submissions are welcome from researchers at IAU Members institutions and organisations; they should not exceed 7,500 words in length and should be written in one of the Association’s two official languages—English or French—and be submitted in the first instance in electronic format (MS Word).

An international jury of distinguished scholars and higher education leaders will review the Essays submitted and select the most deserving Essay. The result will be widely disseminated by the Association.

Science for Society: Policy perspective
NISTADS in collaboration with Indian Academy of Social Science is organizing a two day workshop on “Science for Society: Policy perspective” from 18-19 December 2008. This is being organized as part of 32nd “The Indian Social Science Congress” which is being organized by Indian Academy of Social Science. The workshop will deliberate on issues related to innovations at grass root level, farming techniques in hilly areas, intellectual property rights and technology dissemination.
Objective of the session: The objective of the session will be to deliberate on the issues facing India’s S & T and how S & T can contribute towards the upliftment of the weaker section of the society. Major themes which are proposed to be covered under the session are:
1. Innovations at grass root level
2. Farming techniques in hilly areas
3. Intellectual Property Rights
4. Technology dissemination
Session 1: Growth of Science and Technology- Issues involved. There are many issues facing the country’s S & T today. Shortage of quality manpower, infrastructure and dissemination of technologies are some of the examples. The session will involve presentations from researchers, science managers and academicians on their viewpoints regarding the issues facing the growth of S & T in the country, mainly consisting of case studies and their findings on different research studies undertaken.
Session 2: Science for Societal Development. How effectively the ongoing research in the country has contributed towards the upliftment of the weaker section of the society, is the key issue facing research community. The session will involve presentations from researchers, science managers and academicians on their viewpoints regarding how S & T has contributed towards the development of the society and how in future it can contribute further, the issues involved in technology dissemination and development. This may contain case studies on technology transfer and development.
Outcome of the session: The proceedings of the session will be published and the papers contributed by the authors will help in identifying the issues facing India’s S & T in present day scenario and possible solutions as suggested by the authors. The deliberations during the session will also throw light on such matters which are of relevance to India’s S & T.

Set up national research mission: Pitroda to PM

New Delhi, November 16 : While there has been 85 per cent growth in the number of doctorates in China between 1991 and 2001, India has shown only 20 per cent growth. Further, not more than 1 per cent of those who complete undergraduate degrees opt for doctoral studies in India, the National Knowledge Commission (NKC) has said.

In a letter to the Prime Minister written last week, Sam Pitroda, Chairman NKC, has urged for a ‘mission approach’ to draw students to research and academics against this dismal backdrop. Calling for a target to triple the research base in the country within the next 12 years, Pitroda has recommended that a national research mission be established in the current five-year plan under the National Science and Engineering Research Board that will soon be set up.

The commission has called for a series of academic reforms for more ‘professional administration of universities’, de-politicisation of the appointments of VCs and registrars, and administrative autonomy. To make research an attractive career option, introduction of well-planned four-year course to enable direct entry into PhD programmes, credit portability across a network of institutions, increased funding for R&D, improved teacher training at school-level, effective monitoring and assessment mechanisms have been suggested.

“There is a pressing need for urgent Government policy interventions, including high priority initiatives to attract, nurture, and retain the country’s best young minds in academia and research. With this objective, the NKC conducted a widespread investigative survey across the country and abroad. While the NKC welcomes the augmented allocation for education in the Eleventh-Five Year Plan, it is important that these funds are effectively utilised to make a visible difference in our academic landscape,” Pitroda has written in his letter to the PM.

As part of the NKC’s survey, a detailed questionnaire was sent to institutions and more than 250 people responded to it. A one-day workshop was held where prominent members from diverse industries, academic and research institutions and universities deliberated on these issues.

The NKC has recommended urgent ‘regulatory reforms’ in higher education, reducing regulation while improving governance — a key recommendation made repeatedly by the commission but one that has not gone down well with the Human Resource Development (HRD) Ministry.

Pitroda has called for major academic reforms, greater autonomy for departments within universities to introduce new relevant courses, encouragement and rewards for innovation in teaching and research, greater flexibility and increased funding for university departments to recruit and retain good faculty from across the world, periodic peer reviews of departments in the universities and encouraging recruitment of capable and talented younger faculty.

The NKC has pointed out that a rejuvenation of doctoral programmes is necessary with a careful selection procedure for prospective doctoral students and greater exposure of undergraduate and postgraduate students to cutting edge research.

To ensure high quality of doctoral work, the NKC has suggested that a preliminary vetting of synopses, followed by rigorous external examination of doctoral theses, wider dissemination of research work through digital media in universities and research institutes and encouraging doctoral students to teach with remuneration provided via teaching assistantship would help create a global doctoral quality.

The commission feels that joint collaborations with global research institutes and establishing meaningful links with NRI/PIO scientists could help give global cutting edge to Indian research quality.

The main objective of this paper is to analyse some aspects of Japanese policy in the post World War-II period and understand how the various informal institutions (shared mental models) have influenced key dimensions of technology strategy with regard to the nature and trajectory of activities it sought to promote. Previous studies have mainly focused on industrial policy on the basis of the White Papers published by the Ministry of International Trade and Industry (MITI). Our study, in contrast, focuses exclusively on technology policies by examining the White Papers on Science and Technology (Kagakugijutsu Hakusho) published by the Ministry of Education, Culture, Sports, Science and Technology (MEXT). We then endeavour to understand the significance of our findings for policy making in India. However, the limited scope of this undertaking makes our results indicative in nature.

International Management Institute (IMI), New Delhi will be organizing a Training Program on Interfacing Social Sciences with Engineering and Technology Education on 1-3 December, 2008, at IMI, New Delhi.

The need for providing better understanding of social sciences in engineering education and integrating social sciences seamlessly with engineering and technology education cannot be overemphasized. If this is to happen the agents of change will be teachers of engineering and technology and indeed social scientists who are fully sensitized to the issues of social sciences as they impinge on the preparation of engineers and can bring about needed curriculum changes, without, of course, compromising on the engineering content.

For developing awareness and sensitizing teachers of engineering and technology programs to a host of issues relating to technology and society so as to enable them to make curriculum changes and implement them, a Training Program is proposed to be organized for three days. The Program is being organized by the Centre for Management of Innovation and Technology of the International Management Institute. Financial assistance for organizing the Program is being extended by the Technology Management Programme Division, Department of Scientific and Industrial Research, Government of India.

The National Institute of Science, Technology and Development Studies (NISTADS), New Delhi, the Centre for Development Studies (CDS), Trivandrum and the United Nations University- Maastricht Economic and social Research and training center on Innovation and Technology (UNU-MERIT), Maastricht, The Netherlands are jointly organizing a training course on the Design and Evaluation of Innovation Policy (DEIP) in New Delhi from 2-7 February. The objectives of this course are to learn about the design of innovation policies and about the evaluation of the effectiveness of these policy instruments using science, technology and innovation indicators of both conventional and non-conventional varieties. The programme deals with policy design issues and issues and techniques related to the monitoring and evaluation of innovation policies.
Thus, after attending the course, participants will be able to:

  1. better appreciate the various components of an innovation policy and especially to distinguish between financial and non-financial instruments and their impact;
  2. understand the importance of policies to increase the supply of technically trained human resource for R&D and other innovation activities;
  3. improve the collection and presentation of conventional indicators so as to use them to monitor and evaluate the effectiveness of specific instruments of innovation policies;
  4. familiarise themselves with methods of policy evaluation and
  5. take explicit cognizance of the existence of new innovation indicators such as community innovation surveys and also understand the challenges of replicating such efforts in a developing country context.

To understand the complexities of the networks, besides having knowledge of the subject domain, it demands understanding of graph theory, statistics, social physics, simulations, modeling etc. Having to analyze large networks, computer-centric operations are necessary as manual analysis cannot grasp the complexities of such networks. Those are interested in learning and applying SNA in their respective field of activities can participate, especially in the Post-Conference Tutorial Workshop. However, prior knowledge will be of help to take up in depth analysis using SNA tools.

With the wide-scale adoption of the Internet and the rise of the World Wide Web, the world has been overwhelmed by digital information. Individuals and institutions are producing digital data on a massive scale: some of it is born, lives and dies only in digital form. Digital preservation is emerging as a trustworthy solution ensuring long-term access to the information.

While large-scale projects have been initiated across the world in the area of Digital Preservation, much work needs to be done in India. At the same time the requirements in India are different from the requirements in developed regions of the world.

The objective of this workshop is to bring together all stakeholders to a common platform to understand the activities undertaken by various bodies in this area and to develop a national stand to promote, educate and encourage digital preservation further.

Creation and Dissemination of Knowledge

Workshop Proceedings & Presentations -- Second Workshop on "Creation and Dissemination of Knowledge", organized by IMI, New Delhi
The Centre for Management of Innovation and Technology (CMIT) of the International Management Institute (
www.imi.edu), New Delhi organized the Second Workshop on "Creation and Dissemination of Knowledge" during 15-17 October, 2008 at the National Institute of Technical Teachers' Training and Research (NITTTR), Chandigarh. The Workshop was organized in association with the Department of Scientific and Industrial Research (DSIR), Ministry of Science and Technology, Government of India.
The focus of this Workshop was creation and dissemination of knowledge in the backdrop of India's aspirations to emerge as a knowledge economy and compete with the developed world. To meet this purpose, the Workshop discussed major factors that impinge on the creation and dissemination of knowledge.
For pursuing its objectives, the Workshop discussed, among others, trends and prospects of socio-economic and technological growth, role of knowledge in supporting growth, policy statements, and the role of government, research institutes, universities and corporate sector in promoting knowledge creation and dissemination. The Workshop was conducted in an interactive mode through a mix of lectures and discussions. Following papers were presented during the workshop:

(8) Knowledge Process Outsourcing (KPO) in India - Opportunities, Trends and Skills (D.D. Sharma);
(9) Bibliography on Knowledge Management (compiled by M.K. Khanijo);
